Abstract :

The local border area has a diifferent characteristic compared to other functional areas. It is meeting place of policies and interest from local governments having border line on the area. Therefore, the characteristic of the area are not directed only by their internal factors, but also by the external factors coming from the local governments. This condition makes the area has high risk in conflict. In order to increase conflict, most of local governments in Indonesia do not get involved in the development of border area. This causes many local border areas area not developed well. This is happened also in public infrastructure. As the local border areas are lack or good public infrastrucrure, they are less developed.
