It is intended to be a supplement to the University Policies for Indiana University campuses.* The IUPUI Faculty Guide does not duplicate the information in the University Policies. As part of a university-wide reorganization in the early 1970s, the Bloomington and IUPUI campuses—the two largest—became the main campuses in the system.

FACULTY MEMBERSH IP Sectio n A

The IUPUI Ombudsteam President serves as a liaison to the Offices of Academic Affairs and the Office of Equal Opportunity. A faculty employee may contact the faculty president at any time for advice regarding a potential complaint. A further appeal may be made by the complainant to the University President and Board of Directors.

The burden is on the faculty member to proactively demonstrate contributions to the school and campus community. IUPUI, as a public entity, is subject to the requirements of the Americans with Disabilities Act. The dean(s) of the program(s) involved must notify the faculty, staff, and students of the program(s) involved.

The chancellor makes final recommendations on the proposal and sends them to the dean(s) of the. Review of such appeals will take place in accordance with the existing procedures of the Faculty Board of Review. The faculty of the school(s) of the affected programs sends its response to the proposed changes with a copy to the chancellor to the dean.

The dean or library director notifies the faculty member or librarian selected for review and informs him/her of the nature and procedures of the review. If a faculty member or librarian initiates an appeal, sanctions will be suspended pending completion of the appeal processes.

ALLEGED PROFESSIONAL INCOMPETENCE

The committee shall prepare a confidential written report of their work and advice, a copy of which shall be sent to the dean of the unit, the administrator, and the faculty member or librarian. The administrator must communicate his decision in writing to the individual faculty member or librarian in a timely manner. The peer committee will notify the faculty member or librarian that a proceeding has been initiated.

A faculty member or librarian may request a hearing before the peer committee before that committee makes a recommendation. If a majority of the peer committee finds that the faculty member or librarian is professionally incompetent, the written report must state this and the basis for its determination. The written report will be forwarded simultaneously to the faculty member or librarian, the administrator, and the dean of the academic unit.

If the peer committee determines that the faculty member or librarian is professionally incompetent, the administrator will send the written recommendation for dismissal on the grounds of professional incompetence to the dean of the academic unit. The dean of the academic unit shall provide a copy of the written recommendation to the faculty member or librarian. The chancellor may choose to dismiss the faculty member or librarian.

ALLEGED MISCONDUCT

The faculty member or librarian and the dean will be notified of the panel's designation before any formal proceedings begin. After receiving the recommendations of the campus Budget Affairs Committee, the chancellor will implement the plan (as modified or approved). The Chancellor will report regularly to the IUPUI Faculty Council on the duration of the financial need.

The notice will contain a summary of the circumstances leading to the declaration of financial urgency. To the extent practicable, the members of the Investigation Committee will be from the same campus as the respondent. To the extent practicable, a majority of the members of the Investigation Committee will be from the same campus as the respondent.

Where the respondent is a member of the faculty, all appointees to the investigation committee must be permanent faculty. Objections must be made in writing to RIO within ten (10) calendar days of notification of the committee's membership. Access to the material in the file is only available with permission from DO for good reasons.

At least one meeting of the Voting Faculty will take place during the academic year. The time and place of the meeting are determined by the vice-chairman of the faculty in collaboration with the executive board. Special meetings of the Faculty may be called by the President of the Faculty, the Chancellor of IUPUI, the Vice President of the Faculty, the Executive Committee of the Council, the Council itself, or at the request of at least fifty members of the voting body faculty. , said petition must be submitted to the chairperson of the faculty. Each special meeting of the faculty must be convened for a specific purpose and may only be deviated from by suspending the rules of procedure. The faculty must be given at least ten days' notice of the time, date, place, and agenda of each faculty meeting.

The pro-dector of the faculty is responsible for keeping the minutes of the meeting and distributing a copy of it to each member of the faculty. One hundred members of the voting faculty constitute the quorum of the faculty meeting.

An elected representative of the IUPUI Senior Academy (an organization of retired IUPUI faculty and staff members) is an ex-officio member of the Council. The functionaries of the faculty council are the president of the faculty, the chancellor of IUPUI, the vice president of the faculty and the member of the faculty council. The chairman is the vice-president of the faculty or a person representing him.

The president of the faculty, the vice-president of the faculty and the member of parliament can be from any academic unit and are selected according to the procedure determined by the statute of the faculty council. Regular meetings of the Council are held monthly during the academic year, starting in September. Council members must be notified of the meeting at least a week before the meeting.

The Vice President of the Faculty will be responsible for preparing the minutes of the meetings of the Faculty Council and the President of the Faculty will be responsible for the preparation of the minutes of the meetings of the Executive Committee. The Faculty Chair will also serve as an ex officio non-voting member. A member of the Council may appeal an action of the Executive Committee to the Council, which may overrule the Executive Committee by a majority vote.

REVIEW FUNCTIONS OF TH E FACULTY Sectio n A

Any person who has served as an elected member of the Council, as Chair of a Council Committee, as Chair of a School Faculty Governing Body or in the Chair of an Academic Unit Committee within the past four years is eligible for election to the Executive Committee. Two of the selected faculty on the committee may be from the same academic unit, provided one is tenured faculty and the other is not. At the subsequent May meeting of the Council, all candidates in one group will be voted on.

The remaining five positions will be filled by the term candidates who receive the most votes. They are eligible for re-election, provided that no person serves more than two consecutive terms. a) determines the agenda of its meetings and regular council meetings;. In cases that require urgent action during the period in which the Council meeting is not scheduled, including during the summer sessions;.

A referendum must be initiated by sending a petition to the Chair of the Faculty from the Chancellor of IUPUI, the Vice President of the Faculty, the Council's Executive Committee, the Council itself, or at least 50 members of the voting faculty. The Executive Committee of the Faculty Council conducts the authorized referendum no later than four weeks after the submission of such a petition. The chairperson of the faculty informs the faculty of the result of the referendum within a period of no more than 30 days after the last date of receipt of responses indicated on the circulated referendum.

AMENDMENTS Sectio n A

The Chancellor of IUPUI is an ex-officio member of the Faculty Council and represents the university board. The general representatives will be full-time permanent or tenure-track members of the voice faculty. The Commission Committees are composed of the members of the Executive Board of the Faculty Council.

No more than two committee members are elected from the same academic unit. Members of the IUPUI Ombudsteam will be appointed by the Executive Committee to be elected by the Faculty Council at their May meeting (Article IV of the Bylaws, Section C, Subsections 1-2). The Chairman of the Commission is elected by and from the members of the Commission.

A faculty member or librarian may terminate Ombudsteam assistance at any time. An IUPUI Faculty Review Board Current Practices Manual approved by the IUPUI Faculty Council Executive Committee and the Chief Academic Officer will be provided. Four years after the completion of the audit committee, the material is destroyed.
