Reallocation: Funds already allocated by each member organization to an existing project will be reallocated to the e-ASIA JRP. In addition to the following general requirements, there are specific rules that are clarified by each member organization. Proposals must be submitted from the Lead PI by email to the e-ASIA JRP Secretariat at the email address specified below.
Note 1: The e-ASIA JRP Secretariat will send a confirmation email to the lead PI to confirm receipt of his/her proposal. For further inquiries from any member organization, researchers will refer to the appendix or consult each member organization of his/her country. A proposal will be evaluated in each relevant member organization of the project consortium, according to the evaluation criteria explained in the following subsection.
Proposals will be evaluated according to the following general e-ASIA JRP evaluation criteria, incorporated with evaluation criteria clarified by each member organization. For the evaluation criteria clarified by each member organization, please refer to the respective attachment or consult each member organization of his/her country.
Project Implementation
The e-ASIA JRP Secretariat will notify the lead PI of the final decision as soon as the final decision is made and approved by all member organizations in the e-ASIA JRP. 12. referred to as "CRA") to ensure optimal understanding and coordination among the participating scientists working on each project before the project begins. After the awardee list is announced by the e-ASIA Joint Research Program (e-ASIA JRP) Secretariat, the Indonesia PI should contact RISTEK/BRIN for the proposal submission process. The submitted budget proposal must be related to the Minister of Finance's regulation, for each unit/component to have a maximum budget per year (standard for special costs and standard for input costs). The amount of funding will be determined through the evaluation process by the reviewer assigned by RISTEK/BRIN.
Expenses for student research assistants may be covered if their work is related to the research project, referring to the Regulation of the Minister of Finance of the Republic of Indonesia, specifically "Standar Biaya Masukan (Entry Cost Standard)". For project proposals that Japanese applicants intend to be funded by AMED, it is recommended that at least half of the countries participating in a project fund (either supplementary or new) their own researchers in the proposal in question.
Eligibility for Japan-based applicants
Support
The budget for the project may vary each year depending on the content of the activity, but the total budget for the Japanese researcher over the entire 3-year period (i.e. 36 months) must be 24 million Japanese yen as direct costs. In accordance with the budget constraints for this program, the amounts will be adjusted each year. This program is designed to cover additional costs associated with the collaboration of a Japanese researcher with his colleagues, such as travel expenses and/or conducting seminars/symposia.
The funding within this call is intended to increase the applicants' ability to collaborate. The funding will therefore mainly be provided to support collaborative activities, but may also cover part of the local research costs required for the collaboration. Travel costs should in principle be based on the rules of the institution to which the Principal Investigator (hereinafter: PI) belongs. ii).
Expenses associated with dealing with accidents or disasters that occur during the cooperative research periods. iv) Expenses not related to the implementation of this cooperative research project. The support is provided on the basis of a commissioned research contract entered into between AMED and a university, research institute or similar organization (hereinafter referred to as the “institution”). The contract for commissioned research is renewed annually during the period of cooperative research.
Since the contract is agreed on the condition that all administrative procedures related to this project are completed within the institution, the PI should consult with the responsible department of his/her institution. As for the contract between the Japanese institute and AMED, it stipulates that Article 17 of the Industrial Technology Enhancement ACT (Japanese version of the Bayh-Dole Act) and Article 25 of the ACT on Protection of the Creation, Protection and Exploitation of Content (preliminary translation) will be applied to all intellectual property rights of the Japanese institution generated as a result of this project, which may be owned by the institution with which the PI is affiliated. A joint research contract MUST be concluded between institutions to which collaborating researchers are affiliated for the implementation of actual research collaboration.
The contract for joint research includes the conclusions of discussions between parties entitled to intellectual property arising from research collaboration, and involved institutions, on issues related to the handling of research information provided by researchers involved in the implementation of research collaboration, of research information results as a result of research collaboration and of intellectual property between the parties involved.

Eligibility for NZ-based applicants
Researchers appointed on the proposal of the HRC will normally be required to have New Zealand as their main residence and place of employment, and to be a New Zealand Lead Researcher they must be employed by the contractor. The HRC Rules, available on the HRC website www.hrc.govt.nz, set out the permitted use of HRC funding. These rules apply to all proposals, contracts or contract renewals where funding was offered on or after 1 May 2016 and should also be read carefully by all contractors and applicants seeking HRC funding.
It is acceptable for the proposed research to be an "add-on" to an existing collaborative activity or a new research project. The standard HRC Research Funding Agreement will be used for the successful e-ASIA JRP proposal. Applicants should note that all ethical and other approvals must be in place to allow contract implementation no later than the date specified in the HRC funding results letter or the date specified in the proposal.
Applicants applying for New Zealand funding must register on HRC Gateway by 1pm (NZT) on Thursday 16 April 2020. Please note that New Zealand applicants must complete both an email submission to the e-Asia Secretariat and a submission on HRC Gateway. HRC's funding recommendations will be determined based on the results of peer review, including independent referees, applicant rebuttals, and review by a review committee.
Applicants will have the option to reject the applicant, this process will take place at the HRC gateway. Expert knowledge and experience of the research team as a basis for meeting the requirements of the proposed research and.
Responsibilities of PIs After Proposals are Approved V-1. Progress Reports to HRC
A final progress report covering the entire term of the e-ASIA contract including project goals and objectives must also be submitted to the HRC. Where no information is available for all or part of the research project, reasons for this should be given.

CRDF Global will support the costs of US teams from universities and non-profit organizations, with the exception of large-scale equipment purchases. teams from for-profit companies are not allowed to receive funding under this program. The total direct costs minus these items are considered the modified total direct costs (MTDC) amount to which the IDC rate should be applied.
IDCs combined with total direct costs cannot exceed the total funding permitted to be requested. Documentation for these rates must be presented in the budget narrative if the institution requires this payment.
