I would suggest that the electromagnetic momentum simply involves quantum 3-reactions.
Another conclusion is that the researchers have discovered a fundamental geometric-electric basis for perpetual motion.
In all likelihood the effect will not produce a reactionless drive unless it is designed to be somehow perpetual.
