BPATC and MOPA jointly organize the FEV, and the latter organizes an information session about the exposure visit before it actually takes place and bears the costs of the FEV. During the visit, the participants learn about different policies, strategies and practices, both in general and sector wise, which contribute to the visiting country's development. As part of the FEV, the participants get the opportunity to visit different institutions, and through that they learn many things in detail.
Participants prepare a comprehensive FEV report that includes the following questions: (a) review of the visit; (b) various aspects of the country's development path (general and sectoral); (c) learning points for Bangladesh. Participants should be very active and involved in the visit in order to understand and identify the critical factors that have contributed to the development of the host country.

Every modern state generally strives to establish a public administration training institute at the national level to alleviate the demand for ready human resources to manage the affairs of the state effectively and to provide the best services to the citizens. The Bangladesh Public Administration Training Center (BPATC), as a center of excellence and a premier regional hub, is committed to providing effective, inclusive, self-mandated and customized training for public sector officials in Bangladesh. The Center is tasked with meeting the national and global challenges of the modern era by providing state-of-the-art training in the public sector. To achieve the goal, a group of well-groomed, professional and skilled civil servants at all levels is a must. Currently, the national target is to build a digital Bangladesh and middle-income country by 2021. BPATC can be treated as the nursing home of human resources to meet these dire needs. BPATC's primary mandate is to provide the highest quality training to mold entry-level, mid-level and even senior-level officers into the best land administrative leaders. Therefore, we try to encourage the participants by saying the best words and demonstrating the best practices. Our humble expectation from our participants is that they will also take advantage of the opportunity to enhance their positive attitude, pro-activity and work spirit through the training received here. The Foundation Training Course (FTC) is the Centre's most important core course for entry-level civil servants who are future administrative leaders of the country. They must carry out their own responsibility to provide efficient and speedy delivery of services to the citizens of this country with less effort and minimum cost. Set amidst a landscape of velvet of lush green natural environments and aesthetic beauties interspersed with planned trees housing chirping birds, flowers, gardens, water body - a habitat for flora and fauna surrounded by a mini tea garden, a herb garden, and plants and modern infrastructures, the center is located in Savar on a surface of 54 acres of land which is 28 km away from the maddening crowd of the capital Dhaka. Despite the limitation imposed by its remote location, the center prides itself as the alma mater of most laurels in the civil service across the country. The Center is headed by a Rector who is the secretary of the government, who is entrusted with transforming the vision, the mission of the Center into reality by holistically managing the human resources and other resources in his domain. Followed by the Rector, there are six members of the Management Staff (SHDH) of the rank of Additional Secretary/Joint Secretary to the government, dedicated to the supervision of the six divisions of the center. The center acts as a virtual melting pot where participants from different generation, qualifications and socio-economic background meet, interact and learn from each other starting from juniors and brilliant youngsters who start their civil service career after qualifying in rigorous competition. . examination for middle and high level officials. Among the major courses conducted by the Centre, the FTC is for new entrants to the Bangladesh Civil Service (BCS) while the Advanced Course in Administration and Development (ACAD) is for mid-career Deputy Secretaries and their equivalent, the Staff Course of High (SSC). ) is for Joint Secretaries and equivalent officers from the Defense Services and Police while the Policy Planning and Management Course (PPMC) is for Additional Secretaries. The Center also conducts a plethora of short courses to make officials aware of government policies, familiarize them with the rules, regulations, etc. and assess them for relevant reforms and changes. The Center occasionally provides customized training, for example the Special Foundation Training (SFTC) course, to meet the requirements of its valued clients. Indeed, the Center has four branches as a Regional Training Center for Public Administration (RPC), which is expected to be expanded to all eight divisions of the. The center encourages participants to develop their oral English skills, so they are expected to speak English with colleagues and faculty members during their stay at BPATC. Participants must adhere to the norms, code of conduct, dress code, table manners and standards set by the Center. As a government think tank, the Center conducts research and provides advisory services to the government and esteemed clients on governance and development to address immediate problems and strategic challenges and formulate sound policies. There is a Research Committee headed by the Vice-Chancellor of Jahangir Nagar University with space for two external experts appointed by BOG to carry out the research activities of the Centre. The center publishes BPATC English and Bangla Journals, annual Bangladesh Lok-Prashashon Potrika, every other year Lok-Prashason Samoeky. There is a Publications Committee headed by the Principal of the Center which has a Professor of Jahangir Nagar University from the Department of Public Administration or Political Science as a member. Accommodation The rooms are spacious and take into account the hot and humid climate of Bangladesh. Lecture Theatre Auditorium or Multi-Purpose Hall International Training Complex (ITC) Multi-Purpose Building Collecting relevant books, periodicals, magazines and other reading material and processing these for the readers are the library's main tasks. Besides these, the library received a large number of books, journals, workshops, conventional and non-conventional research reports, annual reports, newsletters and magazines as free copies through exchange programs with various local and foreign organizations. Recently a 'Muktijuddho corner' has been opened where almost all the books on our independence and liberation war are available. The library remains open Sunday through Thursday from 8 a.m. to 10 p.m., without a break. Each member of the faculty can borrow ten books, while an intern can borrow four books at a time during a month. The library also subscribes to international magazines such as The Economist, Times, Reader's Digest and National Geographic.
