MINUTES OF THE JOINT MEETING OF THE NATIONAL F.F.A. ADVISOR'{ COUNCIL AND THE BOAID OF TRUSTEES

Kansas City, Nissouri October 6, 1944

The detailed program for the convention was presented and dis-

cussed. ·

Dr. Spanton presented information concerning the organization of the Future Ianners of A.Deri~a for Mr. Beatty's information.·

He then requested that boys in Indian schools be permitted to organize chapters ~d affiliate with the Fut"ilre Farmers of iAmerica. He suggested that the F .F .A. constitution be changed to enable boys enrolled in s~hools · supported by Federal .funis to become mambers instead of limiting F .F .A •.

Johnson presented difficulties encountered in adminis- tering the program in. Indian schools in Montana. ·

Mr • Sasman of Wisconsin explained that there had been no dis- . crimiliation against Indian boys in his State. He said most of them did

not come ~P to the standards· of white boys.

It was agreed by Mr. Beatty that a memo of understanding might be prepared between State Boards of Education and the Indian Service, arx1 they would agree to meet standards for looal chapters - or not . object i f dlapters were discontinued if standards were not met. Mr.

Beatty agreed to prepare a statement clarifying this problem.·

·It was the sense of the group that .the .proper proc~dure would be

for a State association iriterested in the problem to submit a proposed amendment to the national consti tutiE>n.

Mr. Beatty presented the· problem of Japanese Relocation Centers concerning the request for F .F .A. chapters in these centers.

It VIas moved by Mr. A. W. Tenney to refer the problem of Indian Scllools and F.F.A. to a committee of three and that the camnittee pre- ·

tara

a resolution and submit it at the meeting the next morning, . and :that· ·not more than thirty minutes be used· for discussion, and that the
