The International Classification of Diseases, 9th Revision, published by the World Health Organization (WHO) is the foundation of the ICD-9-CM and is still the classification used in cause-of-death coding in the United States. The ICD-9-CM is recommended for use in all clinical settings, but is required to report diagnoses and diseases to all US. Guidelines on the use of this classification can be found in the section "Guidelines for the use of ICD-9-CM.".

The historical background of the International Classification of Diseases can be found in the Introduction to ICD-9 (Manual of the International Classification of Diseases, Injuries and Causes of Death, World Health Organization, Geneva, Switzerland, 1977). ICD-9-CM is a clinical modification of the World Health Organization's International Classification of Diseases, 9th Revision (ICD-9). Annual amendments are made to the ICD-9-CM by the ICD-9-CM Coordination and Maintenance (C&M) Committee.

Those amendment proposals that are approved are incorporated into the official government version of the ICD-9-CM and become effective for use on October 1 of the year following their presentation. To code accurately, it is necessary to have a working knowledge of medical terminology and to understand the features, terminology, and conventions of the ICD-9-CM.
