The WFS 2.0 spec requires that coordinate reference systems referred to in WFS interactions be identified by OGC URNs. Current OGC policy is to _allow_ URNs, but to _recommend_ http URIs (URLs).

Summary of

change:

Modify the relevant clauses to allow http URIs with the pattern http://www.opengis.net/def/crs/[epsg|ogc]/0/{code}

for identification of CRSs.

The XML schemas do not need changing, as the relevant references are to xs:anyURI
