MEMORANDUM OF UNDERSTANDING BETWEEN THE GOVERWffiNT OF THE REPUBLIC OF 'INDONESIA AND THE GOVER"NMENT
• OF PAPUA NEW GUINEA ON THE ARRANGEMENTS FOR SURVEY AND DEMARCATION OF THE BOUNDARY
AND MAPPING OF THE BORDER AREAS BETWEEN THE TWO COUNTRIES
Pursuant to Article 1 , paragraph 3 of the Basic Agreement between the Government of the Republic of Indonesia and the Government of Papua New Guinea on Border Arrangements signed at Port Moresby on 29 th October 1984 , the two Governments agreed upon the following :
1 . a . Survey and Demarcation of the boundary between
Indonesia (Irian Jaya) and Papua New Guinea as speci -fied in the Agreement between Indonesia and Aust ra l ia concerning Certain Boundaries betvreen Indonesia and Papua New Guinea of February 12 , 1973 . (Project I) b . Mapping of the border area a l ong a corridor of 10
kilometers on each side of the boundary on mutually agreed common datum , map projection and map scale .
(Project II)
2 . A Technical Committee established by each country will operate jointly as the Joint Technical Sub- Committee of
the Joint Border Committee . The Chairmen of the National Technical Committee are the respective Directors of
National Mapping or their equivalent .
3 . The Joint Technical Sub - Committee will b e reponsible for matters relevant to
a . Determination of priority areas for densification of boundary monuments ;
b. Procedures for the conduct of Project I and Project I I, to be established in separa te technical document s

pertaining to :
(1) survey procedures and mapping standards
(2) phasing of operations
(3) financing
(4) logistics , communication and transportation
(5) requirements on security support , immigration
and customs clearance
4 . Each Technical Committee appoints a Project Manager to
carry out the required survey and demarcation of the
boundary and mapping of the border area .
5. The Project Manager is in charge of formulation rules
and regulations with respect to field techniques ,
proce-dures , standardization of field books, computations ,
field plans , etc . , organization of the supplies and
implementing policies and decisions of the Joint
Tech-nical Sub- Committee .
6 . Each country will provide the other side with all
avail-able relevant aerial photographs , satellite imagery and
maps pertaining to the survey areas .
7 . All maps produced out of the Projects will be made avail
-able on an exchange basis .
8 . All maps and data related thereto produced under the
joint programme , will not be released outside Indonesia
and Papua New Guinea without prior authorization of both
countries .
9 . The cost of construction of boundary monuments,
includ-ing cost of materials and their transportation , and "the
cost of aerial photography for mapping of the border area
will be shared between the two countries . All other
costs will be borne by each respective country •

10. Both sides agree to make arrangements with their respec-tive security authorities for
a . Security protection in the form of escort patrols for their own survey parties ;
b . Radio communications between survey teams and their respective security forces' headquarters.
11. Each side will extend to the ッエィ・セ@ clearance for

sport aircraft to landl\helicopter pads or air strips in their respective country , whenever necessary. Request for such clearance will be made through the respective Project Manager.
12. Each side will make the necessary arrangements in respect of immigration clearance for the entry of members of the survey teams of the other side into the survey areas in the course of their duties.
13. Each side will make the necessary arrangements for the other in respect of customs clearance, including exemp-tion from import duties and such other duties by taking into account their respective customs regulations for equipment, materials, that are required for the execution of the survey.
14 . The Joint Technical Sub- Committee wi ll meet at least once a year for the duration of the Projects to review and discuss problems , progress and future of the Projects . The Meeting will be held alternately in Indonesia and Papua New Guinea.
15 . This Memorandum of Understanding will replace the relevant Memorandum of Understanding signed at Port Moresby on
4 August 1982, including the subsequent amendments pro-posed during the Joint Border Committee Meeting in

Denpasar , Bali , 1982 , and may be revised at the request of either country by mutual agreement.
16. This Memorandum of Understanding will come into effect when signed by a representative of each country .
