The distinguished guests, Rector of Warmadewa University, the President of the International Federation of Social Science Organizations (IFSSO), ladies and gentlemen. Welcome to the 23rd International Conference and General Assembly of the IFSSO on “Global Connectivity, Cross-Cultural Connections, Social Inclusion and Recognition: The Role of Social Sciences”. This would clearly create the best solution, as well as potential policies in the near future, which in turn could stimulate development for the welfare of the people.

I hope that in addition to this Indeed conference, this international conference not only expands the knowledge of our participants dealing with connectivity issues, but also provides opportunities to build wider networks among scholars, from Balinese scholars to national and international scholars. This international conference covers areas such as political affairs of the social sciences, provision of information and documentation services in the social sciences. To examine recent specific issues related to the development of social science and humanities studies.

By sharing our experiences in social and humanities studies, the 23rd IFSSO General Conference Bali will develop this into concrete and practical solutions. Bringing together more than 100 participants from around the world, this international conference will explore the global connection in the world; share ideas and comments so that it will be fruitful for all of us and the ideas presented by the speakers will enrich our views and understanding about the development of social sciences and humanities. Reviewing the State Role in Fulfilling the Right of Access to Health

INTRODUCTION

In addition to the provisions of the Universal Declaration of Human Rights, the right to access health services is also provided for in Article 12 of the International Covenant on Economic, Social and Cultural Rights, as follows:. Health development is an attempt to fulfill one of the basic rights of the people, namely the right to access health services. Since January 1, 2014, the Government stipulates the National Health Insurance implemented by BPJS Kesehatan as stipulated in Article 5 of the Law of the Republic of Indonesia Number 40 Year 2004 on National Social Security System (SJSN).

The limitation of the cost is inseparable because the regulation on the JKN program was established by the Regulation of the Minister of Health of the Republic of Indonesia Number 69 Year 2013. Based on the exposure, economic factors become one of the main factors that cause the difficulty of the community access health in Indonesia. Geographical factors become one of the main factors (besides economic factors) that cause society to have difficulty accessing health in Indonesia.

The lack of health workers is undoubtedly an obstacle, and this is also one of the causes of the community's lack of access to health services. The role of the state in addressing the problem of access to health in Indonesia. The state's obligation to respect, protect and fulfill the right to health will be undertaken as follows:[20].
