“Educating ASEAN Societies for Integrity”
The Role of Educators & Students in Building Integrity Jakarta, 21-22 March 2013
A. Background
A.1 Integrity and Anti-Corruption Education
Integrity Education Network (IEN) is the world’s largest and fastest growing network of educators and universities committed to teaching integrity. It has grown to 307 universities and integrity-focused NGOs in over 60 countries in early 2012; 158 in Europe and Central Asia, 109 in Indonesia, 45 in China, and 13 in the Arab World. Our individual scholars have grown to 980;
400 in China; 218 in Indonesia; 30 in Arab World and 350 ECA and Africa. Over 25,000 students receive integrity education annually as a direct result of network activities.
Indonesia Integrity Education Network (IIEN) established in 2009. With 108 universities member, IIEN has been working to develop, mainstream, and advocate Integrity and Anti Corruption Education at universities since 2009. The highlight of these efforts came to surface when the Directorate of Higher Education under Ministry of Education and Culture launched the National Anti-Corruption Curriculum in early 2012. This launch has excited educators promoting integrity education and these Indonesian educators subsequently developed specific teaching modules to complement the national curriculum. For instance, now, IIEN developing Integrity Module on 6 (six) selected topics (Law, Religion, Bussiness Ethics, Public Administration, Communication, and Health); produces teaching materials (Active Learning Methods for integrity teaching); develops integrity e-learning and resource center.
Integrity is still a contested idea until now. However, we define organisational integrity as the set of characteristics that improves trustworthiness to stakeholders. In our approach, institutionalizing integrity requires the alignment of Accountability, “Enabling stakeholders to check that we do what we say we do”; Corruption control, “Doing it without corruption”;
Competence, “Doing it well”; and Ethicality, “Doing it with honour”.
Integrity and Anti-Corruption Education in Indonesia was introduced as a respond to domestic situation demanding for transparency and accountability in governing public sector.
The principles which also in line with global norms and phenomena that Indonesia as part of global entity must adapt. It is believed that applying transparency and accountability may prevent the practice of corruption (mismanagement) that cause state bankruptcy.
A.2 ASEAN Integrity for Integration
Living at the same region and having similar challenge in corruption eradication, ASEAN member countries must search for viable way out in improving the region's problem. State bankruptcy caused by corruption, referring to Asia financial crisis in 1997, may easily spill over to other ASEAN countries. It has domino effect that gives negative impact to regional stability and development. Consequently, it may undermine MDGs target in 2015.
ASEAN Seminar & Conference
In early 2007 at the 12th ASEAN Summit in Cebu, the Philippines the ASEAN Leaders made a commitment to accelerate the establishment of the ASEAN Community by 2015 (the Cebu Declaration on the Acceleration of an ASEAN Community by 2015). The ASEAN Community has designed to comprise three pillars, which are political and security community, economic community, and socio-cultural community that work closely to ensure durable peace, stability, and shared prosperity in the region. In the same year, at the 13th ASEAN Summit held in Singapore, ASEAN Leaders agreed to develop blueprint to promote the establishment of an ASEAN Socio-Cultural Community (ASCC). The ASCC will addess the region’s aspiration to lift the quality of life of its peoples through cooperative activities that are people-oriented and environmentally friendly geared towards the promotion of sustainable development.1
The establishment of ASEAN Community, spesifically ASCC, can be deigned as an entry point of introducing Integrity and Anti-Corruption Education. Even if the practice could be vary in every countries as long as it reflects the Integrity and Anti-Corruption principles and values, that kind of effort will positivelly contribute to regional enhanced capacity in its human resources to prevent corruption.
Along with the establishment of ASEAN Community, to strengthen existing network of cooperation among universities in ASEAN, ASEAN Universities Network (AUN) is established to help “hasten the solidarity and development of a regional identity through the promotion of human resource development so as to further strengthen the existing network of leading universities and institutions of higher learning in the region”. As higher education plays a great role in introducing Integrity Education, collaboration of universities might also positively provide better impact to ASEAN Integrity for Integration.
