Code of ethics is a set of rules, procedures, and ethical guidelines in conducting an activity or job. For many types of profession, it is considered a requirement. One of the professions that must comply with a code of ethics is teachers. The code of ethics for teachers acts as a framework for teachers to maintain professionalism and protect students as an effort to provide high-quality education and maintain the public’s trust. It helps ensure that teachers act consistently with their professional responsibilities and obligations. Additionally, it serves as a guide for ethical decision-making in certain situations.
In Indonesia, the Teacher Code of Ethics was first established in 1973 by Persatuan Guru Republik Indonesia (PGRI) and revised and legalized during PGRI Congress in 2008.
The code is based on the principles from “A Code of Ethics for the Teaching Profession”
formulated by The National Education Association. The Indonesia Teacher Code of Ethics are as followed:
1. Teachers dedicatedly guide students to shape them into Pancasila-minded individuals.
2. Teachers have the professional integrity in implementing the curriculum according to the needs of each student.
3. Teachers engage in communication, especially to obtain information about their students, but refrains from any form of abuse.
4. Teachers create the best school atmosphere and maintain the best possible relationship with the parents of the students for the benefit of the students.
5. Teachers maintain a relationship with the community around their school and the broader community for the benefit of education.
6. Teachers, individually or collectively, strive to develop and improve their professional quality.
7. Teachers create and maintain relationships between fellow teachers based on the environment and overall relationships.
8. Teachers, together, maintain and improve the quality of the Professional Teacher Organization as a means of their service.
9. Teachers implement all provisions that are the government's policy in the field of education.
The Code of Ethics will encourage teachers to behave in accordance with the allowed norms and avoid the norms prohibited by their association during their professional duties.
Violation of the principles would result in a sanction that depends on the severity of the violation. The sanctions that will be issued are not imposed directly, but rather through
several levels; the first is warning, the second is suspension, and the third is administrative actions. Though, the most severe sanction is the moral sanction imposed by the public.
There are various occasions in which the Indonesia Teachers Code of Ethics is violated. A common example is neglecting incidents of students bullying and failing to report the incident to the appropriate authorities. This does not align with the Teacher Code of Ethics number 4 as they failed to create a comfortable school environment by allowing it to happen. In said cases, students may not feel safe to go to school and result in their reluctance to study. Other than that, it can also cause them to have trauma from the experience.
Another violation of the Indonesia Teacher Code of Ethics is discrimination.
Discrimination can lead to unequal treatment of students, which can hinder their academic performance and result in a negative learning experience. It can also contribute to an environment of intolerance, which goes against the principles of democracy and social justice. Teachers who discriminate against students based on their ethnicity, religion, or other personal characteristics violate principle 1 of setting a good example to shape students into Pancasila-minded individuals, 3 of engaging in communication with the students, and 4 of creating the best school environment.
Inadequate preparation is also a common violation of the Indonesia Teacher Code of Ethics. Teachers who are unprepared for their classes violate principle number 2 of implementing the curriculum according to students’ needs. Students who are not receiving the education they deserve and anticipated for can become discouraged and disinterested in learning. It may lead them to resent the subject due to lack of knowledge they gain from the class which can result in long-term consequences for their academic and professional development.
Besides the incidents mentioned above, there are also occasions when teachers engage in inappropriate behavior. Examples of the inappropriate behavior include making sexual advances, using offensive language, and doing physical or emotional abuse to students. These actions violate principle number 4 of creating a safe environment. The effects can be as severe as losing the trust and respect that should exist between teachers and students.
Additionally, this behavior causes parents of the students to lose trust in the institution.
The incidents mentioned above have not elaborated all the events of Indonesia Teachers Code of Ethics violations, but it represents the huge role of a guideline to ensure teachers behave in an ethical and professional manner during their career to provide high-quality education. Furthermore, these cases should not be taken lightly as it can lead to serious consequences such as the public losing trust in academic institutions.
