Large Industry Mapping and Engagement Strategy in Indonesia

OVERVIEW AND BACKGROUND
Industrial sector is growing rapidly in Indonesia. Along with the strong growth of the industry is the increase in greenhouse gas emissions emitted from the sector, from the growing energy consumption, the industrial processes, and the waste. Based on IESR estimation, in the Industry sector itself, energy takes up to 68% of its total emission in 2017. Some of the large industries such as fertilizer, ceramic and glass, cement, pulp and paper, textile, chemical, iron and steel, and food and beverage contributed to 56% of emissions from energy sources in 2016 (CMEA, 2018). Therefore, a clear roadmap toward industry decarbonization is important to eliminate emissions within this sector.
IESR currently collaborates with US LBNL (Lawrence Berkeley National Laboratory) to produce an Industrial Decarbonization roadmap and support its implementation for selected industrial sectors. The roadmap would also need to be communicated with the relevant stakeholders in the industry sector. For that, IESR would like to map the relevant industry sector stakeholders in Indonesia (government, state-owned enterprises, private) and build an engagement strategy for IESR in supporting the industries to identify, adopt, and implement the decarbonization options.
For the current mapping and engagement strategy works, the focus would be the top eight large industries emitters, which are cement, iron and steel, textile, pulp and paper, chemical (including ammonia), fertilizer, glass & ceramics, and food & beverages. In this project, IESR would need to have a good stakeholder mapping and engagement strategy to achieve some of the objectives such as
a. To engage, strategize and advocate the narrative of the importance of decarbonization for the industry sector as part of GHG mitigation strategy
b. To produce a roadmap and support the implementation of a decarbonization roadmap for selected large industrial sectors in Indonesia
c. To scope out the supply chain of these large industries
d. To assist the implementation of decarbonization efforts in industries through building enabling ecosystems and knowledge on best practice implementation
For the selected industrial sub-sector priorities, the stakeholder mapping works could be used to identify entry points in supporting the following works i.e., gathering the data, building the scenario, and policy advocacy/ communication. The availability of clear policy recommendations for near-term and long-term solutions would be introduced to the key stakeholder packaged with the necessary capacity building. The packaged solution would help the stakeholders to establish the roadmap (regulator) and implement the low-carbon solutions (industries, academics).
1. PROJECT SUMMARY
This project will focus on three things
1. Completing the key stakeholder/players mapping and database in the top eight energy-intensive industries in Indonesia consisting of cement, iron and steel, textile, pulp and paper, chemical (including ammonia), fertilizer, glass & ceramics, and food &
beverages.
2. Conduct mapping of current policy and regulatory landscape to support the decarbonization in energy-intensive industries (including energy efficiency measures, low carbon technology adoption & electrification, fiscal and non-fiscal incentives, etc)
3. Conduct in-depth analysis and engagement strategy for the industries
The expected result of the consultant is to provide a database, report summary, and strategy plan for IESR as a basis for engagement and communication with stakeholders. With this RFP, IESR solicits proposals from experts or institutions with extensive experience and portfolios in stakeholder mapping and engagement strategy. IESR will evaluate all the proposals submitted.
Following a review of all proposals, IESR will select the experts/institutions that bring suitable expertise, most closely aligns with project objectives, and articulates a clear, achievable research plan to meet those objectives within the required timeframe.
2. PROPOSAL GUIDELINES
Proposals will be accepted until 10:00 p.m. Indonesian Western Standard Time (WIB, GMT+0700) on Friday, 3 March 2023. Any proposals received after this date and time will be regarded as inadmissible. All proposals must be signed by an official agent or company representative submitting the proposal.
Main proposals should not be more than 10 pages in length. The annex of the proposal should include the following item:
1) brief company/institution profile.
2) the latest Curriculum Vitae (CV) of the team leader. CV of other team members with relevant experience is optional.
3) relevant portfolio in conducting similar work or in a similar field
If the individual/organization submitting a proposal must outsource or contract any work to meet the requirements, this must be clearly stated in the proposal. Additionally, costs included in proposals must include any outsourced or contracted work. Any outsourcing or contracting organization must be named and described in the proposal.
Please describe the limitations and assumptions potentially used in the work.
Please itemize all costs and include a description of associated services. Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP.
3. PROJECT DELIVERABLES AND DESCRIPTION
The following section describes the expected minimum output for each of the project deliverables:
A. The key stakeholder/players mapping and database
IESR would like to have a database and summary of the stakeholders in the eight large industries such as cement, iron and steel, textile, pulp and paper, chemical (including ammonia), fertilizer, glass & ceramics, and food & beverages. The chosen partner will complete the task within the timeframe and present it to the IESR team.
Minimum data and information in the database and mapping are
● List of stakeholders in each of the selected industry sub-sector including but not limited to Industrial/business associations, State-owned enterprises, the Government of Indonesia (Ministry, division in the ministry, etc), green industry certification bodies and Universities (center of energy or research organizations with expertise in industry decarbonization or energy in the industry)
● List of contact/person of interest for several top companies/organizations in each industry subsector
● Database of all key industry players in each sector (contributes up to >90% of capacity in Indonesia) consisting of the following items:
○ Production capacity
○ Domestic market shares
○ Export market volume
○ Energy use
○ Main technology use (e.g. for cement industries whether they use rotary kiln, wast heat recovery technology etc)
○ Estimated workers number (and its demography if possible)
● Supply chain of the respected industries sector (domestic companies in the supply chain and/or import goods if available)
● The downstream industries that use the products (product users from the government and private sector)
B. Mapping of the current policy and regulatory landscape in supporting the decarbonization in energy-intensive industries
IESR would like to assemble the relevant database of policy and regulations related to the industrial operation and decarbonization in Indonesia. The list of identified policies and regulations should be classified in terms of relevancy to each industrial sector with a remark on its position for advancing industrial decarbonization.
Lists of relevant policies and regulations should at minimum cover the following scopes:
● Industrial plan and development policy (e.g. RIPIN)
● Industrial standard, e.g. green industry standard, certification and awards
● Energy use in industry and energy efficiency measures
● Technology or research and development
● Fiscal and non-fiscal incentives
● Any other relevant policy and regulation
C. Analysis on the current industrial appetite for decarbonization and proposed engagement strategy
IESR would like to have an understanding of where the key players of each industrial sector point of interest in relation to the decarbonization process and what are their current position.
These third deliverables would consist of analysis and insights into each industry company/industry sector. Please provide justification for the amount of industry actors/organizations included in each sector. The analysis would consist of the following scope:
1. Current or stated industrial position for the decarbonization Please include the following information within the analysis:
● Company’s/organization’s policy/target in the decarbonization of the industry
● Company's/organization’s future development/business expansion strategy
● Their current challenges in decarbonizing the business
● Any other relevant insight on the GHG mitigation strategy stated within the company
2. Analysis of potential champion for industry decarbonization Please include the following information within the analysis:
● Methodology and assumption used
● Stakeholder power and interest matrix and ranking
● Short recommendation for IESR whether to engage the actors or not (e.g. as a strategic ally, providing assistance, or ignore)
3. Proposed engagement strategy for selected industrial subsector
This third part of the analysis should be built up from the previous analysis and database collection where for each industrial sector/industrial company IESR could get recommendations on how to start its engagement and support for the implementation of decarbonization options.
4. REQUEST FOR PROPOSAL AND PROJECT TIMELINE Proposal Timeline:

Evaluation of proposals will be conducted from 6 March through 10 March 2023. Follow-up with the top three candidates will be conducted within this window to obtain any necessary clarification on items described within proposals.
The selection decision for the winning bidder will be made by mid of March 2023.
Upon notification, the contract negotiation with the winning bidder will begin immediately and must proceed extremely quickly to meet the project timeline.

A regular (weekly or biweekly) coordination and report meeting would be conducted between IESR and the selected consultants.
Unless otherwise noted, work will be completed by the date identified above.
5. BUDGET
All proposals must include proposed costs (in Indonesian Rupiah/IDR) to complete the tasks described in the project scope. Costs should be stated as one-time or non-recurring costs (NRC). A more detailed proposal cost is encouraged to ease the selection process.
Allcosts and fees must be clearly described in each proposal and should be separated into each industrial sector's scope of work.
6. BIDDER QUALIFICATIONS
Bidders should provide the following items as part of their proposal:
● Description of experience in stakeholder mapping and engagement strategy and experience in relevant field (Indonesia manufacturing industries)
● Examples of three or more similar projects conducted by you/your organization
● Anticipated resources you will assign to this project (total number, role, title, experience)
● Confirmation of timeframe for completion of the project
● Brief description on methodology and assumptions used
