ENDOWMENT REPORT

This fund consists of endowment notes, money, securities, and real estate given, bequeathed, or devised to the University, to be invested and kept invested, the income alone to be used either for the maintenance of the University generally or for the maintenance of any particular department thereof. 32x44, concrete block construction, with tile roof; 2 floors and 3 rooms and bath in the attic; Billiard room, toilet, storage room, laundry and oven room in the basement; assessed value insurance. Lewis Berry when the Lewis Berry Income-Gift Fund of $900 was transferred to the General Fund.

Whipple as Trustee under the will of Charles Hk Greene, deceased, for the benefit of Lucy A. Only income from other funds is used for the purpose designated by the founders of the funds. STUDENTS' ARMY TRAINING CORPS

The first voucher submitted will cover the two-week period following soldiers' initiation and assignment to active duty and will be submitted monthly thereafter. It is understood that the agreement thus recorded will be temporary and that as soon as possible a permanent contract will be made between the institution and the War Department, covering the period up to July 1, 1919. The basis of that contract in related pay shall be reimbursement for actual and necessary costs of providing instruction, subsistence, and lodging required throughout the period of contractual relationship with the War Department, necessary adjustments being made accordingly, provided that the per diem allowance to be made for the cost of the Academic tuition should not exceed the regular daily fee of the institution.

The institution and the War Department will cooperate to the fullest extent possible to achieve the best results and will endeavor as soon as possible to reach the mentioned fixed contract on a reasonable financial basis in accordance with the principle of reimbursement per actual costs as stated above. Note - Insert at this time a number of pennies corresponding to the annual tuition fee for the institution (or department thereof) in the college year 1917-1918 divided by 270; e. Note - The tuition allowance specified in the temporary contract is 30 cents per day per soldier.

The agreements recently concluded between your institution and the United States government terminate the contractual relationship entered into last fall for the purpose of carrying out the Student Army Training Corps plan. While that plan was a logical but not an imperative step at the time it was undertaken, when a long war seemed to be in prospect, and when it was necessary to mobilize all the energies of the nation, the signing of the armistice. on November 11, prevented it from being fully implemented. I am therefore glad of this opportunity to express to you my appreciation of the patience, dedication and skill with which the teachers and principals played the parts they were asked to play.

The proposals of the War Department almost without exception met with a prompt and hearty response, and with a willingness to make very genuine sacrifices where the military needs of the country seemed to demand it. A copy of the final report on this work is being sent to you in a separate envelope. In connection with the financial adjustments recently concluded, the institutions have shown not only patience in their demands, but in many cases generosity in the actual terms of the settlement.

PROHIBITED LOANS—No money shall be lent on notes, promissory notes, promissory notes, or other personal security; nor on insurance policies; nor in property contracts. APPLICATION AND EXPENSES — In all cases of loans on real property, a sufficient bond secured by mortgage therein shall be required of the borrower; and all expenses for searches, investigations, examination and attestation of ownership and for drawing, completing and registration papers and the mortgage tax must be paid by the borrower. APPROVAL – No investment in any bonds and mortgages shall be made except upon the written approval of at least three members of the investment committee, signed by the members approving the same, which shall certify the value of the premises mortgaged or to be mortgaged. , in their best judgment; and such written approval shall be filed and retained among the records of the University.

LOANS NOT PROHIBITED TO CERTAIN PERSONS - No trustee or officer of Alfred University, nor the wife, father, mother, brother, sister or child of any trustee or officer, nor any professor employed by the University shall directly or indirectly for himself or herself, or as an agent or partner of others, borrow its funds or use them in any way, except for current and necessary payments approved by the Board of Directors; nor shall any trustee or officer, nor the wife, father, mother, brother, sister, or child of any trustee, nor any professor employed by the University, become an indorser or guarantor or in any way indebted for money lent to the University, or borrowed from the University. No money of the University shall be loaned to any corporation in which any Trustee of the University is interested as a stockholder, trustee or officer; but this clause shall not be construed to apply to deposits with any registered bank.

NEW YORK STATE SCHOOL OF CLAY-WORKING AND CERAMICS

Shaw has been on a more efficient plane than ever and graduates of these departments are in high demand. The most successful work in the applied art department has been done by the professors in charge, Miss Binns and Miss Fosdick, as the exhibition in the school will testify. The school has been trying for the past four years to create a standard for the classification of chemical porcelain.

The annual convention of the American Federation of Arts was held in New York City in May and was attended by Miss Binns and Miss Fosdick, professors in the department of applied arts. This has been done as much as possible to ensure sufficient educational attention, but the laboratories are still difficult to fill and the work necessarily requires space. One of the most important needs, as has been repeatedly emphasized, is that of a power station so that the machines can be driven by separate engines.

NEW YORK STATE SCHOOL OF AGRICULTURE

Lynn Langworthy, a graduate of the State College of Agriculture, has been appointed instructor in the Department of Rural Engineering to fill the vacancy caused by the resignation of Professor M. Barnhart, who had returned to the position of head of the Department of animal husbandry. The school's extension work during the past year has been largely limited to housekeeping and Junior Project work.

A boys' and girls' calf club was organized in the two provinces under the leadership of the Breeders' Association and the Farm Bureau Associations. The supervision of this work has been entrusted to the State School of Agriculture. The use of the State School of Agriculture was offered to the Federal Council for Vocational Education for the retraining of disabled soldiers in agriculture.
