Penelitian ini bertujuan menghasilkan pengembagan model pembelajaran berpikir kreatif aparatur dalam penyusunan rencana strategis OPD yang valid, praktis, dan efektif. Permasalahan dilapangan menunjukan masih rendahnya tingkat pembelajaran pengembangan berpikir kreatif aparatur, dan masih rendahnya mutu kualitas dokumen perencanaan strategis OPD. Desain penelitian adalah Research and Development dengan menggunakan model ADDIE. Penelitian ini dilaksanakan di Badan Pengembangan Sumber Daya Manusia (BPSDM) Propinsi Sumatera Barat pada penyusunan rencana strategis OPD.
Pengembangan model pembelajaran berpikir kreatif aparatur dikembangkan melalui metode pemecahan masalah terbimbing. Subjek uji coba produk melibatkan 30 orang peserta didik dengan melaksanakan pretest-postest melalui hasil test essay dan angket penilaian keterampilan berpikir kreatif. Teknik pengumpulan data berupa angket, wawancara, observasi dan tes. Teknik analisis data deskripsi diolah dengan SPSS versi 20. Produk penelitian berupa buku model pembelajaran, buku pedoman widyaiswara dan buku pedoman peserta didik dalam penyusunan rencana strategis OPD.
Hasil penelitian menggambarkan bahwa pengembangan model pembelajaran berpikir kreatif aparatur dalam penyusunan rencana strategis OPD dapat meningkatkan keterampilan berpikir kreatif aparatur untuk menghasilkan kualitas dokumen perencanaan pembangunan daerah terutama pada dokumen penyusunan rencana strategis OPD berupa hasil karya atau produk melalui ide-ide baru, gagasan-gagasan baru pada usulan arah kebijakan pembangunan daerah, program dan kegiatan sesuai tugas dan fungsi OPD, dengan materi ajar berupa buku model yang teruji validitas, praktikalitas dan efektivitas. Pada akhirnya model ini dapat menjadi prototype dan standar pada penyusunan perencanaan strategis OPD.

This study aims to produce the model of learning creative thinking apparatus in the preparation of OPD strategic plans are valid, practical, and effective. Problems in the field show the low level of learning development of creative thinking apparatus, and still the low quality of the document strategic planning OPD. Research design is Research and Development using ADDIE model. This research was conducted at Human Resource Development Agency (BPSDM) of West Sumatera Province on the preparation of OPD strategic plan.
The development of learning model of creative thinking of the apparatus is developed through guided problem-solving method. The subject of the product trial involves 30 learners by implementing pretest-postest through the test results of the essay and questionnaire assessment of creative thinking skills. Data collection techniques in the form of questionnaires, interviews, observations and tests. Data analysis technique description is processed with SPSS version 20. Product research in the form of learning model book, manual widyaiswara and guidebook of learners in the preparation of OPD strategic plan.
The results of this study illustrate that the development of learning model of creative thinking of the apparatus in the formulation of OPD strategic plan can improve the creative thinking skill of the apparatus to produce the quality of regional development planning document, especially in the document of strategic planning of OPD in the form of work or product through new ideas, new ideas on the proposed direction of regional development policy, programs and activities in accordance with the duties and functions of OPD, with teaching materials in the form of model books that are tested for validity, practicality and effectiveness. Ultimately this model can be a prototype and standard on the preparation of OPD strategic planning.
