ABSTRACT

The

rights

to

freedom

of

expression

is a

manifestation

of

the universal

values of human rights.

Similarly,

the

rights

to _{freedom of opinion} in

public

in

a

free

and responsible

for

the implementation of the human rights and

constitu-tional

rights of citizens. The

right

to _{freedom of opinion} in

public

as a

constitu-tional

right

is one vehicle of social control to citizens (the peoples) to

criticize

or

correct the

proportional

and obiective

policies

made by the government, so

can significantly to make prosperity

for

the peoples. Students as

an important component of society in an era of democracy and _{freedom climate}

the

the

made by the government,

so

the peoples. But the

demonstrations often end up chaotic and anarchic very harmful and disturbing

interest. This indicates that the

has not been implemented
