Project Title:

FOREST PROFILE

The Sigolang Village Forest is located in Andam Dewi Sub-District, Central Tapanuli District, it’s about 70 km from the town of Dolok Sanggul (the capital of Humbahas District) and about 78 km from Sibolga City. This village forest is managed by a forest farmer group called Alam Lestar Sigolang which has obtained a permit to manage social forestry with number SK.1014/MenLHK- PSKL/PKPS.0/3/2017. The village forest covers an area of 1,414 ha consisting of 750 ha of primary forest, 135 ha of secondary forest, 118 ha of shrubs, 50 ha of plantation forest, 350 ha of open land and 11ha of rivers. Type of soil genereally are mineral soil, overgrown with timber forest plant such as merbau, meranti, rasak and other plants such as rubber tree and petai. Besides that, the Sigolang Forest still has rare species of animals such as pangolins, porcupines, bears and various types of monkeys. From the Sigolang Forest, there are flowing four rivers, namely: Aek Rih, Aek Simarsak, Aek Jonggi and Aek Narara where in the last 10 years the volume of water has decreased due to deforestration. Before Alam Lestari Sigolang received a management permit from the Indonesian Ministry of Environment and Forestry, the community village illegally encroach on the forest to take the forest product and for the expansion of oil palm plantations.

Started the humanitarian work in 2005 as Cordia Caritas Medan that was established as a humanitarian response to the eartquake and tsunami in Aceh & Nias. Then in 2010, our organization was reforming and change become Yayasan Caritas Keuskupan Agung Medan with the Decree of the Ministry of Law and Human Rights of the Republic of Indonesia dated 27 November 2011 Number: AHU-142.AH.01.05. Yayasan Caritas Keuskupan Agung Medan is a member of the National Caritas Network which is part of the International Caritas Confederation which consists of 162 National Caritas and more than 3,000 Diocesan Caritas.

Caritas KAM Foundation has a vision of "Becoming an Oasis in the Middle of the World". Oases are springs in the middle of the desert. Springs are understood as something that gives life, while the desert represents drought, suffering, poverty, barrenness and heat. So Caritas KAM Foundation is an humanitarion organization gives, maintains, improves human life, and protect the creation of God. LPHD Alam Lestari Sigolang holds the rights of management permit which is valid for 35 years since a decree was issued in 2017, thus the management permit will expire in 2052.

Caritas KAM has conducted several FGDs by inviting members of LPHD Alam Lestari Sigolang, the village government, and other community leaders to discuss plans for implementing the social forestry program. As a form of local community support, the Sigolang Village Government has issued a Letter of Support to Caritas KAM to develop and implement Social Forestry program in the area (letter attached)

Please describe any existing or potential land conflicts with indigenous peoples or local communities, and how you intend to resolve them.

Several times there have been conflicts between members of the LPHD Alam Lestari Sigolang and village communities regarding boundaries and types of plants that are allowed to be planted in village forest areas. This conflict occurred because some people did not understand the regulations regarding the regeulations.

Due to the status of the forest being a limited production forest, some people think that they can clear land for plantations, including oil palm, while oil palm is not a permitted type of plant.

Caritas KAM will take a family approach and facilitate communities to improve their livelihoods through agroforestry activities and other eco friendly sustainability livelihood

Any photographs to demonstrate that the area is natural forest (Non-native species may

constitute up to 15% of the basal area of the forest).

What we ask of you once you are approved:

1. That one month after the end of each funding quarter, you provide a brief narrative of how you spent the funds in that quarter, and actual expenses against your quarterly budget. (We will provide templates).

2. That after four quarters of funding, you will provide an annual report of how you spent the FCF funding, including detailed budget information and activity narrative.

3. That your financial accounts are audited annually by a qualified third party. If you are a

community or non-profit organization, you will not need to separate out the Forest Conservation Fund support from your full accounts. However, if you are a for-profit company or private landholder, your financial auditor will need to review the Forest Conservation Fund annual expenditures separately.

4. That your conservation accounts and project may be audited (through a physical visit) from FCF staff or our designated representative.

5. That you agree to make up to 5 days per year available to visit other Forest Conservation Fund projects to engage in peer review/ knowledge-sharing. (FCF would cover travel, room, and board but you must be willing to devote up to 5 days of a key staff member's time.)

6. That you agree to share your biodiversity and social impact monitoring information with the FCF.

7. That the FCF can publish (with credit to your project) photos and stories that you provide for your project page on our website and in other FCF communications materials.
