stakeholders try to understand the system and make changes according to current developments. Change is also called innovation, which means renewal.1

Changes also cause a modernization process in people's lives. Sophisticated means of transportation make long distances closer, making it easier for people in an area to visit more developed areas for a holiday, refreshing or for a study tour. This will certainly open up new insights in the process of developing a region in an increasingly advanced direction. Increasingly sophisticated communication tools and technology make long distances seem close, with the existence of cellphones (HP), people can stay in touch with their distant relatives every day, not only hearing their voices but also meeting face to face via cyberspace to simply relieve each other's longing. This can also be used to increase knowledge and insight with webinars and online learning which of course really saves time, energy and costs. This condition certainly makes it easier for people to carry out their activities, and changes the perspective and way of thinking of people in isolated areas to become more active in developing and there is no reason to live in backwardness unless the people do not want to keep up with developments. The ease of searching and obtaining information has a significant impact on the development of science.2

Advances in technological processes, industrialization and urbanization create new desires and dreams regarding the life one wants to live, the desire to obtain various more modern equipment that is better than what one already has, the desire to change living conditions to a more comfortable and enjoyable one, and provide travel opportunities. which can enable the implementation of efforts to improve social conditions in society. One of the supporting factors for innovation in society is in the education sector.

development of information and technology fulfills the demand to improve the quality of education which is very urgent, there are three The main focus that needs to be developed in the implementation of National education is efforts to improve the quality of education, secondly high relevance in the implementation and governance of education towards improvement so that technological and communication developments become added value in the learning process.4 The development of increasingly sophisticated technology and communication tools not only has a positive impact on the world of education but also brings many new problems that must be resolved immediately. The increasingly rapid advances in technology and communication tools have brought about changes in the learning system, where the information and knowledge and insight that students gain is not only centered on teachers and educators, the knowledge they gain is much broader if this is not balanced with innovative learning methods. fun, supporting infrastructure, then this will be an obstacle that educators will face.

The obstacles faced in this era of change are that educational institutions do not seem ready to meet the needs in facing change, the quality of physical facilities and infrastructure is inadequate, the quality of teachers still needs to receive continuous guidance because there are still many teachers who are not yet technologically literate, there are still classical learning patterns. especially for Islamic religious education teachers.

To answer this challenge, it is necessary to improve universally in the field of education so that it leads to changes that become more developed and advanced in accordance with the nation's ideals, namely to educate the nation for a just, prosperous and prosperous life. Improving physical facilities and infrastructure, including making school administration through digital applications, improving the learning system by applying relevant methods, changing the system and teaching methods to make learning centered on students, making teachers only act as facilitators and moderators. Teachers must always innovate in everything, improve themselves and practice continuously, especially in mastering technology because the biggest challenge in the world of education now is

positive values contained in the learning objectives. With learning methods that adapt to situations and conditions in the field and developments, it is hoped that educational goals can be achieved without any obstacles. Effective moves to be able to embrace students who are intelligent in technology and can easily obtain information are very necessary. Changing the classic learning model to become more innovative, teachers are always innovating in providing learning through various methods that suit needs, digitalization of education in isolated areas with educational models of teaching that suit students' needs is starting to be encouraged. This change was also felt by Islamic teachers so that digital AGPAII was formed which supports change for the better so that educational goals are easily achieved.5

In achieving educational goals, many previous studies have discussed innovation in the field of education, namely the development of digital learning media to penetrate isolated areas in accordance with the needs of students infrastructure,6 developing a curriculum based on character strengthening and independent learning by establishing a supportive learning environment and making improvements and changes in all education sectors.7 The development of education in the field of character aims to form a person who is faithful and civilized and nobl.8

From the several problems above, the author aims to research why the development of educational innovation through the information technology paradigm in education needs to be implemented? What is the concept of developing educational innovation through the information technology paradigm in Islamic religious education learning?

four things that influence change in the world of education, namely 1. The ability to be flexible, the innovation implemented must take into account elements of efficiency, 2.

It is designed in such a way that it can be implemented, 3. The usefulness of the innovation, the involvement of innovation programs that will be rolled out involve many parties, 4. Look for possible factors that are the source of innovation.

The word innovation comes from innovation, which means new discovery or renewal.10 Innovation is also defined as new discoveries in the form of human work developed from ideas and the results of adopting old patterns to solve certain problems and achieve goals.11 So Innovation is a theory of the discovery of new work that is spread within a culture which results in a change towards planned improvements and not by chance, to solve problems and achieve goals. The goal what you want from an innovation is to make changes, raise awareness through the dissemination of information, achieve dynamic consistency in social systems, improve and develop quality.12

The development of the quality of society is reflected in changes in ways of thinking, attitudes towards interaction between people, changes in the way of life and activities carried out, work procedures, a complex and more advanced culture, changes in leadership and institutions, and the tools used.13 Changes in society can be witnessed through the process of discovery (discovery), the discovery of new forms (invention) and the process of spreading new cultural elements (diffusion).14 Change is accelerated by advances in technology,15 industrialization and urbanization which create a process of modernization in people's lives, the spread of information

One of the supporting factors for innovation in society is in the education sector.17

Education is the parts of human work that have a functional relationship in helping the process of changing behavior so as to achieve the expected quality of life.18 Education is the process of transferring knowledge of a group of people which is passed down from one generation to generation.19 The function of National education is to form a dignified national character and civilization,20 to educate the life of the nation, to develop the potential of students to become faithful, civilized and qualified human beings,21 So education is a process of transferring knowledge, skills and habits that is carried out consciously and planned to create an active learning atmosphere and process so that students can develop their potential. Also as a forum for getting a better life than before. The aim of learning is not merely to obtain optimal results, but to enable students to compete in the global era and become superior human beings.22 Competent and think creatively and productively so that you can make decisions, solve problems, be able to collaborate, control yourself, and have better intellectual, emotional and spiritual intelligence.23 Progress in the field of education has been

made easier by advances in technology and information.24 In order for the improvement plan to be implemented, good educational management is needed.

Management is divided into two, namely: (1) Top-down, namely a change model initiated by superiors then socialized to subordinates and implemented in every school environment. This is usually done by the government by conveying educational regulations issued by the Ministry of National Education which are then circulated and implemented in all schools from the center and big cities to remote rural areas. (2) Bottom-up, namely education that is created from looking at weaknesses and obstacles in the field through complaints submitted by all education providers or schools and then creating a policy to improve and improve the quality of education.25 These two management models can be applied in education simultaneously but adapted to needs and developments.

The development of educational innovation through ICT needs to be implemented in order to achieve a dynamic balance in the social and educational system,26 improve and develop quality, create changes in attitudes towards human relations, improve educational and educational performance, improve a healthy learning environment, and provide excellent service.

There are four things that influence innovation in the world of education, namely the ability to be flexible and easy, the innovation implemented must take into account elements of efficiency, be designed in such a way that it can be implemented, the usefulness of the innovation, the involvement of innovation programs that will be rolled out involving many parties, looking for possible factors that become a source of innovation.27

There are other factors that influence the failure of reform in education due to errors in identifying specific technical problems, such as a lack of good materials, ineffective training support and poor administration. Another reason is that policy

makers often make hyperrational assumptions.28 Systematically, the aim of educational innovation is: (1) Catching up with various advances in science and technology, so that in the end education in Indonesia increasingly runs parallel to these various advances.

2 Strive for the implementation of education in every type, pathway and level that can serve every citizen equally and fairly. (3) Reforming the Indonesian education system to make it more efficient and effective, respecting national culture, smooth and perfect policy information systems, strengthening national identity and awareness, fostering a society that likes learning, attracting the interest of students, and producing many graduates who are truly needed. for various fields of work in people's lives.

To create good innovation, a thorough planning process is needed, reliable management and carried out seriously until a work is created that can be used by society. To facilitate the achievement of educational goals, careful planning, solid organization, wise leadership, and control of organizational efforts in all aspects are carried out so that the goals are achieved effectively and efficiently. Improvement plans can be implemented and educational goals can be achieved with the best results, so a good educational management model is needed. The management model is divided into two, namely: (1) Top-down, namely an educational innovation model that is initiated by superiors then socialized to subordinates and then implemented in every school environment. This is usually done by the government through educational regulations issued by the Ministry of National Education which are then circulated and implemented in all schools from the center and big cities to remote rural areas. Islamic religious education aims to produce good human beings.30 Good education is "education that prioritizes guidance regarding the habituation of manners, the essence of the mind in achieving good personal qualities, spiritual and material dimensions of humanity".31 Apart from being a process of cultivating nature and exploring the potential of students, Islamic education is also a cultural transformation so that the development of Muslim life is sustainable. Islamic education is a process of fulfilling beliefs and religion.32 Islamic religious education is a soul guidance activity to achieve excellence systemically. Meanwhile, the education system implemented in Islam consists of foundations and objectives, educators, students, curriculum, strategies and methods, evaluation and environment.33 All components must function, be interconnected and work together towards achieving the goals of an ideal education system.34 The Islamic education system is formed from the philosophy of Islamic education which questions and answers questions about human nature, the purpose of human creation, human function, the nature of knowledge.35 Humans are given the mandate to be caliphs on earth and become servants who are obliged to always obey the commands and prohibitions of their Lord (QS.6:165; QS.51:56). Islamic religious education is a means of forming a noble soul that is faithful, devout and has good morals.36

religious education learning, the Islamic religious education system in the era of globalization should keep up with developments, every teacher must be able to develop learning well and carry out innovations. Improvements in all areas including administration and assessment were implemented. Teachers are forced to be technologically literate in order to be able to provide good learning so that the nation's educational goals are easily achieved.37 Since the pandemic, PAI learning has begun to innovate by using various techniques that require mastery of informatics techniques and supporting technology. Online face-to-face learning via applications, namely Zoom, Google Meet. Google Classroom, Microsoft Team, Lifesize, Blue Jeans, Cyberlink Meeting or via video call and making learning videos which are sent directly to WA groups or YouTube. Various trainings were held and attended by Islamic Religious Education Teachers so that they were able to master technology quickly. Before the pandemic hit, the Directorate of Indonesian ministries in May 2007 held a deliberation activity at the Cipayung Hotel, Bogor, West Java. Some of the results of the meeting formed the Association of Teachers of Islamic Religious Education throughout Indonesia (AGPAII), a communication organization for KKG and MGMP PAI at all levels. AGPAII is a big home for PAI teachers, as a professional teaching organization it has the responsibility to continue to develop according to the times and develop the teaching profession, along with:

With the development of the times, the greater the effort to develop the competence of PAI teachers, the AGPAII Digital was formed which aims to make it easier for PAI teachers. The Indonesian Islamic Religious Education Teachers Association (AGPAII) is a professional organization that has an important role in increasing competence and efforts to fight for the welfare of PAI teachers. AGPAII's success is demonstrated by the AGPAII Digital program. The KTA AGPAII application is

one of the AGPAII Digital which has a role as a Learning Community. The interconnection between AGPAII Digital applications shows its role as a Learning Management System, which makes it easier for teachers to teach PAI, especially during the Pandemic. AGPAII programs are digital KTA, digital RPP, digital modules and assessments for digital students. How to register KTA AGPAII DIGITAL, namely download the KTA AGPAII DIGITAL via Playstore, then register then enter and enter password, click register, make a payment of IDR 35,000 to the virtual account number as a membership contribution. After successfully making a payment, it means you are legally a member of AGPAII DIGITAL, then click login and confirm that the membership fee has been paid. Complete your account by uploading a passport photo then add a complete biodata with motivational sentences, to finish filling in, press the submit button. You can now have a KTA card and PAI teachers can carry out activities to share ideas and innovations on the AGPAII DIGITAL account by uploading photos of activities, short videos, holding zoom meetings and creating lesson plans, teaching modules and assessments and can access documents in AGPAII DIGITAL account.

After one year, PAI teachers must re-upgrade their application by making another payment, as long as they have not done this they are considered inactive. Other features that can be enjoyed are the Al Qur'an morattal, daily prayers and synchronization with the PAI student application, digital lesson plans, modules and assessments. Apart from AGPAII DIGITAL, there are also many PAI teachers who are adept at making their own learning videos through various applications, namely the Kinemaster application.

Namely an application for editing videos, the method used is quite easy so many teachers choose it as a medium for making learning videos. Toontastic is an animation-based video making application that can be used using a cellphone, teachers can choose the background, characters, fill in the sound and give the desired effect, the advantage is that this application can be used for free and when offline, Filmora is an application with a display interesting learning material when displayed, so that teachers can create, edit, process, add music and effects so that when displayed it is more interesting and colorful. Youku is an application for combining several photos, cutting, editing, and adding various effects and background sounds into interesting videos. Powtoon is used for presentations and

creating animated videos, adding characters, text effects, animation, links, backgrounds. And all applications that can help teachers in making learning videos.

CONCLUSIONS

Innovation is a theory of how new ideas and technology spread in a culture which is the discovery of something new change towards improvement and planning.

While education is a system, which is formed from parts of human work that have a functional relationship in helping the process of changing behavior so as to achieve the expected quality of life. Education is a conscious and planned effort carried out to create an active learning atmosphere and process so that students can develop the potential that exists within oneself and is also a forum for making a life better than before. Systematically, the aim of Indonesian educational innovation is: (1) Catching up with various advances in science to (1) achieve dynamic equilibrium in the social and educational system (2) improve and develop quality (3) Produce changes in attitudes towards human relations (4) Improving the performance process of educators and education (5) creating a healthy environment (6) Providing excellent service Management There are at least basic capabilities needed so that Indonesian people can participate in global competition, namely: (1) management skills, (2) technological capabilities, and (3) human qualities themselves. The desired quality does not just meet institutional standards or national standards alone but must meet international standards. Innovation in the field of Islamic education can be seen in the AGPAII DIGITAL application and many learning videos circulating on YouTube and Interknit using various applications to achieve educational goals.
