The purpose of stakeholder engagement for this Project is primarily for transparency to the community, to inform them about the Project and associated construction and operational activities, and the impact it has on them and the environment. A key objective of stakeholder engagement is to provide stakeholders with an opportunity to comment or raise concerns.
Stakeholder Engagement Regarding the Livelihood Restoration Plan Undertaken to Date
NBC conducted the surveys in each of the seven towns affected by the project (Industri Tenayan, Kuala Gasib, Maredan, Melebung, Pinang Sebatang, Tuah Negeri and Tualang Timur). The current gas pipeline route confirmed by MRPR and the EPC contractor is the same as the one used at the time of the census survey.
Future Engagement Activities for the Implementation of the Livelihood Restoration Plan

Introduction
The survey provides the Project with a clear understanding of the socio-economic status of households and thus a baseline to assess the reasonableness of compensation results from the subsequent asset valuation survey. The remainder of the Project components will be within the RSH of government owned land which will be leased by MRPR.

The majority of PAHs in all the villages are male heads of households at 44 (94%), with only 3 females (6%). Pinang Sebatang and Kuala Gasib Villages have the largest number of household members (48 and 98 respectively) (Table 6.4).
Sources of Income
Based on this annual increase, we have calculated the estimated PL to be IDR 532,986 per month for 2017. From the census survey, only one respondent has been identified as being below PL with a total income of IDR 500,000 per month and is therefore considered to be below PL . to be vulnerable.

There are seven PAHs (A6, A7, A15, C4, C6, D1 and E22) whose crops and structure are affected by the Project and details of these are shown in the table below. The census survey showed that there are seven PAHs with a structure affected by the construction of the gas pipeline.
Other Social Impacts
It has been established that Okura village fishes on an approximately 20km stretch of the Siak River that includes the project area. None of these identified locations will be affected by the construction of the gas pipeline.
Summary of Key Findings
MRPR will implement a Chance-Find procedure during construction and raise workers' awareness of the importance of sites working carefully during the excavation of the gas pipeline. An overview of those interviewed as part of the Census Survey is detailed in Appendix E.
Impacts to PAHs
In addition to the seven land user PAHs that also have affected structures, there are five PAHs that will be affected by the loss of only the structure, which includes: soil, concrete floor, stand patio, wood gas station, and permanent gas station or rest stop. At no point will the structures themselves be affected, only access will be affected.

Similar rights for restoration of livelihood will apply as in the case of formal land. In addition, any gaps resulting from the inclusion of depreciation in the replacement cost methodology will also be offset by the provision of a livelihood recovery program (see section 9.6.2).

Compensation Measure for Impact to Land User and Structure PAHs
The assessment of the compensation will be carried out by the assessment group with reference to the regulation in force. The structure that is lost will be replaced in an alternative place Business Employees (warung and kiosk). Vulnerable IDPs will be entitled to special assistance measures for the Project, in addition to cash.
Valuation Method
The full replacement value was based on the loss of income of the specific PAHs. Compensation for buildings: market price of the building (considered new) less depreciation based on the age and condition of the building; And. Further discussion of the compensation provided, including closing gaps related to depreciation, is discussed further in section 9.6.
Compensation Process
As of May 2019, the MRPR started the compensation process, which is currently completed in all villages except Melebung, Tuah Negeri and Industri Tenayan. The value of the compensation, determined by an independent appraiser, was paid to the owners once. The compensation process was recorded and documented, including the compensation agreement and evidence of compensation payment.
Documentation and Recording of the Compensation and Livelihood Restoration Activities
If land ownership changes in the future (for example through trade or other forms of transaction), the new owner will not be eligible for compensation. At least two people witnessed the compensation payment and for cases where the landowners refused the payment or the owners are unknown, the compensation payment will be submitted to the court. For PAHs who did not show up at the agreed compensation event, MRPR then visited each PAH to monitor and compensate them accordingly.
Livelihood Restoration Status
Details of 52 PAHs, compensation status and amount received till date are detailed in Table 9.4 below. It should be noted that the compensation amount listed for each PAH included the KJPP assessment amount, which took into account the market value and relevant Indonesian regulations. Transaction costs (eg, there will be no damage to the structure and no loss of livelihood due to relocation per se) no livelihood restoration required.

Verbal complaints are made to the LRU External Relations Manager or EPC Contractors HSE staff will also be recorded. Other employees may receive the complaint; they must then report it to the LRU Social Specialist for registration.
