(54) 54 1 synthetic fabric or coated synthetic fabric, canvas prod2 ucts, or wool (whether in the form. of fiber or yarn or con3 tained in fabrics, materials, or manufactured articles), or 4 any item of individual equipment manufactured from or 5 containing such fibers, yarns, fabrics, or materials, or spe6 cialty metals including stainless steel flatware, or hand or 7 measuring tools, not grown, reprocessed, reused, or pro8 duced in the United States or its possessions, except to 9 the extent that the Secretary of the Department concerned 10 shall determine that satisfactory quality and sufficient 11 quantity of any articles or items of food, individual equip12 ment, tents, tarpaulins, covers, or clothing or any form 13 of cotton or other natural fiber products, woven silk and 14 woven silk blends, spun silk yarn for cartridge cloth, syn15 thetic fabric or coated synthetic fabric, canvas products, 16 \vool, or specialty metals including stainless steel flatware, 17 grown, reprocessed, reused, or produced in the United 18 States or its possessions cannot be procured as and when 19 needed at United States market prices and except procure20 ments outside the United States in support of combat op21 erations, procurements by vessels in foreign waters, and 22 emergency procurements or procurements of perishable 23 foods by establishments located outside the United States 24 for the personnel attached thereto: Provided, That nothing 25 herein shall preclude the procurement of specialty metals.
