The construction of drinking water facilities and infrastructure is one of the efforts to improve the degree of public health and well-being. Therefore, the top priority of clean water development is targeting areas that are vulnerable to clean water, prone to disease, or underdeveloped villages. In addition, it does not rule out the possibility that areas that have certain potentials, for example, tourism development or small industries are also earmarked for development to support the development of the area. In essence, the development of clean water infrastructure and facilities aims to meet the clean water needs for the community in an adequate and sustainable manner, both in terms of quantity, quality and continuity to improve the health and quality of life of the community. Clean water is one of the basic needs and is a material classified as goods of merit where its existence is a basic need both in the dry season and in the rainy season, in some places in urban and rural areas the fulfillment of clean water needs is a problem that is not easy to solve, This is related to the availability of very limited water sources, cost needs and treatment technology before being used by various societies for their various purposes. The current problem in urban and rural areas of East Java province, about 60 per cent of the population is still in very difficult conditions to obtain drinking water. Based on observations of soil texture and lithology types in the East Java region, the tendency todescribe the existence of groundwater potential and groundwater potential and surface water potential as raw water is very minimal and not evenly distributed, so that this makes many urban and rural
areas become vulnerable.
