GetCapabilities response element is mandated to "Capabilities" in the

"http://www.opengis.net/cat/wrs/1.0" namespace.

This is in contrast with the baseline specification, where the namespace is set to "http://www.opengis.net/cat/csw/2.0.2".

Clients unaware/unsupportive of the ebRIM AP cannot handle the response type

Allow for a mechanism of selecting between the baseline and the ebRIM AP response type.

The value of the mandatory "service" parameter may be 'CSW' or 'CSW-ebRIM'. In the former case, the server should respond as defined in the baseline CSW specification. In the latter case, the server should respond as defined in the following section.
