Kerangka kerja reputasi dibangun secara independen, berkelanjutan dan saling mendukung antara Reputasi Pemerintah saat ini, Performa Program dan Prestasi Kementerian. Performa Program lebih menekankan pada aspek ‘pertemuan ekpektasi publik’, sedangkan Prestasi condong pada ‘apa kegunaan langsung Kementerian dalam kehidupan sehari-hari’. Dari dimensi Performa dan Prestasi tadi muncullah Reputasi pemerintah secara utuh. Dengan kerangka kerja ini, kita bisa melihat bahwa sesuatu yang dijalankan dengan benar sekalipun, bisa menjadi salah ketika kerangka berpikirnya berbeda dengan yang berkembang di masyarakat.
