Dengan beralihnya penguasaan telekomunikasi, bermunculan pengusaha yang menyediakan layanan telekomunikasi khususnya layanan telekomunikasi bergerak seluler. Menyediakan layanan telekomunikasi harus di dukung dengan infrastruktur telekomunikasi yang baik. Bagi pemain baru dalam penyelenggaraan telekomunikasi, penyediaan infrastruktur yang baik membutuhkan biaya yang cukup tinggi. Oleh karena itu dalam penyelenggaraan telekomunikasi di perbolehkan adanya sharing infrastruktur telekomunikasi. Tujuan penelitian ini sendiri adalah untuk mengetahui pola kerjasama roaming nasional antara penyelenggara telekomunikasi seluler dalam menciptakan persaingan usaha yang sehat dan dalam mewujudkan pencapaian pembangunan infrastruktur telekomunikasi di Indonesia.
Penulisan skripsi ini dikaji dari aspek hukum persaingan usaha dan hukum telekomunikasi dengan menggunakan metode deskriptif analitis dan pendekatan yuridis normatif.

The transformation on the telecommunications mastery, emerging entrepreneurs who provide telecommunications services especially mobile telecommunications service. To provide telecommunications services should be supported by a reliable telecommunications infrastructure. For new comers in the telecommunications business, supplying a reliable infrastructure are requires a quite high costs, therefore in the implementation of telecommunication allowed the existence of telecommunication infrastructure sharing. The purpose of this study was to determine the pattern of national roaming agreement among mobile telecommunications providers in creating a fair business competition also in order to realize the attainment of telecommunication infrastructure development in Indonesia.
This research was examined from business competition and telecommunications law aspects, by using a descriptive analytical method and juridical normative approach.
