This is a limited competition; only national organizations for aging and/or disabled people with a proven ability to achieve the program's goals are eligible to apply. Grant activities should include, but are not limited to, hosting community vaccine clinics, providing home vaccinations, providing transportation to vaccination sites, and conducting outreach and education for older adults and people with disabilities. Option B ($50 million): Increase vaccine uptake through enhanced partnership and collaboration with senior centers, community centers, and non-Option A community and faith-based organizations that serve, support, and include older adults and people with disabilities.
Selected national aging and/or disability organizations will be funded for a 17-month project period, subject to the availability of federal funds.

How the organization and its sub-awardees will coordinate local COVID-19 and influenza vaccine clinics and education and outreach to increase vaccination awareness and uptake among older adults and people with disabilities; and 3. Providing credible information about COVID-19 vaccines and helping to refer older adults and people with disabilities with questions to additional sources of information. Outreach to older adults and people with disabilities regarding the need for and availability of COVID-19 and influenza vaccines is essential to ensure maximum access and uptake.
The number of deaths among older adults from COVID-19 jumped in the summer of 2022 before falling slightly in September.

Criteria
The work plan contains specific goals and tasks that are linked to measurable results. Are the project results as proposed specific, measurable and in line with the project's aims and objectives. Is it likely that the expected results of the proposed project will be achieved and will the field significantly benefit the populations affected by the intervention and the field as a whole.
Will the proposed dissemination plan take into account the different capacities of the different target groups to receive and benefit from the technical assistance and resources offered? Does the distribution plan include multiple means of conveying information and materials on vaccine access and use, including electronic, print, and web-based methods? Do the proposed project director(s), key personnel, consultants, and advisors on the project have the background, experience, and other qualifications necessary to perform their assigned roles?
Are the qualifications of the project staff, consultants and/or partners sufficient to complete the project. Does the applicant demonstrate a level of understanding of the issues dealt with by NOFO. Does the applicant demonstrate the ability to meet expectations for quick start-up and completion of all necessary activities.

Review and Selection Process
That the HHS awarding agency will consider any comments by the applicant, in addition to the other information in the designated integrity and performance system, in making a judgment about the applicant's integrity, business ethics, and record of performance under Federal awards when the review is completed become of risk posed by applicants as described in § 75.205. An independent review panel of at least three individuals will evaluate applications that pass the screening and meet the responsiveness criteria if applicable. Based on the Application Review Criteria as detailed under section V.1, the judges will comment on and score the applications, focusing their comments and scoring decisions on the identified criteria.
In making these decisions, the administrator will take into account: the recommendations of the review panel; programmatic and grant management compliance reviews; the reasonableness of the estimated cost to the government taking into account the available funding and the expected results; and the likelihood that the proposed project will result in the expected benefits.
