It was suggested that the resolution of the Kiwanis Club of Mamaroneck, New York, regarding the Pledge of Allegiance, be referred to the Committee on Laws, Policies and Structure. Recommendation 2, that the Finance Committee clarify those parts of the policies referred to in the report. It is your President's desire that the Board members meet with the Kiwanis representatives of the clubs in our international extension program who are present at this convention.

Schmitt's letter was sent to Council members for study prior to the convened meeting.

INTERNATIONAL KIWANIS CLUBS

The "effort and effectiveness" of the District Chairmen depends entirely on the person appointed to that office. Four bulletins promoting phases of our program have been sent (some in personal letter form) to the district chairmen and to the governors of the thirty districts. Several issues of the Bulletin for Kiwanis Officers have carried a promotional article on our committee's program.

One of the members of the committee was reluctant to correspond in a systematic way with the district chairmen in his zone. The greater percentage of the district chairmen participated in their district training conference to present our program. It is clear in many cases that district chairmen are not aware of the extent of their duties.

All committee members relied on individual letters and monthly newsletters to promote our committee's agenda. I am convinced that a dedicated District President can make a tremendous impact on the effectiveness of the program. As far as I know there has been no promotion from the two board members.

UTILIZATION

HAVE IT RESOLVED, by the delegates of Kiwanis International at our Golden Anniversary Convention in New York City, that encouragement and assistance be given and programs of action developed to utilize the talents available in the various groups of people with disabilities; that specialized vocational training and programs be developed at local and national levels, and that additional foundations and grants be encouraged for this purpose.

In an ever-changing world, humanity of all free nations realizes more than ever before that the most important asset of any people is in the minds and persons of our youth. Kiwanians have long been engaged in developing and promoting various youth programs, and continuing and strengthening partnerships with Key Club International and Circle K International, as well as cooperation with other worthy youth organizations. Kivanians are concerned with the dropout problem, meaningful career guidance programs, and developing a desire for school improvement in our youth.

Actively participate with major clubs and District K clubs in a joint eHort to effectively activate the objectives of these organizations. To strengthen programs for providing vocational guidance to young people, to work actively to eliminate the problem of dropping out of school among our young students, and to continue to encourage young people to strive for school improvement.

During the International Council meeting on October 22, 1964, Article 11, Sections 3 and 4 and Article XII, Section 3 of the Bylaws were amended. In accordance with Article XVI, Section 1 of the International Constitution, we transmit the amendments adopted by the Council. A senior member will pay annual membership fees and is entitled to all privileges of the club.

Nothing contained in this section shall be construed as limiting the right to make further nominations from the floor of the convention. It is recommended that the Council Committee on Leadership and Council adapt the format for the next International Council to give greater emphasis to the training of the district officers in their administrative duties. Due to the large number of clubs with membership of less than 25 members, the Committees will share the outline with the Board Committee on Member Development.

The Committees received a request from the Kiwanis Club of Santa Fe, New Mexico that a resolution be brought to the floor of the Convention regarding proposed Congressional legislation and opposing it to authorize the construction of Bridge Canyon and Marble Canyon in the Southwest. The committees recommend that the resolution in support of the metric system be received with thanks from the Kiwanis Club of La Canada, California, but that no action be taken at this convention in the matter of presenting a resolution to the delegates present. On page 2 of the comparative balance sheet, total current liabilities increased by $2,000 over the past year, as did deferred revenue. As is the case in the general area, magazine subscriptions are in the budget for the first five months of the year, and advertising was $57,000 against the annual budget of $100,000. Therefore, we believe that we need to have a significant box office registration to make the convention self-sustaining this year."

The Finance Committee is of the opinion, however, that the fund should no longer be established without any specific purpose in mind. Reviewed the work of the Board's Committee on Presidential Travel and offered any assistance to the committee that International Past Presidents could think of. Requested continued information on the work of the Committee on Special Club Services with special emphasis on how the District Committees function.

It is hoped that the Board can arrange to hear the report of the International Past Presidents Committee before it adjourns. In the program were also Mr. Johnston, a past president of the United States Chamber of Commerce and several research specialists from the National Association of Manufacturers and other organizations who are extremely sensitive to the problem under discussion. He gave us a lot of insight into the views of investors and major stockbrokers regarding the sustainability of the US dollar.

A meeting of the International Board of Trustees was held at the R,CoA. Swain, immediate past president; Mel. It has been voted that the President-designate, the Treasurer-designate and the Secretary will be elected trustees of the Pension Trust Plan. The Finance Committee and Program Development Committee were scheduled to meet on the 28th, as well as other committees of the council. on the 29th and the morning of the 30th the Council will meet again at 11 a.m.

The prevailing fact of our time is that the poor people of the world are on the march.
