TERMS OF REFERENCE for
Website Development (Package No S-I)
1. Background
The Government of the Peoples Republic of Bangladesh has undertaken the Higher Education Quality Enhancement Project (HEQEP) with the support of the International Development Association (IDA).The University Grants Commission of Bangladesh is the implementing agency of the Project.
The HEQEP will comprise of four components: (1) promotion of academic innovation in teaching, learning and research through an Academic Innovation Fund (AlF) allocating funds to universities on a competitive basis; (2) institutional capacity building at the University Grants Commission (UGC) and the universities; (3) connectivity capacity building for universities and research centers through the development of Bangladesh Research and Education Network (BdREN); and (4) support to the operation of the project implementation unit (HEQEPU). Under the HEQEP, the Sub-project, Fab Lab I U Bangladesh at Independent University, Bangladesh will engage a Web Developer and Administrator to develop and maintain the website for the project.
2. Objectives ofthe Sub-project
Independent University, Bangladesh is implementing a sub-project entitled Fab Lab I U Bangladesh under the HEQEP, UGC Bangladesh. The general objectives of the sub-project are:
• Home Page:
Home page will contain slideshows, navigation and menus. Focus will be given to specific research and promoting them.
• HEQEP Research Lab Equipment Details:
Details of Research Equipment's Available at the lab and details on how are they being utilized.
• List of Research Projects:
Pages will contain details of Research Projects and their contributing teams. Each team can create multiple projects, has access a development blog. This will let other students and researchers see project details as ithappens and also gives a platform on the social media to share such pages and self promote Projects. Each project will have their own Page.
• Forum for Researchers and Collaborators:
A place where other Researchers can enquire, discuss and collaborate on the website itself. Each page will have its own discussion thread.

• Data Warehouse (Downloads, Big Data):
Research that has yielded large data sets which has to be shared globally for Open Source Contribution will go here.
• Developed Products and Systems:
Everything developed under the Lab will go here, including games, training material, software, operating systems, compilers, programming libraries, everything that is digitally downloadable apart from BIG Data will go under this category.
• Publications:
This will list all Research Publications and link them to their respective projects with published journal, conference URL etc.
• News, Events & Activities:
This will list and archive all news, events and activities under the LAB. Students and Researchers can view upcoming events and see past events and their details in the archive. Each event will have its own gallery of images.
3. Objectives of the Assignment
Engaging a Web Developer Consultant to develop the website, will be responsible for day-to-day maintenance of the website, coordinate with Content Editors to ensure updated information presented on website, and coordinate troubleshooting of technical problems.
4. Scope of Services
The incumbent will be expected to develop and complete tasks within the following areas:
• Web site design
• Web site maintenance
Basic support receives 24-7 hour's attention. Each new or special updates requires a minimum three (3) days lead time. Client will provide sufficient notice and allow for reasonable timeframes for updates completions.
5. Counterpart Support
The Sub-Project, Fab Lab I U Bangladesh at Independent University, Bangladesh will provide office space, logistics and institutional support and will assist the incumbent for carrying out the training program.
6. Reporting Arrangement
The incumbent will report directly to the Sub-project Manager (FLSM) of the Sub-project.
7. Expected Outputs
Completed website design &service and maintenance report.

8. Qualifications and Experience
• Educated in IT related filed.
• Proven experience developing and maintaining Joomla Iword press deployments.
• Advance knowledge in Web Development or related subject.
• Should have successfully completed at least five web development projects.
• At least 2-5 years of experience in PHP, and MySql.
• Knowledge of HTMLIDHTML, XML, CSS, Java Script, Action Script, Joomla, Word Press, jQuery CSS, XHTML, and JavaScriptljQuery and advantage.
• Experience and Knowledge of maintaining Web Servers: Apache Server, IIS
• A proven track record of completing projects on time and within budget.
• Good command of English required (full fluency).
9. Duration of Service
Recruiting the consultant is completely 6 months' service after delivery. However, the duration of the assignment may be increased according to the requirement of the project. End of project should be deliverables material:
• Full Back up ofthe website (PHP & SQL) asof Delivery and Handover Date (DVD and USB Drive)
• Full Software (Binary) with initial Data with Implementation.
• User Manual for Administrative Tasks (Printed and PDF)
• Uploaded website to selected Hosting.
10. Selection Criteria
Individual Consultants will be selected following the procurement rules applicable for the Sub-project on the basis of their academic background, relevant working experience and their expertise for the assignment.

Indicative Remuneration & Expenses
The Consultant should provide an indication of the remuneration as per the format shown below.
