4) Experience

 Worked as an Indonesian Customs Officer- 1981-1985 undertaking control of arrival and dispatch of mails in the Post Office, Dili;

 Worked as an Indonesian Customs Officer- 1985 - 1991, undertaking new job of Operations Division, control and dispatch of merchandises in the Dili Port;

 Worked as an Indonesian Customs Officer, 1991 -a 1995, shifted to other post such as Intelligence Unit, Vigilance and Information gathering;

 Worked as an Indonesian Customs Officer 1995 - 1999, transferred to Jakarta, undertaking : division of intelligence, specialized on drugs combat in the Soekarno-Hatta International Airport, in the seizing of drugs, weapons and the involved persons, investigation and hand over to the Police

Narcotics Unit, control of illegal merchandises;

 Receive new role from the President of CNRT to coordinate, reorganize and restructure Customs according to the new modalities of Timor Leste as an independent country;

 Timor Leste Border Service from November 1999 as the UNTAET liaison officer for the establishment of Timor Leste Border Service;

Ross Ballantyne and worked as a member of the Joint-Committee in the arrangements of border traditional crossing between Indonesia and RDTL;

 Worked in TL Customs Services from 20 May 2002 – March undertaking the supporting job to the National Directorate;

 Worked in TL Customs Services from March 2003 to March 2009,

undertaking the job as the Head of Internal Audit comprising: investigation of internal cases, based on complaints and information from the community and government or non government agencies, provide report and

recommend to the National Director for further decision; the job also includes investigation throughout the Customs national territory and all border areas to ensure that the customs staff are working properly and applying the Customs Law and complying with the customs procedures;

 Interim Director General of Corporate Services, of MOF, since 5 March – 1 April 2009;

 Director General of Customs and Revenues, MOF, since 18 May 2009 – (officially - 18 May 2011) now.

The Organic Statute of the Ministry of Finance, as approved by the Decree-Law no. 13/2009, dated 25 February, created the central services under the direct

administration of the State within the scope of the Ministry of Finance, including

inter alia the Directorate-General of Revenue and Customs. In view of this, and in

conformity with article 24 of Decree-Law no. 13/2009, it is necessary to approve its organic and functional structure. The Ministerial Diploma No. 13/2009, of 25 February 2009 establishes organic and functional structure for the Directorate-General of Revenue and Customs under the Ministry of Finance

General Directorate of Revenue and Customs has currently 320 staff. 119 out of 320 are temporary staff. The General Directorate of Revenue and Customs is supervised by a Director-General, who is appointed by the Minister of Finance according to the law. The General reports directly to the Minister of Finance. The Director-General is replaced in his/her absences and impediments by a National Director within the scope of the General Directorate of Revenue and Customs, appointed by the Minister of Finance and under proposal of the Director-General.

This General Directorate consists of three National Directorates:

o National Directorate of Customs;

o National Directorate of Petroleum Revenues; o National Directorate of Domestic Tax;

The General Directorate of Revenue and Customs also includes the following additional Departments:
