The quality of Islamic religious education has not been supported by students in infrastructure and study facilities. In order to raise the standard of Islamic religious education, the researcher chose to focus on the role of Islamic boarding school administrators in developing regulations. 7 The teaching and learning process is another place where quality can be seen. 8 The quality of Islamic education is greatly influenced by teachers. 9 As a result, it is essential for a school principal to be concerned about educational quality. 10 Policy makers have a significant influence on the quality of education.11 Improving the quality of Islamic education requires the participation of many interested parties in personnel planning.

The many graduates participating in the Musabaqoh Tilawatil Quran event, which features competitions in tafsir, hadreh, ushul fiqh, fiqh, balaga, mantek and ma'ani, demonstrate the high caliber of Islamic education. Next, policy indicators such as Islamic education programs, decisions made by founders or heads of Islamic boarding schools, rules implemented in schools, and future plans or proposals are being examined.

Education Policy Analysis Approach

The definition is categorized as decision-making, which is what the government chooses to do or not do to address a public problem.32 Rather than being seen as a single decision, policy should be seen as a series of more or less connected actions that have implications for everyone involved. Another description is when the government intervenes with its citizens to resolve social issues, which will lead to discussions between those who support and oppose the government's decision. The educational policy being investigated in this study is that of the head of the pesantren, or an analysis of micropolitics within the unit of Islamic educational institutions.

The second method is the process approach, which develops education policy gradually rather than abruptly. This method views education policy as a political process involving a number of steps, such as identifying education issues, formulating policy proposals, determining the viability of those proposals, and implementing and evaluating those policies. Third, group theory states that interaction within groups will lead to the optimal balance when it comes to education policy.

In line with this strategy, members of interest groups engage in official and informal direct communication and media interaction to urge the government to implement required policies. Fourth, there is the elitist method, in which the elites of the political system have great influence over and make decisions about education policy. As a result, education policy only reflects the aspirations of the elite and not those of the general public.

Fifth, a rational approach promotes the idea that government policies are the greatest societal benefit, meaning that government, as a policy maker, should choose policies that provide the greatest benefit to society. Al-Hidayah Islamic Boarding School in Sarolangun Regency, Al-Baqiyatush Shalihat Islamic Boarding School in West Tanjung Jabung Regency, and Al-Kinanah Islamic Boarding School in Jambi City were the three districts where this research was conducted. In three districts of Islamic boarding schools in Jambi province, namely Al-Hidayah Sarolangun Islamic Boarding School, Al-Baqiyatush Shalihat Islamic Boarding School West Tanjung Jabung and Al-Kinanah Jambi Islamic Boarding School, the subjects were directly involved in the development of Islamic education policy .

Leaders, heads of foundations, ustadz/ah, santri/wati and communities will be the sources of the data for this study.

Development of Islamic Boarding Schools in Jambi Province

Significant changes were also observed regarding the increase in the number of Islamic residences. 35 Al-Hidayah Sarolangun Islamic Boarding School's teaching and learning routine resumed its previous course after the epidemic. The president of the foundation and the management cooperate and coordinate according to the work of each position in making policies for Pesantren Al-Hidayah Sarolangun and Al-Kinanah Jambi. Al-Hidayah Sarolangun Islamic boarding school foundation president decided to inform the Islamic boarding school administration after this. The following are the stages of the policy formulation process: identification of the policy problem, development of the government's agenda, formulation of the policy proposal, approval of the proposal, implementation of the proposal and evaluation of the proposal.

Strategy of Islamic Boarding School Leaders in PolicyImplementation to Improve the Quality of Islamic Education

Just like this, Jambi Al-Kinanah Islamic Boarding School is still in dire need of guidance regarding its excellent student assistance program by spreading more relevant information. Majority of Al-Hidayah Sarolangun Islamic Boarding School alumni participate as politicians, politicians, soldiers, teachers, ustadz/ah, lecturers and lecturers in esteemed universities, demonstrating the school's benefits in terms of productivity. In Jambi Province, the development of pondok pesantren has improved the standard of Islamic boarding school education.
