Program Overview
Through a rigorous and participatory selection process with local stakeholders, API Perubahan selected five new sub-districts in Tirto District of Kabupaten Pekalongan and Amahai District of Kabupaten Maluku Tengah.
Activity Summary
LRAPs provide parallel advocacy to integrate CCA-DRR into local government plans and budgets, which API Perubahan then provided advocacy training for SDWGs so they would have a proper understanding of government and development planning processes as well as different advocacy approaches. At the national level, API Perubahan strengthened BNPB's engagement in most aspects such as improved CCA DRR training curriculum and significantly involved them in working groups to develop the framework for CCA DRR convergence with several CSOs, individuals, the Ministry of Environment and Forestry (Kementerian ) Lingkungan Hidup dan Kehutanan, KLHK,), BNPB and the UN Development Program - SCDRR (Safer Community through Disaster Risk Reduction). API Perubahan also provided support to the Ministry of Education and Culture on the development of CCA DRR reading materials for secondary school students.
After each sub-district's Local Resilience Action Plans (LRAPs) were developed, API Perubahan bridged communications with relevant ministries by garnering support to implement the action plan. API Perubahan helped grantees contribute to numerous CCA-DRR training and advocacy events across Indonesia, including the National Conference on Community-Based Disaster Risk Reduction, the Indonesian Disaster Expert Association Annual Scientific Meeting, and the National Disaster Risk Reduction Day. Ten pilot projects were completed that helped create leverage for the continued integration of CCA-DRR issues into government planning and community awareness.
25 actions for LRAPs for Pekalongan and Maluku Tengah were identified and accommodated at the Kabupaten level. CCA-DRR resilience models have been developed, capturing experiences from Phases 1 and 2, and have been consulted and promoted to various stakeholders at national and local levels.
PROJECT IMPLEMENTATION
REGIONS SELECTED FOR API PERUBAHAN PHASE 2 ACTIVITIES
Phase 2 of API Perubahan operated in: (i) Pulau Haruku continuing Phase 1 in five sub-districts namely Kabauw, Rohomoni, Sameth, Haruku and Oma with a population of 8,814 people; (ii) Amahai sub-district with a population of 4,041 people; and (iii) Soahuku sub-district with a population of 3,169. Located in the middle of the north of the island of Java, the regency of Pekalongan has 285 sub-districts with six located on the coastline where the four main river mouths from a wide area of the catchment area in the south. As recorded by BPBD, Pekalongan regency was mainly exposed to landslides, floods, tornadoes and fire.
The selected breeding areas in Pekalongan were: (i) Jeruksari sub-district located on the coastline with a population of 8,079; (ii) Mulyorejo Sub-district near the south with a population of 3,344; and (iii) Tegaldowo sub-district also near the south with a population of 3,326 people. High rainfall patterns in the south caused high river discharges to the sea in the north, and frequent flooding in coastal sub-districts. River flooding in coastal sub-counties is often exacerbated by tidal flooding from the sea.

Before the intervention, there were no formal forums to coordinate local government agencies and non-government agencies to discuss and implement DRR CCA issues in Pekalongan and Maluku Tengah Regency. Currently, the Pekalongan and Maluku Tengah Forum has the PRB, which consists of representatives from local government agencies such as BPBD, Bappeda, BLH, etc., and representatives from non-government agencies and POKJA. The establishment of this forum is the new mechanism for DRR CCA coordination between local government agencies and non-governmental organizations in Pekalongan and Maluku Tengah.
Currently, there is no direct relationship between POKJA/POMAS and the PRB Forum with national actors, including ministries and NGOs.7 The purpose of promoting cooperation at the national level was to promote the integration of DRR and CCA into local development plans. In April 2015, API Perubahan communicated with the DG and shared the process and results of the LRAP in Pekalongan and Maluku Tengah. In the Maluku Tengah region, the forum was called Nanaku Musibah (Nanaku in the local language means foretelling or foretelling, and Musibah in the Indonesian language means disaster).

Objective 2: Targeted Vulnerable Communities Reduce Their Vulnerability to Natural Hazards
All sub-districts now have DRR CCA capacity and the opportunity to use the sub-district budget to implement the community action plan. The local government budget to be used for risk reduction at the sub-district level is also an important aspect of risk reduction. This workshop was held in Amahai with a total of 32 community participants including SDWG, sub-district government and community members.

May 3, 2015 One of the pilot projects in Mulyorejo is the Canton Information and Media Center (PMID), which is located in the canton office.
Based on the LRAP document (Appendix 2), Amahai sub-district developed 55 priority actions and Soahuku sub-district developed 47 priority actions. To build the house, the community contributed 15 3 x 10 meter plots of land in Amahai and Soahuku sub-districts. The training was not only for Pokja Amasoa Kalesang, but also for local communities and neighboring districts of Sepa and Pokja Haruku (29 men and 4 women).
Therefore, the community planned to replant the shrine with casuarina trees along the main roads of the shrine. For future management, POKMAS proposed to use Alokasi Dana Desa (ADD - Subdistrict Budget Allocation), which is owned by the subdistrict government. The PMID is located in the sub-district office where the sub-district government has committed to place the PMID in a 3 x 3 meter room inside the office.
Unfortunately, vertical agriculture was not easily implemented due to certain limitations in the sub-district. After the training, 100 vertical agricultural racks were distributed to each neighborhood/RT (total of 10 RT in Tegaldowo) within the sub-district. Two unit racks were placed in the sub-district hall, two racks in the primary school and two racks in the community health centre.
The community agreed to this activity and sub-district waste management groups were formed. The sub-district government contributed by establishing a sub-district ordinance (Peraturan Desa nomor 3 tahun 2015) on the use, management and maintenance of the garbage collector.
