Nothing in this subsection shall alter the administrative appeal requirements of the Forest Service or Bureau of Land Management. Fish and Wildlife Service under sections 7(a)(2) and 7(a)(#) of the Endangered Species Act and its regulations. Managers have agreed to this provision because a large portion of the Forest Service and Bureau of Land Management CBLM's fiscal year 1989 timber sales programs in thirteen national forests in Oregon and Washington and five BLM administrative districts in the West. Oregon known to contain northern spotted owls has been discontinued because of legal challenges, and because these challenges have raised serious concerns about the adequacy of the agencies' planned actions related to northern spotted owl habitat management and minimization of fragmentation of old growth stands.

In reconciling these often conflicting objectives, the Administrators have limited all provisions in this subsection to fiscal year 1990, except that timber sales offered under this section in fiscal year 1990 are covered by its terms throughout the length of timber sales contracts. This section does not in any way alter the application of the Endangered Species Act or other environmental laws to the Forest Service and BLM. Managers intend to establish these committees for each national forest separately or for each BLM forest, and to have people who know the values ​​of the individual resources.
