This thesis entitled "DESCRIPTIVE STUDY OF THE UNITED NATIONS DEVELOPMENT PROGRAM (UNDP) COOPERATION PROJECT WITH KOREA ENERGY. I declare that this thesis is entitled "DESCRIPTIVE STUDY OF THE UNITED NATIONS DEVELOPMENT PROGRAM (UNDP) COOPERATION PROJECT WITH KOREA ENERGY. Title: Descriptive Study of the United Nations Development Program (UNDP) Collaboration Project with Korea Energy Management Corporation (KEMCO) on Integrated Biogas Technology in Lumajang, East Java.

This study aims to explain the implementation of the Transition to Biogas project of the United Nations Development Program in cooperation with the Korea Energy Management Corporation. This study is relevant in describing the implementation of the United Nations Development Program biogas transition project in Lumajang, East Java, in cooperation with the Korea Energy Management Corporation. Penulisan ini maimasi untuk eksilamansi implementasi prjek Switch to Biogas milik United Nations Development Program managed by Korea Energy Management Corporation.

Penelitian ini penting dalam menjelaskan implementasi proyek Switch to Biogas United Nations Development Programme yang bekerja sama dengan Korea Energy Management Corporation di Lumajang, Jawa Timur. One of the projects initiated by UNDP to address the challenge of climate change is the Switch to Biogas project. In this Switch to Biogas project, UNDP is collaborating with KEMCO, which acted as a donor to the project. The writer decided to further investigate the Switch to Biogas project under the collaboration of the UNDP and the Korean Energy Management Corporation.

This research is describing how UNDP's Switch to Biogas project with the support of Korea Energy Management Cooperation can be implemented in Lumajang. How is the United Nations Development Program's Switch to Biogas project implemented with the support of Korea Energy Management Corporation in Lumajang?". Based on the above background, the purpose of this thesis is: To describe the implementation of the United Nations Development Program's Switch to Biogas project in Lumajang with the support of KEMCO.

To describe the implementation of the United Nations Development Programme's Switch to Biogas project in Lumajang, East Java in collaboration with the Korea Energy Management Corporation. This thesis will focus on the Switch to Biogas project established by the United Nations Development Program with the support of the Korea Energy Management Cooperation.

The author decided to conduct interviews as a way to further understand the project and to obtain information not available in the project report.

United Nations Development Programme’s Legal Framework in Indonesia

  • United Nations Partnership for Development Framework (UNPDF) 2011-­‐2015

The United Nations Development Program was established on 1 January 1966 as a result of the adoption of Resolution 2029 (XX) by the General Assembly at its 20th session, which was held in 1965. In the resolution, the General Assembly decided to combine the Enlargement Program of Technical Assistance and the United Nations Special Funds to become the United Nations Development Programme19. Hence, the United Nations Development Partnership Framework (UNPDF) and the UNDP Country Program Action Plan. CPAP) were established for every member state of the United Nations, including Indonesia.

The United Nations Partnership for Development Framework (UNDAF) is a framework created as a result of the collaboration between the United Nations and the Government of Indonesia to identify real and strategic ways in which the UN can support national priorities. The author found that the establishment of the Switch to Biogas project was able to meet the two outcomes of the United Nations Partnership for Development Framework 2011-2015 mentioned above. Country Program Action Plan (CPAP) between the Government of Indonesia and the United Nations Development Programme.

The United Nations Development Programme's Country Program Action Plan is a framework created by the UNDP and the Government of Indonesia to support the realization of the national medium term. Development Plan and also the realization of the Millennium Development Goals (MDGs) and the United Nations Conventions and Summits23. Anchored in the national Medium-Term Development Plan Priority #8 on energy and Priority #9 on the environment and disaster management, the program is organized into three groups: a) climate change adaptation and mitigation; b) renewable energy/energy efficiency; and c) sustainable natural resource management24.

Working at both national and local levels, UNDP will seek to strengthen capacities to manage access to and management of existing climate change financing mechanisms including the MLF, GEF, AF and SCCF. In addition, UNDP will support efforts to build strong and innovative partnerships with the private sector in order to access private sector resources as one possible source of domestic funding for climate change initiatives25. Support will target (a) improving the national policy and institutional environment and incentive systems to facilitate and enable wide-scale adoption and investments in renewable energy and energy-efficient technologies across both the public and private sectors; and (b) integrating renewable energy/energy efficiency policies into national and local development plans and climate change strategies.

The writer believes that the outcomes of the Country Program Action Plan are in line with the United Nations Partnership for Development Framework. Based on the above-mentioned outcomes, the implementation of the Switch to Biogas project is in line with what the United Nations and the Indonesian government are trying to achieve in the areas of the environment and energy. The results of the implementation of the Switch to Biogas project were in line with efforts to reduce the impacts of climate change and as a way to adapt to climate change by introducing biogas as an alternative energy source and also reducing the amount of greenhouse gases to decrease. gas emissions produced.

Vision and Mission of the Lumajang’s Local Government

The Switch to Biogas project has also introduced a microcredit scheme in which the poor target beneficiaries will be able to repay the loans for the construction of the biogas units. The project also involves not only the government, but also the community and private sectors. To improve the welfare of the community by improving the regional economy with environmentally sustainable utilization of natural resources, creating a conducive business environment, and improving the knowledge and skills of the economic actors.

To improve the dignified community through the improvement of good governance with the strengthening of human resources and professionalism of apparatus. Improving the quality of life of the community by improving religious life, the quality of education, social care and reducing poverty29.

The writer's own thesis aims to describe the implementation of the United Nations Development Program Biogas Switchover project in Lumajang with the support of the Korea Energy Management Corporation. The writer found that both writers do not explain the involvement of the donor(s) in the project, they only state the amount of funds and the persons who participated as the donor(s) of the project. The authors further discuss the development of biogas use in the world, e.g.

As mentioned above, the author defined the implementation of the project, which is divided into 4 phases. UNDP's presence as the initiator of the Transition to biogas project is part of its role as an international organization working on the development of its member countries. In this tender, UNDP has prepared a list of tasks to be completed by the tender winner.

The appointment of PT Bumi Harmoni meant that UNDP will act as the party overseeing and performing quality control of the project. The Switch to Biogas project chose East Java province as a pilot site because of the presence of poor dairy farmers there and the growing concern of the changing climate. UNDP acts as the agency that established the Switch to Biogas project, with funding from KEMCO and support from the Government of Indonesia, both national and local governments.

As the project management unit of this project, PT Bumi Harmoni was held responsible for the construction of the biogas units for the target beneficiaries. Some of the money received from the sale of the sludge will be used by the farmers to repay the UNDP. As part of the agreement between the UNDP and the KEMCO, the UNDP was obliged to send reports on the progress/update of the project.

UNDP had difficulties in convincing potential beneficiaries to become part of the Transition to Biogas project. One of the main differences between the Switch to Biogas project and the Rumah Biogas (BiRu) project was in the sludge management process – the BiRu biogas scheme had no sludge management process in it. Furthermore, at the end of the project, UNDP integrated the Transition to Biogas project with the BiRu program.

Based on the results of a descriptive study conducted by the writer in relation to the implementation of the UNDP Biogas Conversion project in Lumajang, East Java with the support of KEMCO, the author has come to several conclusions. All this could be achieved by introducing a downstream sludge handling process. Based on the assessment carried out by UNDP, the amount of emission reduction due to the implementation of the Biogas Transition project shows that this project has the potential to become a Clean Development Mechanism (CDM) project.

The first recommendation for the UNDP is about the implementation of the microcredit system in the Switch to Biogas project, which was delayed because time was needed.
