As such, within this component, an analysis of current national and sub-national policy frameworks will be undertaken to ensure effective project implementation and overall program design. As agricultural expansion is one of the key drivers of forest degradation and deforestation, this sub-component aims to facilitate private sector participation to deliver ER benefits. Monitoring of project interventions and reporting would also be carried out within this sub-component.

During the preparation of the Project and Program, key activities and studies were defined. The Project Preparation Team (PPT), responsible for overseeing program design and detailed implementation issues, includes representatives from related government ministries. To support the GOI in the preparation of the project and program in Jamba, the Ministry of Environment and Forestry (MOEF) is looking for experienced individual consultants (see attachments for special consultants) to assist the government in accordance with the PDO and the agreed timeline for the development of the Project Implementation Manual (PIM) ) for the initial investment project and Emission Reduction Program Document (ER-PD) for payment based on the results of the Emission Reduction Program (ER) through: (i) conducting technical analysis while strengthening GOI capacity; (ii) development of an investment plan in collaboration with national and provincial relevant stakeholders, including government, private sector, communities and non-governmental organizations; (iii) conducting consultations with all relevant stakeholders, including national and sub-national government officials, NGOs, communities and the private sector/small businesses, to ensure broad support/acceptance of the PIM and ER-PD design; and (iv) analyzing potential risks in project/program planning and implementation and proposing mitigation measures.

Development of an emissions baseline: Update existing estimates of historical emissions using methods that are consistent with the requirements of the ISFL Methodological Approach. Institutional and stakeholder assessment (national/provincial): Conduct a stakeholder analysis of the program and develop institutional agreements that reflect the program's purpose and ambition. A draft PIM should be presented to stakeholders during the Project evaluation (date to be confirmed during further project preparation); and 2.

Prepare the Emission Reduction Program Document (ERPD) for the ER program (up to USD 80 million).

Emission Reduction Program Document (ER-PD) consisting of (i) Reference Emission Level (REL), (ii) Programs' Environmental and Social Management Framework (ESMF), (iii) Sub-National MRV System Design, (iv) Benefit Sharing Mechanism for Jambi, (v) Operational and financial plan for mitigation activities, (vi) Emission reduction register system, (v) Emission leakage (reversal and displacement), (vi) Uncertainty assessment, and (v) Title to Emission reduction. Bachelor's degree with a minimum of 8 years, or Master's degree with a minimum of 5 years of relevant work experience in international project management;. The contracted deputy coordinator will report directly to the project coordinator, who will oversee the day-to-day implementation of the project.

The Deputy Coordinator will be based in Jambi and have regular coordination with DG-CC and Coordinator based in Jakarta. The individual consultant will work FULL TIME in Jambi and will be paid on a time based arrangement. Detailed work plan/inception report of activities 15 Calendar days from the date of signing the contract.

Protocol of implementation and integration of sub-national data management and registration system with national registration system. Map output in shape file format and output in excel sheet format with a detailed data inventory/data explorer file with details of uploaded datasets/variables clearly labeled with each of the above. Experienced in remote sensing tools and GIS related tasks with a minimum of 10 years for a bachelor's degree and 7 years for a master's degree.

DG CC will provide day-to-day supervision of the consultancy, and DG CC will provide technical input as needed throughout the advisory process. Working closely with DG CC, the Coordinator/Assistant Coordinator and the BioCF ISFL Task Force, the Specialist must discuss and submit directly before work, commencement, interim (work progress) and final report in report form and presentation form to the Coordinator/Assistant coordinator . The final report must be submitted two weeks before he/she terminates her/his employment.

The duration of the advice will be 6 (six) months from the date of signature of the contract. The contract will be awarded on an output based system for which the consultant may work intermittently as agreed by DGCC and the Coordinator/Deputy Coordinator.

A master's degree or a bachelor's degree in the field of sociology, anthropology and other relevant social sciences. At least 5 years of relevant professional experience in the fields of social risk management, forest-based livelihood development, Indigenous Peoples, forestry and climate change for a master's degree holder, or 7 years for a bachelor's degree.;. Solid experience in social impact assessments and development of both qualitative and quantitative research instruments;.

Field experience and good knowledge of World Bank safeguards, including the FPIC process, is preferred;. The selected consultant will be based in Jambi with travel to Jakarta based on need.

Communication and Outreach Specialist

The duration of the advice will be 7 (seven) months from the date of signature of the contract.

Benefit Sharing Mechanism Specialist

The carbon emission reduction benefit sharing mechanism is particularly important and necessary to enhance the active participation of stakeholders, to manage the emission reduction on land according to their role and responsibility using the principles of effectiveness, efficiency and fairness. A clear benefit-sharing mechanism will drive successful implementation of carbon emissions from deforestation and forest degradation activities, in particular with regard to leakage and non-permanent issues in Jambi province under the BioCF ISFL- program. Therefore, a study should be conducted to identify mechanisms for sharing benefits of emission reduction from deforestation and forest degradation in Jambi province.

Contribute to the design of a benefit-sharing mechanism, identifying ways in which future results payments will be used to drive low-carbon agriculture and agroforestry in Jambi. Support the design of a benefit-sharing plan that is consistent with the objectives of the Jambi program and with the national/Jambi benefit-sharing mechanism. Lead capacity building on the benefit-sharing plan at national and sub-national levels, considering the participation of all relevant stakeholders in a transparent process, and all consultations should be well documented.

To have agreed the benefit sharing mechanism at sub-national and local level, based on appropriate analysis, field study and study including identification of potential beneficiaries, benefit allocation exercise and mechanism as well as piloting for non-carbon benefits. The benefit sharing mechanism should also take into account and describe the flow of funds mechanism from the World Bank to the ISH at the national level at the local level including the beneficiaries. Guidelines for the benefit-sharing mechanism of the Jambi emission reduction program, which has been formulated through a participatory stakeholder process, enforceable and consistent with related national and sub-national policies.

The guideline should cover the process of distribution of carbon and non-carbon benefits, including list of potential beneficiaries on ER program in Jambi. Agreed Jambi benefit sharing mechanism representing three main designs as mentioned in the above task 3. Benefit sharing plan document and mapping of stakeholders and the index of the allocation to the site plan.

Good understanding of benefit sharing mechanism with minimum 5 years of relevant professional experience for master's degree or 7 years for bachelor's degree;. Natural Resources/Agriculture Economist

Based on the above, identify and prioritize key areas for support that have the potential to have a transformative and scalable positive impact on Jambi land emissions and propose specific activities in the form of technical assistance and investment. Monitor and report emissions intensity (M tons CO2/GDRP), which is the emission per unit of gross regional domestic product in accordance with the regional low-carbon agenda. Policy Paper on Strategic Entry Points to Improve Productivity, Promote Crop and Livelihood Diversification and Promote Sustainable Low Carbon Agriculture and Agroforestry Practices;

Technical assessment report (including reporting on emission intensity indicators), describing the commodity, farming system, site-specific recommendations and business plans; Analysis of existing funding flows and pipelines related to emission reduction programs over the past ten years and forecast for the next ten years in three areas (West, Central and East) of Jambi province. Technical assistance and investment plan, including identification of costs, implementation modalities and a results chain that considers the potential for replication and scaling;.

At least 5 years of relevant experience in fiscal and economic analysis in agriculture and forestry in Indonesia. A draft policy document on strategic entry points for improving sustainable low-carbon agriculture and agroforestry practices.
