BACKGROUND

ASEAN Agreement On Disaster Management and Emergency Response (AADMER) Basis - One ASEAN One Response

PURPOSE:-

To assemble the collective strength of ASEAN Member States (AMS) and stakeholders when a natural disaster hits.

Establishment of AMRG on HADR, ASEAN Centre for Military Medicine (ACMM), ASEAN Militaries' Logistic Support Framework

CONCEPT

Bringing in the Defense Sector through the establishment of the ASEAN Militaries Ready Group (AMRG) on HADR

Prepare an ASEAN

Military team for rapid deployment to areas of disaster in a

COORDNATED MANNER

Coordination of joined services – working

under a single ASEAN banner – coordinated through & with the AHA Centre

Scope of Assistance

The AMRG on HADR shall consider, but not limited to, the following forms of support in assisting the Affected State:

a. Search and Rescue

b. Emergency medical aid;

c. Distribution of goods;

d. Transportation & evacuation

e. Exchanging, sharing of expertise, experience and information

CONCEPT

AMRG on HADR Guiding Principles

Respect national sovereignty, territorial integrity and national unity of the Affected State, in accordance with the UN and ASEAN

Charters

Affected State:

Primary responsibility to respond

External assistance or offer of assistance may be provided upon request

Exercise overall direction, control, coordination and supervision of assistance within its territory

Assisting AMS military personnel and assets involved in HADR operations remain under their own national command and control

Participation – shall be flexible, non-binding and voluntary

ESTABLISHMENT OF AMRG ON HADR

To prepare AMS’s Militaries for quick deployment to disaster area in a coordinated manner.

To strengthen the coordination of AMS Military Forces under a single ASEAN banner.

To coordinate at multilateral level with existing AHA Centre response mechanism.

To minimize damage and avoid catastrophic consequences by a systematic and coordinated approach.
