MEMORANDUM OF INTENT BETWEEN

THE UNITED NATIONS HIGH COMMISSIONER FOR HUMAN RIGHTS/CENTRE FOR HUMAN RIGHTS AND

THE GOVERNMENT OF THE REPUBLIC OF INDONESIA ON THE MUTUAL AGREEMENT TO COOPERATE IN THE DEVELOPMENT AND IMPLEMENTATION OF COHERENT AND

COMPREHENSIVE NATIONAL PROGRAMMES FOR THE PROMOTION AND PROTECTION

OF HUMAN RIGHTS IN INDONESIA

WHEREAS enhancement of international cooperation in the field of human rights is essential for the full achievement of the purposes of the United Nations;

WHEREAS the efforts of the United Nations system towards the universal respect for, and observance of, human rights and fundamental freedoms for all, contribute to the stability and well-being necessary for peaceful and friendly relations among nations, and to improve conditions for peace and security as well as social and economic development, in conformity with the Charter of the United Nations;

WHEREAS pursuant to United Nations General Assembly resolution 926 (X) of 14 December 1955, the General Assembly established the United Nations programme of advisory services in the field of human rights;

WHEREAS pursuant to United Nations Commission on Human Rights resolution 1987/38 and United Nations Economic and Social Council resolution 1987/147, the Secretary-General established the Voluntary Fund for Advisory Services and Technical Assistance in the Field of Human Rights, renamed the Voluntary Fund for Technical Cooperation in the Field of Human Rights by Commission on Human Rights resolution 1991/49;

WHEREAS the Vienna Declaration and Programme of Action adopted at the World Conference on Human Rights in Vienna in 1993 recommends that each

State consider the desirability of drawing up a national action plan identifying steps whereby that State would improve the promotion and protection of all the human rights;

WHEREAS the Government of the Republic of Indonesia has committed itself to fulfilling its obligations to promote universal observance and protection of all human rights and fundamental freedoms for all in accordance with the Charter of the United Nations and the Universal Declaration of Human Rights;

WHEREAS the Government of the Republic of Indonesia is desirous of having consultation, cooperation and assistance in the field of human rights with the United Nations High Commissioner for Human Rights/Centre for Human Rights, in the form of advisory services and technical assistance programmes such as special expert advisory services, educational, teaching, research and training activities, public information, information and experience exchanges, workshops, seminars and fellowships for the promotion and the protection of human rights in Indonesia through the development and implementation of coherent and comprehensive national programmes;

NOW THEREFORE the United Nations High Commissioner for Human Rights/Centre for Human Rights and the Government of the Republic of Indonesia have mutually agreed on the following :

II. The Government of the Republic of Indonesia, for its part, will work closely

with the United Nations High Commissioner for Human Rights/Centre for Human Rights in the development of all component of the programme, and, in particular, will cooperate fully with the High Commissioner for Human Rights/Centre towards the development and furtherance of effective national plan of action for human rights in Indonesia, consistent with the recommendations of the Vienna Declaration and Programme of Action of 1993.

Ill. The United Nations High Commissioner for Human Rights/Centre for Human Rights will prepare a Memorandum of Understanding and corresponding project documents on the basis of this Memorandum of Intent for final agreement and signature by the Government of the -Republic of Indonesia and the United Nations, towards the full implementation of a programme of technical cooperation in the field of human rights.

Done at Jakarta, this twenty-sixth day of October 1994.
