The main purpose of the government is 'to fulfill the basic needs of the people to ensure the prosperity of the country', as perceived by the subjects. The views of the mentioned stakeholders revealed some common duties that are generally performed by probation officers of the Bangladesh Civil Service.

CHAPTER ONE

INTRODUCTION Background

This study aims to identify the learning needs {knowledge, skills and attitude (KSA)} of the subjects. This study attempted to identify the actual training needs of BCS subjects in order to redesign the existing Foundation Training Course curricula.

CHAPTER TWO

TRAINING NEEDS ASSESSMENT AND CIVIL SERVICE TRAINING IN BANGLADESH

The following paragraphs will focus on the theoretical aspects of training needs assessment (TNA) followed by a number of other paragraphs on the history of civil service training. But civil service training is not similar to private sector training or vocational training for students.

CHAPTER THREE

DATA ANALYSIS

Demographic Information of the Participants

  • Demographic Information of the supervisory officials

Out of 225 supervisory officers, 14 were Executive Engineer of BCS Roads and Highways and BCS Public Works Department. Only one was Divisional Commissioner, 4 were Deputy Secretaries and 5 were Deputy Commissioners of BCS Admin; 4 were the Commissioner of Customs, Excise and VAT; 1 was DIG, and 2 were Super Constable of BCS Police.

Training Needs of the Probationers of BCS

Four Divisional Controller of Accounts represented BCS Audit and Accounts, 7 were District Livestock Officer, 7 Additional Commissioner represented BCS Excise and Customs, 6 were DPMG, 6 were District Fisheries officer, 6 were Director of BCS Ansar, 9 were Deputy Director of BCS ( Information), 9 Deputy Director of BCS Statistics, 5 District Controller and one Mechanical Engineer belonged to BCS Food, 6 Deputy Director of· BCS Agriculture, 6 Deputy Thief of BCS Trade and Economic Cadre (Table S3).

Acquire all necessary items for the office in accordance with Public LF 68.67 Procurement Act 2006 and public procurement.

Weighted score of participants, SWS= Weighted score of supervisors HI= Very important, I= Important, Ml= Fairly important, LI = Less important. Respondents from both categories also identified three capabilities/skills that are important for subjects in performing their tasks (Table 4).

The knowledge of 'writing a report' is very important for the performance of trainees' tasks (Table 10). Both interns and supervisors felt that “basic knowledge of 'statistics' and 'data processing and analysis' is important for interns to perform their assigned tasks. Probationary respondents further felt that basic knowledge of 'data collection methods' was important to them, while their supervisors rated it as moderately important to the trainee.

Other important duties of the government include "reducing poverty in the country", "developing our economic condition", "preventing corruption in the country" and "maintaining good relations with foreign countries".

Findings of Group Discussions

Questions related to rules and regulations include knowledge of 'Essential Service Rules for Public Servants', 'Important Acts, Rules and Regulations', 'Financial Regulations', 'Public Procurement Act 2006' and 'Important Government Policies'. Knowledge of 'Constitution of Bangladesh', 'Current Affairs', 'Planning, Implementation, Monitoring and Evaluation of a Project', 'Techniques for Developing Analytical Skills', 'Other Government Departments', 'Techniques for Dealing with Undue Influence', 'Art of Negotiation', 'Citizen's Charter', 'Bangladesh Economics', 'Standard Bangla Language' and 'Structure of Government' are also required by probationers. Finish the tasks/dispose of the files within the allotted time 42 (problems with people/clients).

Most of the probationers believed that "providing service to and welfare of the people" is the main purpose of the government of Bangladesh (Table 28). They further believed that 'maintaining law and order', 'sovereignty of the state', 'governing the state', 'ensuring social equality and justice' and 'economic management' are also the purposes of government. Good relations with other countries', 'ensure/maintain fundamental human rights', 'digital Bangladesh', 'regulate private and non-governmental organizations', 'mobilize domestic resources', 'maintain stability of the country' and 'implement election manifesto of ruling party' - is also identified as the purpose of the government by a significant number of probationers.

The three most important functions of the government identified by the respondents are: 'maintenance of law and order', 'establishment of fundamental rights of the people' and 'financial management' (Table 29). In order to make a positive contribution to the welfare of the country's citizens, the trainees expected many changes in the state administration. Probationers further mentioned 'proper allocation of human and non-human resources', 'separate pay commission', 'consolidated civil service law', 'technical specialization', 'fee due to external pressure', 'new audit system', two-way communication. ” and “involving young people in policy making” are also necessary for a positive contribution to the well-being of the country's citizens.

CHAPTER FOUR

FINDINGS, CONCLUSIONS AND RECOMMENDATIONS

Findings of Questionnaire Survey Demographic Information of Participants

Important knowledge questions under rules and regulations are 'financial rules', 'important laws, rules and regulations', 'essential service rules for public servants', 'important policies of the government' and 'rules relating to government accommodation'. Knowledge of 'world history' is considered important by the probationers, while their supervisors considered it moderately important to the probationers. During information gathering and report writing, the knowledge of 'writing a report' is very important for probationers.

These are: 'structure of government', 'art of negotiation', 'techniques for managing undue influence', 'disaster management', 'climate change', 'current affairs' and 'gender and development'. According to the interns, meeting the needs of the customers is the most important task. Further, 'providing technical endowment to farmers and entrepreneurs', 'performing duties related to development programs of the government', 'providing justice/extending legal services to the people', 'implementing laws, rules and regulations for the people', 'face many challenges related to crime and criminals to solve problems', 'planning and research work', 'completing assigned tasks on time', 'working as a team', 'working with people', 'supporting the ultra poor', 'carrying out superiors' lawful instructions with integrity', » working with criminals" and "administrative work" are also recognized by probationers as the tasks they enjoy the most.

Two other important goals of the government are to 'make the country free from poverty' and 'to ensure law and order situation and social justice so as to establish good governance'. The four important functions of government as identified by respondents are: "meeting people's minimum requirements/basic needs", "ensuring all people's rights", "maintaining law and order/ensuring the rule of law" " and "formulate and implement various policies'. Other important functions of government include - 'alleviating poverty from the country', 'developing our economic condition', 'preventing corruption' and 'maintaining good relations with foreign countries'.

Findings of Group Discussions

Matters related to rules and regulations include knowledge of 'Essential Service Rules for Public Servants', 'Important Acts, Rules and Ordinances', 'Financial Regulations', 'Public Procurement Act 2006' and 'Important Government Policies' '. Providing service for the welfare of the people' is the main objective of the government of Bangladesh. The probationers further opined that 'maintenance of law and order', 'state sovereignty', 'state governance', 'ensuring social equality and justice' and 'financial management' are also the purpose of government.

The three most important functions of government identified by the probationers are: "maintenance of law and order," "establishment of the fundamental rights of the people," and "financial management." Other important functions of government include - "to establish justice and equality", "to implement government policies", "to ensure the sovereignty of the country", "to maintain proper international relations" and to ensure good governance. Most of the behaviors that are related to the workplace, the individual and the customers are defined as very important for the intern to perform tasks efficiently and effectively.

TNA by FTC/Syed Mahboob Hasan, Md. Shafiqul Haque, Afia Rahman Mukta and Md. Considering the learning needs of the subjects of BCS as identified by themselves and by their supervisory officers, the study suggested a list of some skills, knowledge and behaviors that can be imparted to the subjects of BCS through upcoming basic training courses. BPATC's Curriculum Development Committee may consider the study's recommendations and redesign FTC's existing curricula. Abstaining from illegal income F. Limiting expenses within income G. Showing respect for the opinions of colleagues H. Applying what has been learned from the training in the workplace.

Years have passed, BUT no significant study on the real learning needs of the subjects has been done so far. The purpose of this questionnaire is to identify the learning needs of the subjects who are eligible to attend the Foundation Training Course.

We humbly request that you express your views freely, which will greatly benefit us in assessing the learning needs of the subjects and delivering an effective course. Prepare working papers and resolutions of various meetings TNA of FTC/Syed Mahboob Hasan, Md. Shafiqul Haque, Afia Rahman Mukta and Md. Support the department involved in preparing the office budget. Procure all necessary items from the office as per the Public Procurement Act 2006 and Public Procurement Reoulations 2008. Years passed, BUT until now no significant research has been done on the actual learning needs of subjects.

The purpose of this questionnaire is to identify the learning needs of the probationers who are eligible to participate in the Foundation Training Course. We humbly request that you freely express your opinion, which will be of great benefit to us in assessing the learning needs of probationers and delivering an effective course.].
