Transparency of Wood and Wood Based Products standards, technical

regulations and conformity assessment procedures

I. Background information

It was agreed during the second meeting of ACCSQ Wood-based PWG held in

KL-Malaysia on 28-29 June 2005, Indonesia has been assigned as a Lead Country for

Objectives 1 of Work Program of WB-PWG :

To promote transparency of Wood Based

Products standards, technical regulations and conformity assessment procedures among

Member Countries

To follow up the above decision, Indonesia has developed and distributed the Questioner

on 16 September 2005 to ASEAN member Countries for their comments and response.

The questioner will be used as a tool to collect all necessary information from member

countries. Based on the response received, Indonesia will analyze and report the summary

of compilation to the meeting.

II. Progress report

Comments and inputs has been received from the following ASEAN members countries :

III. Recommendation

The meeting may take note the information provided by Malaysia and Indonesia.

As agreed during the second meeting of WB-PWG for harmonization purposes, common

Each ASEAN member country has different certification procedures in the wood based

sector. To compile this information, please provide in details and attach relevant

flowchart and/or sample of certificate of the following:

Product approval procedures for export

Based on the Decree of the Indonesian Minister of Industry and Trade no.

647/MPP/Kep/102003 dated on October 16

th

, 2003 about “ Export on forest based

products” explained that :

•

Export just can be done by a exporting producer company that has got an

approval / admission as registered exporters on forest based products

(

Eksportir Terdaftar Produk Industri Kehutanan-ETPIK)

from the Minister

of Industry and Trade cq. Director General of International Trade.

•

The implementation of the export of wood should get the endorsement from

the Agency of Forest based Industry Revitalization, namely for forestry

products that counted in HS. 4406, HS 4407, HS 4408, HS 4409, HS 4410,

HS 4411, HS 4412, HS 4413, HS 4415.20, HS 4418, HS 4419.00.100, HS

4421.90.100, HS 4421.90.300 and HS 9406.00.000.

Based on the Joint Decree between the Minister of Forestry and Minister of

Industry and Trade No. 350/Menhut-VI/2004, No 598/MPP/Kep/9/2004 regarding

“ The prohibition of wood railway sleepers and sawn timber” explained that :

Sawn Timber (chipped lengthwise, sliced or peeled, whether or not planed,

sanded or end jointed, of a thickness exceeding 6mm, HS 4407) are

prohibited to be exported.

Based on the Minister of Finance Decree no. 92/PMK.02/2005 about “ The

exporting of special good item and the sum of levy for export tariff” explained that :

Veneer ( HS 4408.10.10.00 to HS 4408.90.90.00), the export tax is 15 %

•

Wood chips, export tax is 15 %

•

Woodworking (sawn timber, processed by drying machine/kiln drying with

water contents/moisture contents

and also has accurate thickness and wide at all the same surfaces and the

thickness is not more than 12 cm and the wide is not more than 25 cm ), HS.ex
