ANALISIS DAMPAK EKONOMI PROGRAM KELUARGA HARAPAN DI KECAMATAN UNGAR KABUPATEN KARIMUN

ABSTRAK
Kemiskinan merupakan salah satu fenomena global yang sangat memprihatinkan bagi negara berkembang terutama negara Indonesia. Salah satu upaya mempercepat penanggulangan kemiskinan ialah dengan menerapkan Program Keluarga Harapan.
Program Kekuarga Harapan adalah program bantuan sosial bersyarat yang diberikan kepada keluarga miskin dan rentan miskin yang berjuang untuk memenuhi kebutuhan sehari-hari. Pemerintah telah menjalankan dan menyalurkan bantuan Program Keluarga Harapan ini berdasarkan Peraturan Menteri Sosial No 1 Tahun 2018 tentang Program Keluarga Harapan. Di Kecamatan Ungar terdapat 171 Keluarga Penerima Manfaat PKH dan terdapat 279 keluarga miskin dengan presentase jumlah penerima PKH dan penduduk miskin sebanyak 61,29% hal tersebut terbukti bahwasanya Penerima bantuan PKH ini tidak sebanding dengan jumlah kemiskinan yang ada di Kecamatan Ungar. Penelitian ini bertujuan untuk mengidentifikasi dampak ekonomi Program Keluarga Harapan di Kecamatan Ungar serta mengetahui faktor penghambat Program Keluarga Harapan di Kecamatan Ungar Kabupaten Karimun. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan menggunakan sumber data, data primer, dan sekunder, serta pengumpulan data menggunakan observasi, wawancara, dan dokumentasi.
Dalam penelitian ini peneliti menggunakan lima dimensi dampak kebijakan yang dikemukakan oleh Thomas R. Dye. Hasil Penelitian ini menunjukkan bahwa Dampak Ekonomi Program Keluarga Harapan di Kecamatan Ungar belum terdapat perubahan yang maksimal walaupun Program Keluarga Harapan ini berdampak positif bagi penerima PKH dalam membantu meringankan kebutuhan hidup dan mengurangi beban. Namun program PKH ini belum mampu membuat perubahan perekonomian yang lebih maju terbukti dengan data bahwasanya ada 17 penerima PKH yang mengalami perubahan sebelum dan sesudah mendapatkan bantuan sedangkan 154 penerima lainya masih dalam kondisi perbaikan ekonomi. Di sisi lain, Program PKH ini berdampak negatif yaitu masyarakat masih ada yang ketergantungan oleh bantuan pemerintah. Faktor penghambat dari Program Keluarga Harapan ialah terdapat data yang belum akurat/tidak tepat sasaran dikarenakan masih terdapat masyarakat miskin yang belum mendapatkan bantuan dan ada masyarakat yang mampu mendapatkan bantuan tersebut.

ANALYSIS OF THE ECONOMIC IMPACT OF THE FAMILY HOPE PROGRAM IN UNGAR DISTRICT, KARIMUN REGENCY

ABSTRACT
Proverty is a global phenomenon that is very concerning for developing countries, especially Indonesian. One of the efforts to accelerate poverty reduction is to implement the Family Hope Program. The Family Hope Program is a conditional social assistance program provided to poor and vulnerable poor families who struggle to meet daily needs. The government has implemented and distributed aid This Family Hope Program is based on the Regulation of the Minister of Social Affairs No. 1 Tahun 2018 regarding the Family Hope Program. In Ungar District there are 171 Family Hope Program Beneficiary Families and there are 279 poor families with the percentage of Family Hope Program recipients and the poor are 61.29% it is proven that the recipients of this Family Hope Program assistance are not comparable to the, the number of poverty in Ungar District. This research aims to identify the economic impact of the Family Hope Program in the Ungar District as well as knowing the inhibiting factors of the Family Hope Program in Ungar District, Karimun Regency. This research uses the approach descriptive qualitative using data sources, primary and secondary data, and data collection using observation, interviews, and documentation. In this study, researchers used five dimensions of policy impact that put forward by Thomas R. Dye. The results of this study indicate that the impact of The Economics of the Family Hope Program in Ungar District does not yet exist maximum change even though this Family Hope Program has an impact positive for Family Hope Program recipients in helping to alleviate the necessities of life and reduce the load. However, the Family Hope Program has not been able to make changes a more developed economy as evidenced by the data that there are 17 recipients Family Hope Program undergoing changes before and after receiving assistance while 154 other recipients are still in a condition of economic recovery. On the side On the other hand, the Family Hope Program has a negative impact, namely that there are still people who dependence on government assistance. Inhibiting Factors of the Family Hope Program is that there is data that is not accurate/not right on target because there are still poor people who have not received assistance and there are people who are able to actually get the help.
