The Effectiveness of the "Pencet saja WhatsApp" Program at the Population and Civil Registration Office of Sinjai Regency

ABSTRACT

The Population and Civil Registration Office of Sinjai Regency is one of the Sinjai Regency Regional Agencies that provides population administrative services to the community that should be effective, efficient, responsive and accountable. This study aims to describe the Effectiveness of the "Pencet saja WhatsApp" Program at the Population and Civil Registration Office of Sinjai Regency. This study used a qualitative approach with a descriptive method. Data collection techniques used in this study were observation, interviews and documentation as well as technical data analysis, namely data collection, data reduction, data presentation, and conclusion drawing. Based on the research focus, namely the success of the program Campbell (1989) then the results of this study indicate that the "Pencet saja WhatsApp"

Program at the Population and Civil Registration Office of Sinjai Regency has been implemented quite effectively and is supported by adequate infrastructure, but it cannot be said to be fully effective. This is because there are still obstacles on the internet network that is not smooth or slow at the time of inputting or processing population data or documents and there are still many people who do not know about the

"Pencet saja WhatsApp" Program.

INTRODUCTION

Indonesia is an association country that has an impact on the uneven distribution of its population. Problems often arise from the uneven distribution of the population, thus urging the government to take a policy. In responding to these problems, state administrators are required to be able to work extra from the center to the lowest levels of government related to document collection and ensure the availability of complete and accurate population data as needed to fulfill population information to formulate a policy (Jamaluddin et al., 2017; Priyambodo, 2017; Soraya, 2019).

The existence of a delegation of authority from the central government to local governments allows the implementation of services with a more concise bureaucratic path and provides opportunities for local governments to provide improved quality of public services in the field of population administration (Niswaty & Saleh, 2015; Suryani & Jamaluddin, 2016).

This is one of the public service tasks carried out by the government to serve the general public, including duties and functions, registering and issuing identity cards or KTP, family cards or KK, birth certificates or AK, death certificates or AK, as well as recording mutations and managing population data (Soraya, 2019).

The main task of the government to its people is to provide good services to meet the needs desired by the community. The role of the government has indeed changed by the demands and dynamics of a developing society (Sijaya, 2019). Any changes that occur to the government's

role do not change according to the government's function as a public servant or society (Tahir, 2016). One of the areas where the work of the regional apparatus in charge of taking care of population issues is the Department of Population and Civil Registry. This is because the Department of Population and Civil Registration is an official government agency in charge of providing services in the fields mentioned above, starting from recording, registering, and recording as completely as possible about important events regarding a person's status (Chairunisa, 2016; Hasibuan, 2006; Rahmadanik, 2021).

The Population and Civil Registration Office of Sinjai Regency is one of the Sinjai Regency Regional Agencies that provide population administrative services to the community that should be effective, efficient, responsive, and accountable. However, in reality, the excellent population administration services at the Population and Civil Registration Service have not yet been felt by some people in the Sinjai Regency.

The description of services at the Population and Civil Registration Office of Sinjai Regency, before the "Pencet saja WhatsApp" program, namely the Disdukcapil service which seemed to make it difficult for residents, slow service, the attitude of employees who tended to be indifferent and indifferent, not welcome to people who did document processing. population and there are still many people who do not understand or know the service procedures and conditions used to administer population administration due to classical problems and convoluted bureaucracy, not to mention the very long queues at the counter, the narrow waiting room and the absence of air conditioning, frequent errors in the administration of population administration files.

However, to provide convenience in public services, currently, the Population and Civil Registration Office of Sinjai Regency has provided and carried out the process of managing population administration documents online using the WhatsApp application. Due to the current outbreak, this is done to prevent the chain of the spread of the coronavirus (Covid-19) by avoiding direct contact and not gathering while the pandemic is still ongoing. Online services can reduce the burden on residents to stay at home and only by sending administrative documents via WhatsApp. This program is named “Pencet saja WhatsApp”, which stands for Fast Service via WhatsApp one day. This innovation is carried out to make it easier for the community to manage population documents.

So residents who want to take care of residence documents, only send the required documents via WhatsApp to the operator number that has been prepared. This service includes the management of 7 (seven) types of population documents, including family cards, identity cards, birth certificates, death certificates, moving certificates, child identity cards, and name changes. And it will take time for efficient management of the network to be smooth then the completion of the document will only take a few minutes and will be informed to residents also via WhatsApp if the document has been completed.

Although the Population and Civil Registration Office of Sinjai Regency has implemented services Via WhatsApp, this policy has not been able to solve the problems that occur in the community to date. Where there are still many people whose level of understanding is related to the use of information and communication technology or (ICT) is still very minimal knowledge in this case the use of WhatsApp. Currently, there are still many people who come directly to the Office of Population and Civil Registration to take care of population administration such as family cards, identity cards, birth certificates, death certificates, moving certificates, child identity cards. The general purpose of this research is part of the development of scientific disciplines for prospective researchers.

METHOD

This type of research uses qualitative research methods. The author gets the data where the author remains critical of the data obtained. In addition, the use of a qualitative approach as a way for the author to keep thinking inductively, namely the author processes various facts or social phenomena through observations in the field, then analyzes them, and then makes theorization based on what is observed (Creswell & Clark, 2014). The location or place of research is in Sinjai Regency, especially at the Population and Civil Registration Office of Sinjai Regency. Data collection techniques are systematically through observation, interviews, and documentation, then data management and analysis are carried out through the stages of data reduction, data presentation, and conclusions (Miles et al., 2014).

RESULT AND DISCUSSION

Sinjai Regency provides the process of managing population administration documents online, namely by implementing the "Pencet saja WhatsApp" program. The implementation of this program "Pencet saja WhatsApp" at the Population and Civil Registration Office of Sinjai Regency has been running optimally where the community feels it is easier to manage population documents because there is no need to come to the office to queue and jostle at the population and civil registration office.

As for seeing the Effectiveness of the "Pencet saja WhatsApp" Program at the Population and Civil Registration Office of Sinjai Regency, it is seen by using the Effectiveness indicator as stated by (Campbell, 1989) which consists of: Program Success, Target Success and Satisfaction with the program.

Program Success

Program success, namely the effectiveness of the program can be carried out with operational capabilities in carrying out work programs in accordance with predetermined objectives. The success of the program can be seen from the process and mechanism of an activity carried out in the field. Program to the Sinjai community by placing posters with service numbers in front of the office, conducting mobile services (picking up the ball) , collaborating with mass media such as Sinjai united voice radio, and online news distribution media such as sinjai info, commoners' voices, united news and other online news dissemination media so that when people browse the internet they can see that there are new programs or innovations implemented by the Population and Civil Registration Office of Sinjai Regency and the public just needs to send the required documents.

Goal Success

Target success, namely effectiveness in terms of achievement by focusing on output aspects, meaning that effectiveness can be measured by how far the level of output in the policies and procedures of the organization to achieve the goals that have been set. The success of the target of implementing the "Pencet saja WhatsApp" program can be seen from the community where using the program it is very easy to get population administration services during the outbreak of the Covid-19 disease.

As for the obstacles when inputting documents through the "Pencet saja WhatsApp"

Satisfaction with the program

Satisfaction with the program is an effectiveness criterion that refers to the success of the program in meeting user needs. Satisfaction is felt by users with the quality of the product or service produced (Ariyanto, 2020; Herman & Didin, 2020). The higher the quality of the products and services provided, the higher the satisfaction felt by users, which can lead to benefits for the institution. With the implementation of the "Pencet saja WhatsApp" program, the community feels very helpful because administrative arrangements are carried out online and can reduce spending costs and only need to wait for information to retrieve files. In addition, it can also reduce the spread of Covid-19, especially in Sinjai Regency.

Program effectiveness can be carried out with operational capabilities in carrying out work programs that are by predetermined goals, comprehensively, effectiveness can be defined as the level of ability of an institution or organization to be able to carry out its main tasks or to achieve predetermined targets, specify beforehand

DISCUSSION Program success

The "Pencet saja WhatsApp" program issued by the government is very helpful both from the Population and Civil Registration Service and the community because it can prevent the transmission of Covid-19. With the implementation of this program, the community only uses the WhatsApp application and sends administrative documents that will be made according to the code and telephone number of the service operator that has been set at the Office of Population and Civil Registration of Sinjai Regency. To support the successful implementation of the "Pencet saja WhatsApp" program.

The Population and Civil Registration Office of Sinjai Regency socializes the "Pencet saja WhatsApp" Program to the Sinjai community by placing posters of service numbers in front of the office, conducting mobile services, collaborating with mass media such as Sinjai united voice radio, and online news dissemination media. Such as sinjai info, commoners' voices, united news and other online news dissemination media. Making it easier for the public to find out service information at the Sinjai Regency Population and Civil Registration Office.

Goal Success

The "Pencet saja WhatsApp" program includes several types of services, including identity cards, family cards, birth certificates, death certificates, transfer certificates, child identity cards, divorce and marriage certificates. In the period of time since the implementation of the

"Squeeze WhatsApp Only" Program, from September 2020 to December 2020 there were 11,632 people who managed population documents using the "Pencet saja WhatsApp" program and in January 2021 to May 2021 there were 16,133 people who manage population documents using the "Pencet saja WhatsApp" program.

Since the implementation of the "Press WhatsApp Only" Program every day, there are approximately 200 people who manage population documents using "Press WhatsApp Only" but there are still some people who prefer to manage population documents by coming directly to the Population and Registration Office. Approximately 50 people are serving in the Sinjai Regency every day, therefore it can be seen that the community is more dominant in using the "Pencet WhatsApp Only" Program than coming to the Population and Civil Registration Office of the Sinjai Regency.

Satisfaction with the program

Satisfaction is felt by users of the "Pencet saja WhatsApp" program when processing documents that can be done from home so it doesn't take up a lot of time and energy because people only send administrative documents to service operators according to the code and telephone number that has been determined by the Population Service Office, and the Sinjai Regency Civil Registration besides that it can also reduce the spread of Covid-19 because there is no need to queue to get services at the Sinjai Regency Population and Civil Registration Office.

With the implementation of the "Pencet saja WhatsApp" program, people are more comfortable, satisfied, and can be right on target.

The "Pencet WhatsApp Only" Program at the Population and Civil Disability Service of Sinjai Regency, in the end, the researchers found that the implementation of the "Pencet WhatsApp Only" Program had been running quite effectively, this can be proven by the results of several interviews with the community above that they feel satisfied and very helped by the

"Pencet saja WhatsApp" program because they no longer need to come to the office queuing up to get population administration services, for managing population documents, they just need to stay at home and complete the required files and then take photos and send them to the operator number that has been provided so they can It also reduces costs, time and energy in managing population documents at the Population and Civil Registration Office of Sinjai Regency.

CONCLUSION

The "Pencet saja WhatsApp" program issued by the Population and Civil Registration Office of Sinjai Regency is very helpful for the community, this is proven by the implementation of the "Pencet saja WhatsApp" Program where people prefer to use the program in managing population documents rather than coming directly to the office in accordance with government advice in order to prevent the spread of the covid-19 virus.

The "Pencet saja WhatsApp" program has been successfully implemented by the Population and Civil Registration Office of Sinjai Regency where the community is satisfied with

the program because they no longer need to come to the office in line to get population administration services, just stay at home and complete the required files. then in the photo and send it to the operator number that has been provided.
