Mutual Recogni2on Agreement on Tourism Professionals (MRATP)

The ASEAN MRA on Tourism Professionals would provide a mechanism for agreement on the equivalence of tourism cer-fica-on procedures and qualifica-ons across ASEAN.

The mechanism will encourage a free and open

market for tourism labor across the region and

boost the compe--veness of the tourism sector

in each ASEAN na-on.

This primarily reflects the economic ac-vity generated by dynamic service industries such as

hotels, travel agents, airlines and other passenger transporta-on services. Another fact from

World Tourism Organiza-on in the year of 2016 reveals, that Thailand posi-on is in the 6th

world tourism rank for the top des-na-on.

The high numbers of tourist is a great phenomenon that Thailand’s vibrant tourism field has played a significant role in the economy and successful boos-ng the related industries. It is also necessary for Thailand to prepare the qualified human resources to achieve highest level of services as well as sa-sfac-on to tourists and visitors.

PROBLEM IDENTIFICATION

•   Thailand and other ASEAN Members State (AMSs) commi]ed to establish the Asean Economic Community (AEC) in 2015. There are some cri-cal aspects such as being a single market and produc-on base, with free flow of goods, services, investment, and skilled labor.

•  Thailand is designated to coordinate accelerated

integra2on in the service and tourism sector for the

ASEAN country members through the implementa-on

of Mutual Recogni-on Agreement on Tourism

Research Objec2ve

•  This study aims to analyze the implementa-on of MRATP

•  To iden-fy the barriers or challenges in the

perspec-ve of tourism and hospitality higher

educa-on in the early stage of adop-on

period from the year 2016-2017

Research Method

The research is an empirical study used qualita-ve approach. The technical used was Focus Group Discussion and In Depth Interview.

The qualita-ve research is designed to “inves-gate the quality of rela-onships, ac-vi-es, situa-ons or materials” (Fraenkel & Wallen, 2003)

Aspects concerned :

(1)  The development of Thai labor standard in tourism sector.

(2)  The awareness of MRATP within the higher educa-on in Thailand.

(3)  The implementa-on of MRATP in the curriculum.

Procedure Conduc2ng FGD

According to Krueger (1998), factors that determine the effec-veness of focus

groups are: clarity of objec-ve, suitable sefng, adequate resources, appropriate

subjects, skilled moderator, effec-ve ques-ons, and honoring the par-cipants.

Conclusion

•  The MRA TP awareness and understanding is considered low, due to the low socializa-on program from Thai Tourism Department to tourism higher educa-on ins-tu-on.

•   However, the university or the faculty considered

the MRA TP as the program requires high budget

alloca-on. They do agree that the faculty needs

to improve the quality of curriculum

development through many other ac-vi-es
