1. (a) What is governance? What is the difference between the concept of governance and government?

(05) (b) What is the new role of state in the neo-liberal form of governance? How do you

understand the rise of civil society?

(09) (c) In developing country like Bangladesh, how do you understand the role of civil society?

What is the nexus between the NGOs and Civil Society?

(09) (d) Why is good governance in the forefront of social development? (02) 2. (a) Define ‘crony capitalism’. Explain the nexus between public interest and private interest

in crony capitalism.

(10) (b) What are the major principles of bureaucracy? Explain the Weberian model of

bureaucracy.

(05) (c) Equal treatment of customers is a cornerstone of bureaucracy. Do you think this brings

equal satisfaction? Explain the methods of a customer focused model of bureaucracy.
