II. Organizational Context

Indonesia’s HCFC Phase-Out Management Plan (HPMP) for compliance with control targets for Annex-C, Group-I Substances (HCFCs) in Indonesia (HPMP Stage-II) according to the Montreal Protocol, comprises of a combination of interventions such as technology transfer investments, policies and regulations, technical assistance, training, awareness, communicatons and management, coordination and monitoring in various HCFC consuming sectors, consistent with the provisions of the performance-based agreement between the Executive Committee of the Multilateral Fund and Indonesia.

The HPMP Stage-II project was set up to assist the Ministry of Environment and Forestry (MOEF) and related institutions to effectively and efficiently phase-out HCFC to meet the 37,5% and 55% of the baseline by 2020 and 2023. The HPMP Stage-II in servicing sector with UNDP as the Implementing Agency will be implemented through the adoption of policy, technical assistance and monitoring measures in compliance with the provisions of the Montreal Protocol. To facilitate implementation of HPMP Stage-II project, MOEF require a qualified person to be in-charge as the Project Assistant (PA) for Investment Activity.

The main activities to be implemented during HPMP Stage-II is refrigeration servicing sector. The investment part of the project include to support the mandatory certification of technicans in refrigeration and AC Sectors, procurement and distribution of machines/tools for selected servicing workshops, trainining institution, technical institution and recovery and reclaiming programme. HPMP Stage-II also conduct training for officials for regulatory framework/law enforcement including Custom and instructur.

In order to meet the activity, Ministry of Environment and Forestry (MoEF), will seek a project assistant for Investment to support the implementation of the HPMP Stage-II project. The Terms of Reference (TOR) outlined in this document is for Project Assistant (PA) for Investment activity during implementation, including general day-to-day support for HPMP Stage-II activities. The outputs expected to assist project manager in investment activities to be able to implement the Project successfully.

III. Functions / Key Results Expected

The Project Assistant for Investment will be responsible for day-to-day management of implementation activities in the HCFCs Phase-out Management Plan (HPMP) and is expected to discharge the following functions:

 Assist Project Manager for the implementing of sectors to:

o prepare the technical guidelines and methodology for the selection and distribution

of equipment support for technicians in Refrigeration and Air Conditioning (RAC) to implement good servicing practice

o review the eligibility of the technicans or workshop selected for participation in the Indonesia’s HPMP Stage-II;

o arrange technical support, on a need basis, for RAC technician or workshop to implement good servicing practice;

o prepare training for RAC technicians in coordination with stakeholders including line ministries, RAC association, local government, training institution and competency certification institutions;

o prepare training for custom officers to support the regulatory framework and law enforcement in HCFC phase-out implementation;

o monitoring and supervising enterprise-level HCFC phase-out and baseline equipment disposal, including any required inspection visits to recipient enterprises;

o assist the preparation of administrative documents and technical aspects for state- owned goods status transfer between Ministries and delivery of grants to the RAC technician or workshops;

o support monitoring and verification of HCFC consumption data;

o prepare semi-annually work plans and progress reports on activities for submission to PM;

o prepare and recommend contracts for goods and services under project;

o monitoring, analysis and evaluation on the participation enterprises;

o in establishing completion of activities at the recipient level, through relevant documentation;

o assist in preparing materials, reports, documents and Tranche Implementation Plan and Report for activities;

o assist in preparing data and information that needed for audit activity related on HPMP project.

o Build and maintain strong cooperation with international and national experts and other stakeholders;

o to do other related tasks that given by NPM.

 Other duties that have not been yet stated can be born as requested by designated executing agency/implementing agency (National Project Director) HPMP Stage-II

IV. Competencies

 Technical competency in RAC sector with experience in result-oriented approach to project implementation.

 Analytical ability to synthesize project outputs and relevant findings for preparation of quality project reports

 Excellent oral and written communication skills.

 Confidence in interacting with enterprises, associations, officials of government and implementing agencies

 Ability to provide mentoring and guidance to enterprises under supervision of Project Manager

VI. Recruitment Qualifications

Qualification: Indonesia national

Bachelor’s Degree (D4/S1) in

3 Chemical/Mechanical/Electronical/Refrigeration and AC Engineering

Experience: Minimum 2 years of technical experiences in refigeration and Air Conditioning sector.

Knowledge on Ozone Layer Protection programme, Montreal Protocol on the Substances that Deplete the Ozone Layer, Vienna Convention on the Protection of the Ozone Layer, Climate Change and other relevant environment/ development issues

Knowledge on servicing technical aspects Air Conditioning and Refrigeration sector

Knowledge on National Competency Certification in Air Conditioning and Refrigeration sector is an advantage

Demonstrated ability to apply information technology tools and automated systems, including Window and MS Word

Language Requirements: Good understanding on English and Bahasa Indonesia (oral and written)

V. Reporting and Supervisory Arrangement

The contracted supporting staff will supervised by National Project Manager (NPM) and report through NPM to National Project Director and project manager, which will supervise the day-to-day implementation of the project.

 Contract Period: Six months/ one year - contract renewable;

 Normal working hours are following the Ministry of Environment and Forestry schedule;

 Working outside normal hours may be required if it is necessary;

 Travel is part of the working duty.
