1 ABSTRACT

Developing E-Tendering Simulation-Based for Construction Services Training Model.

The development of a skills training model for E-Tendering simulation- based construction services is an effort to improve the professional skills of Diploma students of Civil Engineering Department that are relevant to the needs of the business world and the industrial world (DUDI). This study aimed to develop a valid, practical, and effective E-Tendering simulation-based construction services skills training model.The research methodology used was Research and Development with ADDIE development procedures (Analysis, Design, Development, Implementation, and Evaluation). In Design phase, there are 4 stages of activities carried out, namely, 1) product design stage, 2) the stage of designing a simulation-based E-Tendering training model for construction services, 3) the stage of conducting a Focus Group Discussion (FGD), and 4) design finalization stage). The development of this training model used a modified Pont training model. Qualitative data was obtained through observation, discussion, and interviews, while quantitative data was obtained through questionnaires to 8 companies who were contract award of the 2019 UNP construction service tender and 30 students of the Civil Engineering study program students of UNP. Based on the results of the needs analysis, it shows that the level of need for the development of this training model by the business world and the industrial world is 98% (really needs it) and the students are 93%. This training model produces the following syntax: 1) introduction, 2) demonstration, 3) discussion, 4) simulation for e-tendering construction services, and 5) training evaluation, as well as products consisting of: (a) training model books, (b) training implementation manual, (c) training material books, (d) an application manual for instructors, (e) the user manual for the application of the application (user). Analysis of the research data shows that this training model is valid (0.91) and very practical (93.15), the training manual is valid (0.88) and practical (93.50), the training material book is valid (0.89) and practical (92.25), the manual for the application use instructor (0.83) and practical (94.70), an instruction manual for the user application (user) is valid (0.87) and practical (88.70). In the effectiveness test using the 4-level evaluation of the Kirkpatrick model, it shows that for level 1 (reaction) an average score of 91.1% (very high), for level 2 (learning) the pretest test results have an average score of 57.27 while the average score -The average at posttest is 84.27, thus it is stated that the competency score of the training participants increases the score competency by 27 points after being given training E-Tendering for simulation-based construction services, for level 3 (behavior) gets an average value of 88.7% (high ), and for level 4 (result) get a value of 82.7% (high). Based on the results of the data analysis above, it can be concluded that the training model developed meets the eligibility for use.

ABSTRAK

Pengembangan Model Pelatihan E-Tendering Jasa Konstruksi Berbasis Simulasi

Pengembangan model pelatihan keahlian E-Tendering jasa konstruksi berbasis simulasi merupakan upaya untuk meningkatkan keahlian profesional mahasiswa program studi D3 Teknik Sipil yang relevan dengan kebutuhan dunia usaha dan dunia industri (DUDI). Penelitian ini bertujuan untuk mengembangkan sebuah model pelatihan keahlian E-Tendering jasa konstruksi berbasis simulasi yang valid, praktis dan efektif.

Metodologi penelitian yang digunakan adalah Research and Development dengan Prosedur pengembangan ADDIE (Analysis, Design, Development, Implementation and Evaluation). Pada fase Design, ada 4 tahap kegiatan yang dilakukan yaitu; 1) tahap merancang produk, 2) tahap merancang model pelatihan E- Tendering jasa konstruksi berbasis simulasi, 3) tahap melaksanakan Focus Group Discussion (FGD), dan 4) tahap finalisasi desain). Pengembangan model pelatihan ini menggunakan modifikasi model pelatihan Pont. Data kualitatif diperoleh melalui observasi, diskusi dan wawancara, sedangkan data kuantitatif diperoleh melalui kuesioner terhadap 8 perusahaan pemenang tender jasa konstruksi UNP tahun 2019 dan 30 orang mahasiswa program studi D3 Teknik Sipil UNP.

Berdasarkan hasil analisis kebutuhan menunjukkan tingkat kebutuhan terhadap pengembangan model pelatihan ini oleh dunia usaha dan dunia industri sebesar 98%

(sangat membutuhkan) dan mahasiswa sebesar 93%. Model pelatihan ini menghasilkan sintak: 1) pengantar, 2) demonstrasi, 3) diskusi, 4) simulasi E-Tendering jasa konstruksi, dan 5) evaluasi pelatihan, serta produk yang terdiri dari: (a) buku model pelatihan, (b) buku panduan pelaksanaan pelatihan, (c) buku materi pelatihan, (d) buku petunjuk penggunaan aplikasi untuk instruktur, (e) buku petunjuk penggunaan aplikasi untuk pengguna (user). Analisis data hasil penelitian menunjukkan model pelatihan ini valid (0.91) dan sangat praktis (93.15), buku panduan pelatihan valid (0.88) dan praktis (93.50), buku materi pelatihan valid (0.89) dan praktis (92.25), buku petunjuk penggunaan aplikasi untuk instruktur (0.83) dan praktis (94.70), buku petunjuk penggunaan aplikasi untuk pengguna (user) valid (0.87) dan praktis (88.70). Pada uji efektivitas dengan menggunakan evaluasi 4 level model kirkpatrick menunjukkan bahwa untuk level 1 (reaction) mendapatkan rata-rata nilai 91,1% (sangat tinggi), untuk level 2 (learning) hasil uji pretest memiliki rata-rata skor 57.27 sedangkan skor rata-rata saat posttest adalah 84.27, dengan demikian dinyatakan bahwa skor kompetensi peserta pelatihan terjadi peningkatan skor kompentensi sebesar 27 point setelah diberikan pelatihan E-Tendering jasa konstruksi berbasis simulasi, untuk level 3 (behaviour) mendapatkan rata-rata nilai 88,7% (tinggi), dan untuk level 4 (result) mendapatkan nilai 82,7% (tinggi). Berdasarkan hasil analisis data di atas dapat disimpulkan bahwa model pelatihan yang dikembangkan ini memenuhi kelayakan untuk digunakan.
