To celebrate the 150th anniversary of its founding, the Smithsonian has organized a number of events and is sponsoring several new publications and exhibitions, including the magnificent American Smithsonian, which opened in Los Angeles in February and will travel to many other cities over the next two years. The salary and expenses (S&E) request includes increases in basic needs to support the day-to-day operations of the institution. S&Erequest also reflects the return of funds associated with one-time funding in fiscal year 1996 for the Festival of American Folklife.

The FY 1997 request also includes funds to address portions of the National Zoological Park's Rock Creek Master Plan and renovations, repairs, and improvements at Rock Creek and at the Conservation Research Center.

FY 1997 MANDATORY INCREASES FOR SUSTAINING BASE OPERATIONS

Federal Employees* Retirement Service (FERS): $97,000 to cover the increased benefit costs of FERS participants in the federal workforce. For fiscal year 1997, the projected cost increase is for former positions in the Civil Service Retirement System (CSRS) that are now in the FERS system. Additional funding will be required in the future as the composition of the institution's federal workforce continues to shift from CSRS participation to FERS.

In FY 2000, there are 2y6T workdays that require additional funding during this period for the employee's salary and benefit costs for the additional day.

The FY 1997 estimate also reflects the increase in spending for FY 1996 and FY 1997 related to the operation of the National Museum. American Indians in New York; construction of the East Court Infill National Museum of Natural History to be located at theMall in Washington, DC; and Osteo. The FY 1997 estimate reflects a projected increase in FY 1996 spending associated with the National Museum of the American Indian in New York, which began operations in late FY 1994.

Increases are also expected for the new construction of the East Court Infill at the National Museum of Natural History in Washington, D.C.

FY 1997 PRIORITY PROGRAM ENHANCEMENTS

Capitol Street, the Archives of American Art space in New York and Boston, the Fullerton Storage, and the Smithsonian Archives Storage space provide critical housing and storage for administrative support and some program activities that provide valuable services to the exhibition, education, the institution's research and collection programs. Additional staff for facility management and other costs associated with the maintenance and occupancy of the building will be requested in future budgets. The $649,000 funding will be used to purchase the voice system and a portion of the data system for the building's communications network.

Specifically, NMNH will use these funds to further develop and install the CRIS multimedia cataloging module; critically improve the CRIS public access module; develop and provide public access to new educational and scientific electronic resources; and carry out the necessary upgrades to the communication network.

Students participated in a variety of workshops and activities and were featured in the CBS Special, "The Smithsonian: Fantastic Journey." Other outreach activities include puppetry. Barnes; the papers from the magazine ArtandArchitecture on the history of architecture in the US; and the personal papers of the Native American painter Fritz Scholder. For FY 1997, the Smithsonian is not seeking additional funding for programmatic increases for the Center for Folklife Programs and Cultural Studies.

In addition, the Museum offers, together with the Parsons School of Design, a graduate program in the history of decorative arts.

REPAIR AND RESTORATION OF BUILDINGS

In the case of museum mechanical systems (heating, ventilation and air conditioning systems) roofs, this usually means that the continuous close control of environmental conditions and the shelter from the elements required for the preservation of collections cannot be guaranteed. Air and Spare Museum Extension ($5,nnn,nnm: Public Law 103-57 authorized the institution to plan and design the Air and Space Museum Extension at Washington Dulles International Airport and. It will also provide a restoration facility capable of handling the major beginnings of the collection in full view for visitors, the Commonwealth of Virginia reaffirmed its support for a combination of financial resources to build the expansion, including commitments made in the Commonwealth's biennial budget.
