DAMPAK DOMESTIK DARI KESEPAKATAN BILATERAL INDONESIA-AUSTRALIA TENTANG PENANGANAN PENGUNGSI
DALAM PERSPEKTIF KEAMANAN NON-TRADISIONAL DI KEPULAUAN RIAU

Abstrak
Penelitian ini bertujuan untuk mengetahui bagaimana kerjasama Indonesia Australia dalam menangani pengungsi dan juga bagaimana dampak domestik yang terjadi akibat adanya pengungsi di Kepulauan Riau. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan informasi sebanyak 2 orang serta menggunakan teknik dan alat pengumpulan data berupa wawancara yang didukung dengan studi literatur. Dari hasil penelitian didapatkan bahwa Indonesia dan Australia melakukan kerjasama karena memiliki interest satu sama lain di mana membuat Bali process sebagai solusinya dan juga akibat dari Bali Process itu sendiri, pengungsi datang ke Indonesia dan menetap di Indonesia Permasalahan domestik sering terjadi akibat adanya pengungsi tersebut seperti mengendarai sepeda motor, melakukan unjuk rasa, sampai membuat tindakan asusila di masyarakat sekitar. Sehingga dampak yang dihberupa keresahan masyarakat, mengganggu ketertiban lalu-lintas, sampai menggagu keamanan manusia khususnya di sekitar Camp penampungan pengungsi di Kepulauan Riau asilkan UNHCR, IOM dan RUDENIM telah bekerjasama untuk menangani permasalahan tersebut dan sudah terlaksana cukup baik.

DOMESTIC IMPACT OF THE INDONESIA-AUSTRALIA BILATERAL AGREEMENT ON HANDLING OF REFUGEES IN A NON-TRADITIONAL
SECURITY PERSPECTIVE IN KEPULAUAN RIAU

Abstract
This research aims to find out how Indonesia and Australia cooperate in dealing with refugees and also how the domestic impact that occurs due to refugees in the Riau Islands. This study uses descriptive qualitative research methods with information as much as 2 people and uses data collection techniques and tools in the form of interviews supported by literature studies. From the results of the study, it was found that Indonesia and Australia cooperated because they had an interest in each other which made the Bali process as a solution and also as a result of the Bali Process itself, refugees came to Indonesia and settled in Indonesia. Domestic problems often occur due to refugees such as driving motorbikes, holding rallies, and committing immoral acts in the surrounding community. So that the impact is in the form of public unrest, disrupting traffic order, and disrupting human security, especially around the refugee camp in the Riau Archipelago as a result that UNHCR, IOM and RUDENIM have collaborated to deal with these problems and have implemented quite well.
