In this regard, Minister for National Development Planning/Head of National Development Planning Agency (Minister of Planning) is mandated by prevailing regulations to coordinate the planning process for activities of ministries/agencies/SOEs/local governments proposed to be financed by External Loans .. Implementation of the stipulated mandates on it, namely those cited in Government Regulation Number 10 Year. 2011 regarding procedures for obtaining foreign loans and receiving grants, and decree of minister of development planning number 4 year 2011 regarding procedures for planning, proposal, assessment, monitoring and evaluation of activities funded by foreign loans and grants, Minister for Planning issued a medium-term list of projects funded by Foreign/External Loans (List of Medium-Term Planned External Loans 2020-2024/Daftar Rencana Pinjaman Luar Negeri Jangka Menengah/DRPLN-JM widely known as Blue Book, by decision of the Minister for National Development Planning/ Head of the National Development Planning Agency Number KEP.
However, given the current national economic situation, including and especially the outbreak and continued spread of the 2019 Corona Virus Pandemic (COVID-2019), which is sure to affect the stability of the national economy, some adjustments and a change in the prioritization of external loan projects are necessary. /proposed activities for this medium-term period. In view of the situation, an amendment to the DRPLN-JM 2020-2024, which was issued on December 29, 2021 on the basis of the Decree of the Minister for State Development Planning/Head of the State Agency for Development Planning number KEP, has been prepared accordingly. The revision of the DRPLN-JM is expected to serve as a guide to line ministries, agencies, local governments and state-owned enterprises in the preparation and implementation of further processes so that the proposed projects can be implemented efficiently and on time.
As for bilateral and multilateral development partners, the document can be used as a reference in preparing the steps and substance of their cooperation plans with the Government of the Republic of Indonesia.
INTRODUCTION
DRPLN-JM, which is a five-year external loan plan, thus containing a long list of external loan projects, is the first phase of the 2020-2024 planning process. It is presented using the Programmatic Approach (PBA) format, through which a group of external loan projects with similar results are grouped into one program. The PBA is intended to increase the efficiency of the use of external loans with a greater focus on achieving project results, which is stated in the development agenda of the RPJMN. Therefore, through this, the links between the use of external loans and the objectives of RPJMN can be easily identified. approach.
In this context, redesigns/changes/additions of projects are possible as long as it does not exceed the budget ceiling allocated under the same programme. Substances of changes can be presented in the Blue Book revision (when deemed necessary) or in the annual planning document called List of Planned Priority External Loans or Daftar Prioritas Pinjaman Luar Negeri (DRPPLN), commonly known as Green Book. Although referenced from RPJMN, the term "Programme" under PBA indicated in External Loan Planning Documents (DRPLN-JM/Blue Book, DRPPLN/Green Book) is however different from that indicated in RPJMN as "Programme".
Projects listed in the DRPLN-JM Revision will be further prepared by the implementing agencies (ministries, lines, state-owned enterprises and local governments) in view of the next planning process according to regulated mechanisms and criteria (readiness criteria). By adhering to such procedures, the planned projects are expected to be properly implemented and can contribute to the achievement of the National Development Agenda 2020-2024.
