The responsibilities of the Boards were discussed by Mr. Hunsicker.
Following this were remarks by the National President, Howard Williams.
President of NVATA, Jim Durkee, indicated that he was pleased to attend the meeting and he reassured the Boards that the interest of the local teachers and FFA chapters were ably looked after.
APPROVAL OF PREVIOUS MINUTES -- William Kelly moved the approval of the minutes of the last meeting. : It was seconded by Larry Craig and passed.
Dr. Gaar moved, seconded by Mr. Edwards, that the action of the Board of Student Officers be sustained. Motion carried.
APPROVAL OF MINUTES OF GOVERNING COMMITTEE MEETINGS -- Mr. Gray read the minutes of the Governing Committee of January 24 and July 7. It was moved by Norman Gay, seconded by James Stitzlein, that these be accepted. Motion passed.
It was moved by Mr. Taft, seconded by Mr. Faulkner and carried that the action of the Board of Student Officers be sustained. (See Appendix 2.)
APPROVAL OF NATIONAL OFFICERS' REPORT -- Joe Detrixhe read the National Officers' report on State Conventions. He moved the acceptance of the report and requested that it be inserted in the Minutes as an Appendix. This motion was seconded by Larry Craig, and carried. It was moved by Mr. Edwards,
seconded by Mr. Aebischer, that the action of the Board of Student Officers be sustained. Motion carried. (See Appendix 3.)
Chairman Hunsicker complimented the National Officers on the work tbat they had done at State Conventions, as well as their presentations at the FFA picnic the preceding evening, and for the fine work they did at the Donors Recognition Meeting that day.
REPORT ON EXECUTIVE SECRETARY WORKSHOP ... Mr. Hunsicker and Mr. Gray reported on the State Executive Secretaries Workshop tentatively planned for 1967. It was explained that preliminary work was underway with the University of Kentucky Teacher Training Staff in developing a training proposal for use of Office of Education 4(c)research funds for this purpose. It was suggested that this be enlarged to include not only Executive Secretaries but selected State Supervisors and Head Teacher Trainers, and that the workshop last for at least 5 days. It was the opinion of the group that the last of April would be the best time for this to be held. It was moved by James Stitzlein,
seconded by William Kelly and carried that the National Officers and the
Board of Directors endorse this National Workshop for National FFA Leadership.
It was moved by Dr. Gaar, seconded by Mr. Wayman and carried to sustain the action of the Board of Student Officers •

3BEQUEATHS TO FFA -- Mr. Campbell reported on the investigation that he had been requested to make at the last Board meeting on 1'Row to Handle
Bequeaths to the FFAa. He indicated that he had conferred with several Banks and Trust Companies regarding the handling of trust funds and found that this would be quite a complicated procedure but not impossible if anticipated
bequeaths were large enough to justify it. He discussed the difference
between an endowment and a trust fund, the possible fees that might be charged and strongly recommended that the entire arrangement be handled by a Bank or Trust Company competent in such matters. It was moved by James Stitzlein, seconded by Norman Gay and carried that the report be accepted and that it be referred to a committee composed of Messrs. Campbell, Aebiscber, and Taft for further stud~ and report later at a meeting of the Board this week.

ADMINISTRATIVE CHART -- Mr. Hunsicker distributed the tentative FFA administrative chart and asked that the members be prepared to make recom- mendations at a later meeting of the Board. (See page 17 •. )

The meeting was reconvened at 9:00 a.m., in Room 5636 of the GSA Building, 7th and D Streets,

W., with all members of the Boards present.Mr. Hunsicker stated that there would be an Executive Sassion meeting at 4:00 p.m. to continue the discussion of the previous night's meeting.
It was stressed that copies of the approved minutes of all meetings of the Governing Committee be inserted in the Minutes of the Board of Directors in compliance with prior board action.
REPORT OF THE NATIONAL TREASURER -- A copy of the Statement of Revenue and Expenditures of the Future Farmers of America for the year July 1, 1965,
through June 30, 1966, was distributed and explained by Mr. Campbell, National FFA Treasurer. This statement was explained in detail.
APPROVAL OF TREASURER'S REPORT -- It was moved by James Stitzlein,
seconded by Larry Craig and carried that the report of the national treasurer be approved. It was moved by Mr. Faulkner, seconded by Mr. Kirk and carried that the action of the Board of Student Officers be sustained.
Mr. Hunsicker thanked the Treasurer for the fine report and for the accurate manner in which the records are kept.
REPORT ON FFA-PEACE CORPS PROJECT -- Mr. Hunsicker then introduced A. W.
Tenney, former National FFA Advisor, and Lloyd Wiggins, of Oklahoma, to the group. Mr. Wiggins had just returned from a two-years' tour of duty as the Contractor's Overseas Representative (COR) for the FFA-Peace Corps Project
in West Pakistan. He discussed the strengths and weaknesses of such a project and suggested that if the FFA enter into any such future contracts, that we
should be sure that the country is a stable one.

The Chairman complimented Mr. Wiggins on the fine job that he had done on behalf of the FFA in West Pakistan> and expressed the appreciation of the group for the fine leadership he had provided in this project.
Dr. Tenney stated that a written report would be made to the Boards concerning the FFA-Peace Corps Project in West Pakistan and that the organi- zation would soon be reimbursed by the Peace Corps for all funds expended in the project.
REVIEW OF AMERICAN FARMER APPLICATIONS -- Applications for the American Farmer Degree were reviewed and discussed.
NORTH ATLANTIC REGION -- It was moved by William Kelly, seconded by James Stitzlein and carried that all 41 applicants from the North Atlantic Region be recommended to the delegates in the 1966 national convention to receive the American Farmer degree.
CENTRAL REGION -- It was moved by James Stitzlein, seconded by Norman Gay and carried that all 144 applicants from the Central Region be recommended
to the delegates in the national convention to receive the American Farmer degree.
PACIFIC REGION -- It was moved by Larry Craig> seconded by James Stitzlein and carried that all 52 applicants from the Pacific Region be
recommended to the delegates in the national convention to receive the American Farmer degree.
SOUTHERN REGION -- Seven applications were discussed but were not recom- mended to receive the American Farmer degree. tt was moved by Norman Gay, seconded by Joseph Detrixhe and carried that 221 applicants from the Southern Region be recommended to the delegates in the national convention to receive
the American Farmer degree.
AMERICAN FARMER APPLICATIONS APPROVED It was moved by Mr. Kirk, seconded by Mr. Faulkner and carried that the action of the Board of Student Officers on all applications be sustained.
COMMITTEE APPOINTED TO REVIEW REJECTED AMERICAN FARMER CANDIDATES
It was moved by Larry Craig, seconded by Norman Gay and carried that the seven American Farmer applications in question be further reviewed by a committee appointed by the Chairman. It was moved by Mr. Wayman, seconded by Dr.
Bailey and carried that the action of the Board of Student Officers be sustained •

Dr. Norris stated that the NFA accounts had been audited by qualified accountants and then proceeded to read two requests which Mr. W. T. Johnson,
former National NFA Treasurer, has made in regards to the final transfer of funds from the New Farmers of America to the Treasury of the Future Farmers of America. A portion of his letter to Mr. Campbell follows:
"It is hoped that since the money is not needed immediately it should remain in these three institutions. The NFA was a chartered member of the American Savings and Loan Association. We certainly would be glad for the FFA Funds to remain in these institutions until actually needed.
"If the Board agrees with this we will submit a certified check for the checking account and the certificates for the other savings. These certificates will have to be made over to the FFA. We will wait for the reaction of the Boa~d. it
Dr. Norris then read a request made by the advisors from the various
States at their final New Farmers of America Convention held in Atlanta, Georgia which follows:
"TO: The National Board of Directors of Future Farmers of America
11At the final New Farmers of America Convention in Atlanta, the advisors from the va~icusstates requested and appointed the national officers to serve as a committee to work on any problem
(that might arise) which would affect the leadership training that had been provided through the New Farmers of America. During the year, some effort has been made', but it appears that we need two or three years which would give us time to follow through on some of our efforts such as:
"Maintaining contact and rapport with former New Farmers of America personnel, during the orientation and adjustment period; to pay for clerical services, supplies and travel;
incident to completion of liaison activit~es in the merger of New Farmers of America and Future Far.mers of America, with special emphasis on stimulating morale within the ranks of former New Farmers of America members and encouraging their active participation in the merged organizations.
" Accordingly, we would respectfully request that $2,000 be retained
in the present treasury or otherwise restricted so that it would be used in the discretion of the former New Farmers of ..America adult officers constituting the special committee.a

Dr. Norris stated that the merger of the NFA into the FFA was more than a merger of financial assets, and that it should be a merger not from the vocal chords but from the heart.
Mr. Campbell stated that this transfer of funds had not yet been made, consequently this amount did not appear in his financial report.
Dr. Gaar urged that this appeal of $2,000 be met.
Mr. Gray said that he sympathized with this request and commended the adult officers on the way they have handled this merger and stated that money
is made available in the FFA budget for matters that have the best interest of the members.
Dr. Norris reported to the Boards that several former adult officers of the NFA had met with the Commissioner of Education and that he had said it was not enough that you merge the two organizations physically, but you must make it work, and that it would probably take several years to dissolve all the problems, which might mean some involvement of former NFA adult officers
Mr. Edwards agreed that we should just transfer the title on these invest- ments and leave them where they are presently. Mr. Wayman concurred wtth this and suggested that $2,000 be placed in our budget to meet this request,
TRANSFER OF NFA FUNDS TO FFA TREASURY It was moved by Joseph Detrixhe, seconded by Larry Craig and carried to accept the Audit and funds of the NFA, and to authorize the Chairman of the Board to handle the transfer of the NFA
funds to the FFA funds. It was moved by Mr. Faulkner, seconded by Mr. Wayman and carried to sustain the action of the Board of Student Officers.
Dr. Bailey stated that he hoped the investments would remain in the institutions in which they are now invested.
Mr. Hunsicker stated that the NFA had been a great organization which had rendered distinguished service to its members and to vocational education in agriculture. He praised the work that Dr. Norris, W. T. Johnson and the other adult officers of the NFA had done in completing the mergerof the two organizations. He stated that he would do his utmost to see that all members of the FFA are always represented fairly and equally.
Wm. E. Johnson, State Director of Vocational Education, in Louisiana was introduced to the group and made a few brief remarks concerning the successful merging of the two groups in his home State.

COMMITTEE ON FFA TRUST OR ENO&MEN't FUND -- J. M. Campbell gave the .ollowing report of the Committee on FFA Trust or Endowment Fund:
The Committee recommends that:
1. The National Advisor or his representative check with the Auditors on the relationship of a trust ·or endow- ment fund to the other funds in the FFA (Magazine, Supply Service, FFA, and FFA Foundation)~
2. If no complications are found as a result of the above that appropriate steps be taken to set up a framework for a simplified general FFA trust or endowment fund to receive bequests.

REPORT OF THE NATIONAL FUTURE FARMER MAGAZINE AND OFFICIAL CALENDAR Wilson Carnes, Editor of The National FUTURE FARMER Magazine, gave a report
on the sta.tus of both the Magazine and Official Calendar. Copies of the

COMPLIMENTARY SUBSCRIPTIONS FOR TEACHERS -- Mr. Carnes indicated he had received the suggestion from a number of people that complimentary sub-
scriptions to the Magazine should be given to every vocational agriculture iepartment. After some discussion, nQ.. action was taken.
BETWEEN ISSUES -- A suggestion was also made that in the Magazine's monthly newsletter :iBetween Issues" that a page or additional space be allowed to deal with news notes on agricultural education and the FFA on the national level •

PAYMENT OF MAGAZINE LOAN -- Mr. Carnes presented Howard Williams with a check in the amount of $44,500, made payable to the National FFA Organization, as the final payment for the financing of the Magazine. He indicated that this was not a part of last year's profit but funds that had been accumulated over a period of time. The Boards commended Mr. Carnes and his staff for their outstanding work.
PUERTO RICO -- Norman Gay reported that during a visit in Puerto Rico he learned that the increase in dues to include the magazine was somewhat of a financial hardship for a number of the members and felt that some arrange- ment should be made for that association because of the financial situation of these young men. They do not speak English, and, therefore, do not subscribe to the Magazine. After some discussion, it was moved by James Stitzlein, seconded by William Kelly and carried that this be referred to a study committee composed of M. C. Gaar (Chairman), T. L. Faulkner, and Norman Gay. It was moved by Mr. Wayman, seconded by Dr. Bailey and carried that the action of the Board of Student Officers be sustained.
REPORT OF FUrURE FARMERS SUPPLY SERVICE -- Copies of the Auditor's Report of the Future Farmers Supply Service for the year ended June 30, 1966, and the proposed budget for the period ending June 30, 1967, were distributed and reviewed by E. J. Hawkins, Manager. It was moved by Joe Detrixhe, seconded by Norman Gay and carried that the report of the Supply Service be accepted and that ~ir~ Hawkins be commended for giving such a complete and detailed report. ·It was moved by Mr. Kirk, seconded by Mr. Faulkner and carried that the action of the Board of Student Officers be sustained. It was moved by Larry Craig, seconded by James Stitzlein and carried to accept the Supply Service budget for the year ending June 30, 1967. It was moved by Mr. Taft, seconded by Mr. Wayman and carried that the action of the Board of Student Officers be sustained.
HONORARY CHAPTER FARMER PIN -- Mr. Hawkins displayed artwork on a new design for the Honorary Chapter Farmer Degree Pin because many chapter members
felt the present pin was too large. The new design could be used on a tie bar, tie tac or as a pin. It was moved by James Stitzlein, seconded by Norman Gay and carried that Mr. Hawkins be authorized to go ahead with the new design
for the Honorary Chapter Farmer Degree Pin. It was moved by Mr. Faulkner, seconded by Dr. Bailey and carried that the action of the Board of Student Officers be sustained.
LOCAL ADVISOR'S SERVICE PIN -- Artwork for a local advisor's service pin was then shown. This pin would give recognition for the number of years an advisor had served. It was moved by Larry Craig, seconded by William Kelly and carried that Mr. Hawkins be authorized to go ahead with the new design
for the local advisor's service pin. It was moved by Mr. Aebischer, seconded by Mr. Taft and carried that the action of the Board of Student Officers be sustained •
STATE BOARD OF DIRECTOltS PIN -· Mr. Hawkins then showed a design for a State Board of Directors pin, which had been requested by a State Association.
No action was taken on this.

AD HOC STUDY COMMITTEE -- E. J. Johnson reported that the minutes of the
·Ad Hoc FFA Organization Study Committee had been duplicated and sent to all members of the Committee requesting that they return to the National Office any further comments or suggestions they might have. After these were received they were duplicated and sent to the Boards for further review.
He requested the Board members again to review these comments so that complete discussion could be held at the meeting the following day.
PUBLIC RELATIONS -- Mr. Farrar presented a report on how he believed FFA public relations should be handled and requested this be considered during the Executive Session.
(At this point, members of the two Boards went into Executive Session for the remainder of the afternoon.)

The meeting was reconvened at 9:00 a.m. with all members of the Boards present •
The Chairman asked Mr. Kirk to present the report on the FFA Ad Hoc Study Committee. Mr. Kirk requested Howard Williams to present the report on the Constitution and Bylaws.
Mimeographed copies of the National FFA Constitution and Bylaws with the proposed changes by the Committee had previously been distributed to the Boards. Much discussion took place on some of the proposed changes.
REVISED CONSTITt.rrION AND BYLAWS ACCEPTED AS AMENDED -· It was moved by James Stitzlein, seconded by Norman Gay, that the Constitution and Bylaws proposed by the Ad Hoc Committee be accepted as amended. Motion carried.
It was moved by Mr. Faulkner, seconded by Mr. Kirk and carried that the action of the Board of Student Officers be sustained. (See Appendix 1.)
RITUALS, DEGREES AND RECOGNITION OF ADULTS -·Mr. Edwards gave the report of the Committee on Rituals, Degrees and Recognition of Adults. A recom-
mendation was made that a Certificate of Appreciation be given the wives of National Officers, in addition to the recognition of their Mothers as provided in the report.
It was moved by Norman Gay, seconded by William Kelly and carried, that the report, as amended, be accepted and that after a review by the
Manual Committee, at the 1966 National Convention, that these policies replace all prior policies of the Board of Directors in this regard. It was moved by Mr. Taft, seconded by Mr. Aebischer and carried, to sustain the action taken by the Board of Student Officers. (See Appendix 6.)

POST HIGH SCHOOL AND ADMINISTRATIVE PROCEDURE COMMITTEE -- James Durkee gave a report on the Post High School and Administrative Procedure Committee.
It was moved by Joseph Detrixhe, seconded by Larry Craig and carried that this report be referred to the Agricultural Education Staff for study and that recommendations be made to the January meeting of the Boards of Directors and Student Officers. It was moved by Mr. Kirk, seconded by Dr. Bailey and carried that the action of the Board of Student Officers be sustained.
AD HOC CuMMITTEE COMMENDED -- It was moved by James Stitzlein, seconded by Norman Gay and carried that the members of the Ad Hoc Committee on the FFA be commended for their work. It was moved by Mr. Wayman, seconded by Mr. Taft and carried that the action of the Board of Student Officers be sustained.
HONORARY AMERICAN FARMERS -- It was moved by Larry Craig, seconded by Norman. Gay and carried that the following men be recommended to receive the Honorary American Farmer Degree:

HONORARY AMERICAN FARMER DEGREE - FATHERS OF NATIONAL OFFICERS -- It was moved by Joseph Detrixhe, seconded by Larry Craig and carried that the fathers of the National FFA Officers be recommended to receive the Honorary American Farmer Degree. It was moved by Mr. Wayman, seconded by Mr. Kirk and carried that the action of the Board of Student Officers be sustained.
HONORARY AMERICAN FARMER DEGREE - TEACHERS OF VO-AG -- It was moved by Norman Gay, seconded by Larry Craig and carried that the 25 teachers of vo- cational agriculture who were selected on the basis of scores of their achieve- ments be recommended to receive the Honorary American Farmer Degree. It was moved by Dr. Gaar, seconded by Mr. Aebischer and carried that the action of the Board of Student Officers be sustained.

TRAVEL FUNDS FOR TALENT PARTICIPANTS REINSTATED -- It was moved by James Stitzlein, seconded by William Kelly and carried to reconsider the action
taken at a previous meeting to discontinue travel funds for talent participants at the national convention. It was then moved by William Kelly, seconded by Larry Craig and carried that $1,000 be budgeted for the travel of talent participants to the national convention. It was moved by Mr. Aebischer, seconded by Dr. Gaar and carried that the action of the Board of Student Officers be sustained.
NATIONAL FFA CENTER -- Mr. Wayman gave a report on the Special Committee appointed to study the possibility of a National FFA Center. (See Appendix 4.)
It was moved by William Kelly, seconded by Larry Craig and carried that the report of the National FFA Center Committee be approved. It was moved by Dr. Bailey, seconded by Mr. Aebischer, and carried that the action of the Board of Student Officers be sustained.
After some discussion, it was moved by Joseph Detrixhe, seconded by Larry Craig and carried that the Governing Committee be authorized to proceed with plans for a National Center and that preliminary estimates be presented
to the Boards at the October meeting. It was moved by James Stitzlein, seconded by Norman Gay and carried to amend the above motion, by adding that
$15,000 be budgeted for survey and architectural work deemed necessary, and that the policy now be established that when the Center is completed it be used only by groups offering leadership training or other educational purposes.

FFA BUILDING AND GROUNDS -- Mr. Hawkins gave a brief report on the FFA Building and Grounds.
TRUSTEE MEMBERS TO ATTEND CONVENTION -- It was moved by Norman Gay, seconded by Joseph Detrixhe and carriedthat members of the Foundation Board of Trustees be asked to attend and assist with national convention activities.
It was moved by Dr. Gaar, seconded by Mr. Faulkner and carried that the action of the Board of Student Officers be sustained.
INSURANCE -- Mr. Gray gave a report on all FFA insurance. It was moved by Joseph Detrixhe, seconded by Larry Craig and carried that the report on insurance be approved, but that further study be made that might include other FFA persons, and that a report be given at the October Board meetings. It was moved by Dr. Bailey, seconded by Mr. Wayman and carried that the action of the Board of Student Officers be sustained.
SPONSOR FOR TALEJ'IT. PARTICIPANTS' TRAVEL -- Mr. Gray reported that a donor to the FFA Foundation indicated he would like to sponsor a portion of the travel expenses for talent participants to the national convention. After some discussion, it was moved by Norman Gay, seconded by James Stitzlein and carried that since the Boards had already budgeted money for this group, and did not want to identify any one FFA activity with a particular dono~ that this contribution not be accepted. It was moved by Mr. Edwards, seconded by Mr. Aebischer and carried that the action of the Board of Student Officers be sustained.
FFA BUDGET -- Mr. Gray reviewed the proposed FFA budget for the year July 1, 1966 to June 30, 1967. It was moved by Norman Gay, seconded by William Kelly and carried that the budget be approved. It was moved by Mr.
Wayman, seconded by Mr. Faulkner and carried that the action of the Board of Student Officers be sustained. (See Appendix 5.)

WORK OF E. J. JOHNSON -- The work of E. J. Johnson was discussed in relation to immediate needs, as well as to what he has done since his retire- ment. It was moved by Norman Gay, seconded by Larry Craig, that the ceiling on Mr. Johnson's salary be raised an additional $1,000 and paid on the basis of time worked for the FFA. Motion passed. AWARDS COMMITTEE REPORT -- T. L. Faulkner presented his committee's report on awards, and contest travel. The committee recommended the following:
1. One system be set up for all travel to Waterloo and Kansas City.
2. There be 1-7 zones, same as zone system set up by the Post Office Department.
3. Travel be uniform within zones.

NATIONAL CONVENTION -- The National Convention was discussed. Without voting, the following, where possible, were generally agreed upon:
1. Allow ample time in program planning for FFA business to be transacted. The format be arranged to have Organization amend- ments begin Thursday morning, with committee reports on Thursday afternoon and continuing Friday morning, if necessary.
2. Ample time be given for delegate orientation on Tuesday.
3. The States be informed as to the importance of all FFA members being present when Organization amendments will be acted upon.
4. Limit the number of guest speakers to three - and that they be inspirational speakers.
S. That invitations to speak be extended to President Johnson,
Walter Harrison of Georgia, and Secretary of Agriculture Freeman.
6. Where any of the above could not speak, the National Office select alternates that will be fitting to the occasion.
7. New decorations be used.
8. The National Office select the Judges and Timekeepers for the Public Speaking Contest; pref~rence be given to having business and industry, school administrators and agriculture represented.
9. The Courtesy Corps be limited to responsibility inside the
Auditorium and that Mr. Byron Rawls work closely with I<ansas City police officials for proper policing outside the Auditorium.

EXHIBITS -- Mr. Foltz explained the exhibits for this year's National Convention.
NATIONAL OFFICE SPACE -- In light of the exceptionally crowded office conditions under which the National Organization is forced to work, it was moved by Larry Craig, seconded by Joseph Detrixhe and carried that an urgent request be made by the Board of Directors to Dr. Walter Arnold, Assistant Commissioner for Vocational and Technical Education, for more space. It was moved by Mr. Kirk, seconded by Mr. Faulkner and carried that the National FFA Board of Directors sustain the action taken by the Board of Student Officers.
DISCUSSION ON ADMINISTRATIVE ORGANIZATION CHART -- The Administrative Organization Chart was discussed and it was suggested that the position of Public Relations Director be changed to Director of Information and that the FFA administrative staff be reorganized to insure a more effective operation.
It was moved by Larry Craig, seconded by William Kelly and carried that the National Advisor and Executive Secretary present an administrative chart to the Boards in October that shows the various FFA positions in keeping with the discussion of this session. It was moved by Dr. Gaar, seconded by Mr.
Faulkner and carried that the action of the Board of Student Officers be sustained •
DISCUSSION ON INCREASED SALARIES -- Increased salaries for certain FFA employees were discussed. It was moved by Norman Gay, seconded by Larry Craig and carried that salary increases not be granted at this time and that the Governing Committee study the situation and report to the Boards in October.
It was moved by Dr. Bailey, seconded by Mr. Taft and carried that the action of the Board of Student Officers be sustained.
BOARDS COMMENDED -- Mr. Hunsicker commended both Boards for their work during the past week.
