Water Quality Education
WMD (Waterleidingmaatschappij Drenthe), a Dutch water company, WLN (Stichting Waterlaboratorium Noord), IHE-Delt (Institute for Water Education), University Sam Ratulangi (UNSRAT) and PT Tirta Inti Drenthe, the facilitating oice of WMD in Indonesia, initiated a project in 2007 to improve the know-how of staf at the University and eleven local water companies in East Indonesia regarding production and distribution of high quality drinking water. The Central Water Laboratory, which will be constructed and equipped, together with the University, will form a research centre on water quality for East Indonesia. This project will contribute to the improvement and awareness of the supply of clean and reliable drinking water, which is scarce in Indonesia.
Building capacity in Bio-energy
Technische Universiteit Eindhoven and the Yogyakarta Muhammadiyah University (UMY) initiated a project in 2008 to streng-then the capacity of UMY in bio-energy subjects. A Bio-energy Centre of Excellence (BCE) will be established at UMY that will provide a multidisciplinary certiicate programme for students from the faculties of engineering, agriculture and economics. The BCE will also perform research for industries, farmers and rural communities. Three syllabi covering biomass conversion technologies, socio-technical feasibility studies and biomass cultivation methods, will be developed together by the Dutch and Indonesian partner in the project. Capacity of UMY staf in these areas of expertise will be developed and conferences will be organised for government, industrial partners and investors.

Step 2
Project proposals will be assessed by NL EVD International with an advisory role for the Dutch embassy in Jakarta as well as Nuic, the Dutch organisation for international cooperation in higher education.
Step 3
NL EVD international issues its recommendations to an external commitee. On the basis of these recommendations, the commitee issues its ranking of the project applications to the Minister for Development Cooperation.
Step 4
The Minister for Development Cooperation then awards the grant on the basis of the external commitee’s recommendations.
This process takes around 4 months.

What are the key characteristics of the Indonesia
Facility?
• The total budget is EUR 3.6 million per year. • The maximum grant awarded is EUR 600,000.
• A maximum of 80% of total project costs is eligible for a subsidy. The remaining 20% should be divided evenly among the Dutch and
Indonesian participants.
• Project costs are deined as follows: time spent on the project, travel and accommodation costs and equipment purchase etc. • The project duration is between 1 and 3 years.
• Estimated project costs may not be less than EUR 125,000.
What does the Indonesia Facility support?
The Indonesia Facility supports the improvement of Indonesia’s state institutions, semi-state institutions and non-proit organizations. The target group also includes the private sector. It is crucial that the project activities do not aim to make a direct proit. The projects should lead to a further strengthening of bilateral relations between the Netherlands and Indonesia.
The knowledge shared during the project must be permanent in nature. Examples of this include seting up educational courses, training institutes or knowledge centres. In addition, the project activities must be irmly embedded within the local Indonesian organisations.
What are the key criteria?
To qualify for an INDF grant, applicants should meet certain criteria the most important of which are: • Project applications should be relevant to one of the aforementioned topics.
• Projects should aim to achieve a long-term working relationship.
• The shared knowledge should contribute to sustainable development in Indonesia even ater the project has ended. • A clear need and demand for the project activities should be expressed by the Indonesian partners.
• Projects should contribute to poverty alleviation

Why the Indonesia Facility?
The Indonesia Facility aims to share knowledge between Dutch and Indonesian knowledge institutes, organisations and companies. The facility aims to make a contribution to sustainable development in Indonesia by promoting the investment climate, the economy and the environment as well as stability and security in terms of society as a whole. Its projects concentrate on human resource development and capacity increase. The focus is primarily on education, technological renewal and network development.
