Reviewer(s)' Comments to Author:

Referee: 1

Recommendation: Minor Revision

Comments:

Author should see to the following observations:

1. The current (second) revised version submitted has been disorganized as the author reversed some of the earlier corrections and suggestions made. For example,

One, the author cut part of introduction approved in the first (last) revised version, pasted it, and gave its heading as “Literature review” (section 2) in the current revised version. This is not Lit. review.

Two, the author cut part of the recommendation (section 5) approved in the first (last) revised version and matched with results discussion in the current revised version (page 11, line 15-58 and page 12, line 2-55).

Three, the author created section 7 and named its heading as “recommendation and implication”, whereas it had been approved in the first (last) revised version to be in section 5.

Author should maintain the first (last) revised version submitted and approved by referee while other necessary corrections should be made on it.

2. Author can create section 2 for a brief literature review. Literature review covers what past studies have done on this issue or in this area of study, their results, conclusions, or suggestions.

3. Make the heading of section 5 of the first (last) revised version as “recommendations and implications of the study”, copy from line 6-29, page 14 of the current version and paste in this section 5.

4. With Lit. review in section 2 created, there will be 7 sections. So, renumber the sections accordingly.

5. The citation of latest studies in this paper ends 2015. You need to update the studies cited to cover recent studies in 2016, 2017, 2018, 2019 and possibly in 2020.

6. You can cite this recent study, among others: UNODC (United Nation Office of Drugs and Crime, 2019) Transnational Organized Crime in Southeast Asia: Evolution, Growth and Impact. UNODC Research.

Additional Questions:

1. Originality: Does the paper contain new and significant information adequate to justify publication?: Yes

2. Relationship to Literature: Does the paper demonstrate an adequate understanding of the relevant literature in the field and cite an appropriate range of literature sources? Is any significant work ignored?: The literature review is not appropriate. Author needs to redo the review of past studies.

3. Methodology: Is the paper's argument built on an appropriate base of theory, concepts, or other ideas? Has the research or equivalent intellectual work on which the paper is based been well designed? Are the methods employed appropriate?: No theory explained. Author needs to explain relevant theories

(9)

4. Results: Are results presented clearly and analysed appropriately? Do the conclusions adequately tie together the other elements of the paper?: Yes

5. Implications for research, practice and/or society: Does the paper identify clearly any implications for research, practice and/or society? Does the paper bridge the gap between theory and practice? How can the research be used in practice (economic and commercial impact), in teaching, to influence public policy, in research (contributing to the body of knowledge)? What is the impact upon society (influencing public attitudes, affecting quality of life)? Are these implications consistent with the findings and conclusions of the paper?:

Yes

6. Quality of Communication: Does the paper clearly express its case, measured against the technical language of the field and the expected knowledge of the journal's

readership? Has attention been paid to the clarity of expression and readability, such as sentence structure, jargon use, acronyms, etc.: Needs to be proofread.
