One way to cope with the increasingly complex problems is the presence of zones of land value. The existence Zone Map Land Value, the value of the land is no longer based on SVTO, but the market value. The study has three objectives, namely to analyze the amount and form of conflict and dispute cases exist, analyze the relationship between the number of conflicts and disputes form case and zone land value, formulate a strategy for resolving land issues. This study uses primary data and secondary data obtained from field surveys and literature.
The results showed that the area of the zone that the highest value of the land is North Cianjur. Conflict disputes and cases that occur each year in Cianjur average of 35 cases. Based on Land Value Zone (ZNT) shows that the more expensive the price of land increasingly causing disputes, conflicts and case ground, and spatially, closer to urban areas, land issues are also increasing, which is dominated by an individual against individual. In the analysis of the sustainability of control conflicts, disputes and cases of land, three-dimensional unsustainable is the legal dimension, institutional and technology. In resolving land disputes, BPN role in mediation, negotiation, litigation in court, testimony and proving some evidence related to land data before the law enforcer as well as a review of the case by a court decision. Strategies that can be done to resolve conflicts and resolving disputes and proceedings under ZNT among other related policy implementation and ZNT land regulations, conduct strict action against law breaker, co-management between BPN, other relevant agencies and the public, making the system of institutional co- management, turn on indigenous institutions, make the setting and checking of land to develop information systems and information technology support, making the electronic data base of land, interfering land use, land value and the value of land in zones prone areas, improving education, mental and spiritual community, creating economic activity creative communities to take to improve the income and purchasing power, reduce unemployment and increase revenue.
